2.16.010 Appointment--Removal--Salary.
There is established the appointed position of city clerk-treasurer. The city clerk-treasurer shall be appointed and removed by the mayor, subject to confirmation of such action by at least five council persons. The salary of such office shall be fixed from time to time by the council. (Ord. 1310 §1, 2003: Ord. 978 §1, 1988: prior code §2.08.010)
2.16.020 Appointment.
The office of clerk-treasurer shall be appointive, and appointments thereto shall be made by the mayor. (Ord. 1229 §1, 1998: Ord. 1155 (part), 1995: Ord. 978 §2, 1988: prior code §2.08.020)
2.16.030 Term.
The appointment of the clerk-treasurer, made by the mayor shall be for an indefinite term, but shall serve at the pleasure of the mayor. (Ord. 1155 (part), 1995: Ord. 978 §3, 1988: prior code §2.08.030)
2.16.050 Duties.
The clerk-treasurer shall perform the duties of both the clerk and treasurer as prescribed by statute and by ordinance. (Prior code §2.08.050)
2.16.060 Signature.
The clerk-treasurer shall seal and attest contracts of the city and all licenses, permits, vouchers, orders and such other documents as shall require this formality. (Prior code §2.08.060)
2.16.070 Money collected.
The clerk-treasurer shall deposit the city funds in such depositories as may be selected from time to time as is provided by statute, and he shall keep the city money separate and distinct from his own, and shall not intermingle his own money with it or make private or personal use of city funds. 2.16.080 Accounts.
The clerk-treasurer shall keep accounts showing all money received by him and the source and disposition thereof; and such books and accounts as may be required as by statute or ordinance, and shall keep them in the manner required by law. (Prior code §2.08.080)
2.16.090 Records.
In addition to the record of ordinances and other records which are required by statute, to be maintained by either the clerk or treasurer, the clerk-treasurer shall maintain a register of all licenses and permits issued and the payments thereof; a record showing all of the officers and regular employees of the city; a record showing all money received by him, the source from which it was received and the purpose for which it was paid out; and he shall keep a record showing at all times the financial status of the city. 2.16.100 Reports.
The clerk-treasurer shall make monthly reports to the council showing the state of the finances of the city, and the amounts received and spent during the month which reports shall be filed. And he shall make an annual report at the close of the fiscal year with the total amount of all receipts and expenditures of the city and his transactions during the preceding year. 2.16.110 Register of warrants.
The clerk-treasurer shall keep a register of all warrants, bonds or orders filed with him or paid by him, and all vouchers, as is required by statute. (Prior code §2.08.110)
2.16.120 Seal.
The clerk-treasurer shall be the custodian of the city seal, and shall affix its impression on documents whenever this is required. (Prior code §2.08.120)
2.16.130 Documents.
The clerk-treasurer shall be the custodian of all documents belonging to the city which are not assigned to the custody of some other officer. (Prior code §2.08.130)
2.16.140 Indices.
The clerk-treasurer shall keep and maintain a proper index to all documents and records kept by him so that ready access thereto and use thereof may be had. (Prior code §2.08.140)
2.16.150 Council meetings.
The clerk-treasurer or his designee, shall attend all regular and special meetings of the council and keep a correct journal of all proceedings. (Ord. 978 §4, 1988: prior code §2.08.150)
2.16.160 Date of consolidation.
The date upon which the consolidation of the offices of clerk and treasurer shall take place shall be April 1, 1972. (Prior code §2.08.170)
