2.08.010 Meetings—Procedure.
A. The city council shall have its regular meeting for the transaction of all business of the council, including but not limited to the adoption of all resolutions and ordinances, on Wednesday of each and every week between the hours of eight a.m. and eleven fifty-nine p.m. If Wednesday falls on a legal holiday, then the council shall meet on the following day to transact business. On the following week, the council shall meet on Thursday in addition to the regular Wednesday meeting to consider only ordinances and resolutions originally presented at the previous Thursday meeting. If there is no business to consider, the meeting shall not be held.
B. The aforementioned meetings of the city council may be recessed or adjourned from time to time as deemed expedient or desirable in order to properly transact the business of the city. (Prior code § 1.08.010)
2.08.020 Meetings—Place.
All meetings of the city council shall be held in the City Hall in Everett, Washington; provided that such meetings may be held at different times and elsewhere upon designation of a specific meeting time and place by the president or president pro tem of the city council, and notification thereof being given at least twenty-four hours in advance to each member of the city council, to the mayor, to each local newspaper of general circulation, and to each local radio and television station which has on file with the city a written request to be notified of such meetings. 2.08.030 Informational and briefing sessions—Public notification.
The council secretary is authorized on behalf of the president of the council to inform the public and the news media of any informational and briefing sessions at times other than as specified in this chapter. (Prior code § 1.08.030)
2.08.040 Executive sessions.
Nothing in this chapter shall preclude the city council from holding executive sessions from which the public is excluded for deliberations and determinations on matters affecting national security, the selection of a site or the purchase of real estate when publicity regarding such consideration would cause a likelihood of increased price; the appointment, employment or dismissal of a public officer or employee or to hear complaints or charges brought against such officer-employee by another public officer, person or employee unless such officer-employee requests a public hearing and the city council may exclude the public during examination of any or all witnesses in said matters being investigated by the governing body. 2.08.050 Salary determination.
A. The salary of each council member shall be increased in the same percentage as the annual increase from July to July in the All Urban Consumer Price Index for the Seattle area published by the Bureau of Labor Statistics of the U.S. Department of Labor, provided that said increase shall not exceed the percentage of annual average salary increase of all city nonunion employees for the same period of time.
B. The salary increase specified in this section shall be given each year on January 1st, beginning January 1, 1994. (Ord. 1785-91 §§ 1, 2, 1991: Ord. 642-79 §§ 1, 2, 1979)
