AMENDMENTS TO THE INTERNATIONAL BUILDING CODE AND THE INTERNATIONAL RESIDENTIAL CODE
Sections:
16.01.010 Amendments to the International Building Code (hereinafter referred to as “IBC”) and the International Residential Code (hereinafter referred to as “IRC”).
A. Sections 103 of the IBC and IRC are hereby deleted in their entireties.
B. Sections 104.3 of the IBC and IRC are hereby deleted and replaced with the following:
Unless otherwise authorized, the building official shall issue all necessary notices or orders under this code. Regardless of any other language in this code, the content and service of such notices and orders shall be in the same form and manner as required of violation citations under Chapter 1.20 EMC.
C. Sections 104.8 of the IBC and IRC are hereby deleted in their entireties.
D. In Section 105.3.1.1 of the IRC, “board of appeals” means “board of review.”
E. Section 113 of the IBC and Section 112 of the IRC are hereby deleted in their entireties.
F. Sections 114.2, 114.3 and 114.4 of the IBC and Sections 113.2, 113.3 and 113.4 of the IRC are hereby deleted in their entireties.
G. Section 115 of the IBC is hereby amended by adding the following language:
115.4 Unlawful to remove or deface. It shall be unlawful for any person to remove or deface any placard applied pursuant to this section until the required repairs, demolition or removal have been completed and a certificate of occupancy is issued pursuant to the provisions of this code.
H. Section R114 of the IRC is hereby amended by adding the following language:
R114.3 Unlawful to remove or deface. It shall be unlawful for any person to remove or deface any placard applied pursuant to this section until the required repairs, demolition or removal have been completed and a certificate of occupancy is issued pursuant to the provisions of this code.
I. Section 116 of the IBC is hereby amended by adding the following language:
116.6 Unlawful to remove or deface. It shall be unlawful for any person to remove or deface any placard applied pursuant to this section until the required repairs, demolition or removal have been completed and a certificate of occupancy is issued pursuant to the provisions of this code.
J. Table R301.2(1) of the IRC is hereby amended to read as follows:

K. Section R302.2 of the IRC is hereby deleted in its entirety and replaced with the following (please note that Sections R302.2.1 Continuity, R302.2.2 Parapets, R302.2.3 Parapet construction, and R302.2.4 Structural independence, as adopted by the Washington State Building Code Council, remain in full force and effect):
R302.2 Townhouses. Each townhouse shall be considered a separate building and shall be separated by fire-resistance-rated wall assemblies meeting the requirements of Section 302.1 for exterior walls.
Exception: A common 1-hour fire resistance rated wall assembly tested in accordance with ASTM E 119 or UL 263 is permitted for townhouses where an automatic sprinkler system is installed in accordance with NFPA 13 D, if such walls do not contain plumbing or mechanical equipment, ducts or vents in the cavity of the common wall. The wall shall be rated for fire exposure from both sides and shall extend to and be tight against exterior walls and the underside of the roof sheathing.
L. Rooftop Drainage. Section 903.4 of the IRC and Section 1503.4 of the IBC are hereby amended by adding the following:
Rooftop drainage must be addressed and shall be disposed of by one of the following methods:
a. tight line to storm drain system (private or public).
b. concrete splash blocks.
c. tight line to roof runoff infiltration system.
A tight line to the property line with direct discharge to the abutting property or public right-of-way is prohibited unless specifically approved by the City on the construction plans/permit.
In all cases, the method selected will be subject to approval by the City’s Public Services Division, with considerations given to site, soil types, slope conditions, and the nature of the development.
M. Section 3002.4 of the IBC is hereby deleted in its entirety and replaced with the following:
Where elevators are required in buildings, at least one elevator shall be provided for fire department emergency access to all floors. The elevator car shall be of such a size and arrangement to accommodate a 24-inch by 84-inch ambulance stretcher, with not less than 5-inch radius corners, in the horizontal, open position and shall be identified by the international symbol for emergency medical services (star of life). The symbol shall not be less than 3 inches high and shall be placed inside on both sides of the hoistway door frame.
Exception: If all stories within the building have direct, accessible egress to grade.
