2.10.010 Authority of mayor.
The mayor shall be the chief executive and administrative officer of the city in charge of all departments and employees. The mayor shall appoint and remove all appointive officers and all employees under his jurisdiction or may authorize a head of a department or officer responsible to him to appoint and remove subordinates in such department or office. 2.10.020 Chief administrative assistant.
The mayor, with the approval of council, may appoint and remove a chief administrative assistant to perform such administrative duties as may be designated by the mayor from time to time. (Ord. 857-82 (part), 1982)
2.10.030 Department heads.
Department directors and program directors are policy-making directors of departments with appointing and disciplinary powers, and budgetary accountability. The department directors and program directors are designated as follows:

2.10.040 Superintendent of parks and recreation.
The superintendent of parks and recreation shall be appointed by the mayor subject to confirmation by a majority of the city council for the term of four years, and he may be removed by the mayor subject to council confirmation. (Ord. 857-82 (part), 1982)
2.10.050 City attorney.
The mayor shall appoint and may remove, with the approval of the city council, a city attorney. He shall be the chief legal officer of the city and he shall serve on a full-time basis with his office in the city hall. The city attorney may appoint and remove full-time and part-time professional staff. (Ord. 857-82 (part), 1982)
2.10.060 Library director.
The library board will appoint and remove the library director. He shall be the chief administrative officer for the board and act in their behalf. All professional and support staff of the library will serve at the will of the library director and the library board. (Ord. 857-82 (part), 1982)

2.10.080 Civil service exemption.
A. All appointive officer positions set forth in this chapter, or as this chapter may be in the future amended, shall be exempt from civil service and exempt from the jurisdiction of the Civil Service Board, as provided under Article VIII of the Everett City Charter. Employees going from civil service positions to appointive positions retain rights back to their former civil service classification. If that classification no longer exists or has been removed from civil service, the right to return to civil service classification shall be to a comparable class that the employee is qualified for or in the highest classification in the series still under civil service, depending on which, in the opinion of the mayor, is more appropriate.
B. Any appointive officer whose status changes within the ranks of appointive officers because of reorganization shall not have their fringe benefits reduced by that action.
C. Minor variations in the above title designations by the administration within the intent of the title designations herein are authorized. (Ord. 857-82 (part), 1982)
