2.17.010 Creation of department.
There is hereby created a city department known as the finance department. The department shall provide accurate financial information from which educated projections can be made on the financial health of the city and decisions made concerning city operations. Specific financial duties include accounts payable, accounts receivable, payroll, general accounting, financial planning, cash and investment management, cash receipting, internal control monitoring, audit, budget preparation, financial analyses, and financial reporting. The finance department shall administer business licenses; administer city council’s purchasing policies and staff the finance, regional affairs and economic development council committee.

2.17.020 Finance director – Appointment and confirmation.
The finance director shall be appointed by the mayor, subject to confirmation by a majority of the city council.

2.17.030 Finance director – Duties.
The finance director shall be responsible for directing city financial operations including accounts payable, accounts receivable, payroll, general ledger, fixed assets, grants, auditing, budget performance, project accounting, cash management, debt administration, and tax and licensing; providing financial advice and counsel to city officials and staff; preparing, publishing, and presenting official city budget and financial information; and managing financial staff.

2.17.040 Finance director – Qualifications.
The finance director shall have a bachelor’s degree in accounting, business/public administration, finance, or related field and increasingly responsible relevant management experience. The director shall also be familiar with Washington State local government financial operations.
