19.39.010 Off-street parking area plan – Required.
With any application for a building permit for any new building or structure, or for any enlargement thereof or a change of use, the owner shall submit to the Building Official for approval a plan showing the adjacent streets, proposed circulation of traffic, proposed drainage, lighting and landscaping, fencing and screen plantings, and the size and location of off-street parking stalls and loading spaces in such number as required in this chapter. A certificate of occupancy shall not be issued until the requirements of this chapter are met. [Ord. 705 § 8, 2010; Ord. 282 § 3, 1983.]
19.39.015 Change of designated parking area – Restricted.
Any area once designated as required off-street parking shall not be changed to any other use unless and until equal parking spaces which conform to the requirements of this chapter are provided. [Ord. 705 § 9, 2010.]
19.39.020 Parking requirements.
The minimum number of off-street parking spaces to be provided shall be determined in accordance with the following table:

19.39.025 Reduced off-street parking area.
The requirements set forth in EMC 19.39.020 notwithstanding, the properties located in the commercial district and having frontage on West Main Street between Washington Street and Everson Road may be approved for a reduced number of off-street parking spaces where consistent with the following:
A. A conditional use permit is approved by the City Council pursuant to Chapter 19.11 EMC; and
B. The proposed use is consistent with pedestrian-oriented commercial activity; and
C. In those cases where the property has access from a nonvacated alley and where at least 20 feet of property depth is available adjacent to said alley, the total number of off-street parking spaces provided shall not be less than one space per each 10 feet of frontage onto said alley (excluding fractions) plus one space for each residential unit proposed to be located above the primary commercial use. 19.39.030 Parking space standards.
Except for compact car spaces each parking space shall be at least nine feet wide and 19 feet in length. Twenty-five percent of the total spaces required may be designated for compact cars only. Compact car spaces shall be at least eight feet wide and 16 feet long. All required off-street parking shall be provided on site unless off-site parking is approved pursuant to EMC 19.39.050 or 19.39.060. [Ord. 705 § 12, 2010; Ord. 282 § 3, 1983.]
19.39.035 Parking space standards – Covered, enclosed spaces (garages) for residential dwellings.
At least one of the parking spaces for each residential dwelling unit shall be covered and enclosed, containing a minimum usable concrete parking area nine feet wide and 19 feet long with a minimum clear height of six feet, 10 inches, and capable of being secured against weather and intruders. Each such garage shall be equipped with at least one exit other than the vehicle entrance way. [Ord. 439 § 1, 1992.]
19.39.040 Loading space requirements.
An off-street loading space having access to public thoroughfare shall be required adjacent to each business building hereafter erected or enlarged, if the use of such building entails deliveries or shipments to or from it. Such loading spaces shall be of adequate size to accommodate the number and size of vehicles simultaneously loaded or unloaded in connection with the business conducted therein. The loading space shall be designed so that no part of the loading vehicle shall extend into the public thoroughfare when the same is in use. The number, size and location of loading spaces required under this section shall be determined by the Building Official based on the nature and intensity of the proposed use and the site proposed for development. 19.39.050 Off-site parking facilities.
The development of off-site parking facilities shall be consistent with the following provisions:
A. Residential Uses. Off-site parking facilities to serve residential uses are not permitted.
B. Nonresidential Uses. Off-site parking facilities to serve nonresidential uses may be authorized by the City Council through approval of a conditional use permit pursuant to Chapter 19.11 EMC where consistent with the following:
1. Not more than 50 percent of required parking is provided off site;
2. All off-site parking is located within a distance of 500 feet of the property to be served;
3. The property to be used for off-site parking is under the same ownership as the property on which the principal use is located unless a shared use or joint use parking facility is approved pursuant to EMC 19.39.060. [Ord. 705 § 14, 2010.]
19.39.060 Joint use or shared use parking facilities.
Joint use or shared use parking facilities to serve nonresidential uses may be authorized by the City Council through approval of a conditional use permit pursuant to Chapter 19.11 EMC where consistent with the following:
A. Joint use parking includes situations where two or more buildings or uses that primarily operate at different times of the day or night or on different days of the week share use of a single parking area, such that the parking area meets the parking requirement established under EMC 19.39.020 for the use requiring the greater number of spaces.
B. Shared use parking includes situations where two or more uses that operate at the same time of the day or night on the same days of the week share a single parking facility, such that the parking area meets the sum of the parking requirements established under EMC 19.39.020 for all of the shared uses.
C. The applicant acknowledges in writing that any reduction in the joint use or shared use parking spaces below the number required by this chapter shall compel an immediate reduction in intensity of the use or uses to achieve conformance.
D. An agreement in writing between the parties approved by the Building Official is recorded with the County Auditor stipulating, at a minimum, the terms under which the parking is to be jointly used or shared, the term of the agreement, the conditions under which the agreement can be terminated, and the mechanism for notifying the City in the event of such termination. 19.39.070 Parking areas – Development standards.
The following development standards shall be applicable to all required parking areas:
A. All parking and loading areas and driveways shall be surfaced with asphalt or concrete or similar material, such as permeable asphalt or concrete pavers, except that gravel parking may be approved for industrial uses in low-use areas and for agricultural uses. All such surfacing shall provide a stable and consistent surface that accommodates the safe movement of vehicles and pedestrians, as appropriate.
B. Site grading and drainage within parking areas shall meet City standards.
C. Ingress and Egress. Parking area designs shall provide safe ingress and egress to and from public rights-of-way, and the locations of such ingress and egress points shall be approved by the Public Works Supervisor.
D. Safety Devices. Directional arrows, striping and wheel stops or bumper guards shall be provided to ensure safety of pedestrians, vehicles, and public and private property.
E. Landscaping. Parking areas for commercial, industrial, public and multifamily residential uses shall include landscaping to provide visual screening between uses. Parking for nonresidential uses adjacent to residential uses shall provide a landscaped buffer.
F. Lighting. Lighting in parking areas shall be designed to provide safety for users while not substantially impacting adjacent properties. [Ord. 705 § 16, 2010.]
19.39.080 Reduced parking requirement.
The parking requirements established in this chapter may be reduced by the City Council through approval of a conditional use permit pursuant to Chapter 19.11 EMC where all of the following criteria are met:
A. Unique circumstances exist that are particular to the proposed use that support the need for fewer parking spaces. Such circumstances may include, but are not limited to, the age distribution of proposed occupants or patrons, the availability of public transit, the availability of on-street parking or public parking facilities, and the relative intensity of the proposed use as it relates to the need for parking.
B. Conditions are attached to the permit that stipulate that the permit shall become void if the unique characteristics on which the permit approval was based cease to exist.
C. The request for reduced parking is not based on hardship due to unique site characteristics, such as lot size, shape or topography that would appropriately be addressed through a zoning variance. [Ord. 705 § 17, 2010.]
