2.134.010 Emergency management division.

Pursuant to Chapter 38.52 RCW, the city hereby establishes an emergency management organization for the purpose of performing local emergency management functions. This organization is designated the city of Everett emergency management division and shall perform functions only within the city and outside the city as authorized by law. (Ord. 2811-04 § 1, 2004)

2.134.020 Director of emergency management.

The mayor shall appoint a director of emergency management, who shall head the city of Everett emergency management division. The director shall be responsible for the organization, administration and operation of the emergency management division, subject to the direction and control of the mayor and to legal requirements. 2.134.030 Powers.

The emergency management division shall have all duties, responsibilities and powers authorized by Chapter 38.52 RCW now existing or hereafter amended and as may otherwise be provided by law. (Ord. 2811-04 § 3, 2004)

2.134.040 Operations.

A.    The city of Everett emergency management division directs the city of Everett integrated emergency management program and shall operate under the policy guidance of the city of Everett comprehensive emergency management plan which shall include the following operational elements: organization, responsibilities, concept of operations, administration and logistics, direction and control.

B.    The director of emergency management shall coordinate development, implementation and maintenance of the emergency management plan as chairperson of the emergency management committee, to provide coordination with outside agencies and organizations involved in emergency planning, to provide for public education and information, to manage the emergency operations center during disasters and to perform such other functions as the mayor shall designate. The comprehensive emergency management plan and any amendments thereto shall be effective when approved by the mayor. (Ord. 2811-04 § 4, 2004)

2.134.050 Emergency management executive committee.

An emergency management executive committee shall be appointed by the mayor and shall oversee and provide policy direction for the city of Everett integrated emergency management program and provide recommendations to the mayor. The director of emergency management shall chair the committee. (Ord. 2811-04 § 5, 2004)

2.134.060 Emergency management committee.

The emergency management executive committee shall appoint an emergency management committee to carry out the provisions of the city of Everett integrated emergency management program, provide staff support to the director of emergency management and the emergency management executive committee in the development, implementation and maintenance of any emergency management plans, and to staff the emergency operations center and perform any other necessary functions during any emergency or disaster. The committee shall consist of city department directors and key city personnel as are designated in the comprehensive emergency management plan and approved by the mayor. The director of emergency management shall chair the committee. (Ord. 2811-04 § 6, 2004)
