BUILDING VALUATION SCHEDULE AND PLAN CHECKING FEES

Building valuation, for the purposes of calculating building permit and plan checking fees, shall be determined by utilizing a permit fee modifier as described by the International Code Council, with the expectation that a certain percentage (as outlined in Exhibit 21) of the Community Development Department budget will be provided by building permit and plan check fee revenue. 15.12.020 Annual update of valuation schedule.
The building valuation schedule shall be updated annually on January 1st of every year, using data from the most recently published version of building valuation data provided by the International Code Council, using updated staff salaries, and based upon the average annual construction value in the City of Ferndale from the preceding five calendar years. 15.12.030 Plan checking fees.
Plan checking fees shall be established at 65 percent of the building permit fee. In those cases where identical structures are to be built from identical plans, the fee shall be established at 32.5 percent of the building permit fee, and must comply with either subsection (A) or (B) of this section.
A. Concurrent Development Proposals. This provision applies only to the second and subsequent structures not subject to a repeat plan permit, provided the following criteria are met:
1. Each permit requires a separate clear and readable set of plans.
2. No change, no matter how minute, will be allowed. No “mirrored” applications shall be permitted. This point is not open to interpretation by City staff, contractor, owner or builder.
3. Permits for construction of second or subsequent structures must be taken out at the time the initial permit is issued.
B. Repeat Plan Application Proposals. This provision applies to building construction plans submitted to the City of Ferndale for the purposes of establishing an approved repeat plan, which may be resubmitted for permits multiple times with reduced plan check fees, provided the following criteria are met:
1. Administrative guidelines related to repeat plan application proposals shall be adhered to.
2. No change, no matter how minute, will be allowed. This point is not open to interpretation by City staff, contractor, owner or builder.
3. All permits subject to an approved repeat plan application are subject to the Ferndale Municipal Code and International Building or Residential Code in effect at the time of repeat plan permit submittal.
