16.04A.010 Permits required.
Temporary banners, and rigid wood, metal, or plastic signs for businesses that meet the definition, agricultural business – seasonal, may be displayed on private property if they are in accordance with the provisions of this chapter. A temporary sign permit shall be issued by the city prior to display of any on- or off-premises temporary signs. (Ord. 1488-03 § 1, 2003).
16.04A.020 Agricultural business – Seasonal.
An agricultural business – seasonal is defined as a business legally licensed in the city of Fife that is open to the public on a seasonal basis only and that involves the sale of agricultural produce, flower bulbs, food, bee products, ornamental plants, seeds, trees and other vegetation, including greenhouse operations, nurseries, and roadside stands for the sale of agricultural products. For the purposes of this section, the definition excludes livestock, dairy or poultry farms or sales, research farms, fish hatcheries, landscaping supplies, bulk plant materials facilities, and gardens on individual lots where the majority of the food product is grown for the consumption of residents of the same lot. 16.04A.030 Application submittal.
The applicant shall submit an application for a sign permit to the city on forms supplied by the city. The application submittal shall include a signed application, a site plan showing the exact location of any off-premises signs proposed, written approval from the property owner of the property proposed for display of off-premises signs on forms supplied by the city, sign size and content, a Fife business license number, and other information as required by the director to allow for processing of a temporary sign permit. 16.04A.040 Issuance of permits.
Temporary sign permits for an agricultural business – seasonal shall be approved and issued or denied by the community development department within 10 working days of the date of complete application submittal. (Ord. 1488-03 § 1, 2003).
16.04A.050 Sign content.
All temporary signs issued under this section shall only contain information related to the agricultural business – seasonal that they are advertising. (Ord. 1488-03 § 1, 2003).
16.04A.060 Time limits for display – Minimum display periods.
The maximum time allowed for temporary sign display is 180 days per calendar year, or the duration of the growing/harvest/display season, whichever is shorter. Temporary sign permits shall only be permitted for display while an agricultural business – seasonal is open for business with normal availability of products to be sold. Temporary sign permits shall be issued not more than three times per calendar year for each business and/or not less than 30 days for each display period. Applicants shall submit an application for temporary sign display not more than 15 days prior to the commencement of sign display. If a business has an off-premises temporary sign allowance, the display of both on- and off-premises signs shall occur simultaneously if both on- and off-premises temporary signs are proposed. 16.04A.070 Off-premises temporary sign display.
An agricultural business – seasonal that meets the requirements of this section is eligible for off-premises sign. The agricultural business – seasonal shall be located on either a collector arterial or an undesignated city street and shall be located at least one legal lot of record from a street designated as a freeway, principal, or minor arterial in the Fife comprehensive plan. Lots with any length of frontage on a street designated as freeway, principal, or minor arterial are not permitted off-premises sign display. (Ord. 1488-03 § 1, 2003).
16.04A.080 Sign size, number, and location – Temporary off-premises signs.
An agricultural business – seasonal that meets the requirements of FMC 16.04A.070 is allowed a maximum of three off-premises signs constructed of rigid plastic, wood, or metal. Each sign is limited to six square feet in area. Temporary off-premises signs are permitted for display within three- quarters of a mile (3,960 linear feet) in any direction from the business they are advertising. All off-premises signs are required to be on private property. No signs are permitted in the public right-of-way. A maximum of one off-premises sign is permitted on any legal lot of record in the city. (Ord. 1488-03 § 1, 2003).
16.04A.090 On-premises temporary sign display.
All signs shall be located on the property that they advertise. No signs are permitted in the public right-of-way. (Ord. 2004 § 1 (Exh. A), 2019; Ord. 1488-03 § 1, 2003).
16.04A.100 Sign removal upon permit expiration.
All temporary signs and sign support structures shall be removed upon expiration or the temporary sign permit. (Ord. 1488-03 § 1, 2003).
16.04A.110 Conflicting provisions.
In the event that there are conflicting provisions in the sign code, the specific provisions of this section as they apply to an agricultural business – seasonal shall apply. (Ord. 1488-03 § 1, 2003).
