2.32.010 Created—Composition.
There is created and established a police department of the city, consisting of the chief of police and such other members and officers as may be provided from time to time by the city council. (Ord. 2972 § 2(A), 1985; prior code § 1.24.010)
2.32.020 Chief of police—Appointment as chief of department.
The chief of the police department shall be the chief of police who shall be appointed by the city manager, subject to applicable civil service laws, rules or regulations. (Ord. 2972 § 2(B), 1985; prior code § 1.24.020)
2.32.030 Chief of police—Powers and duties.
The powers and duties of the chief of police shall be:
A. To keep such records and make such reports concerning the activities of his department as may be required by statute or ordinance, or by the city manager;
B. To be responsible for the performance by the police department of all of its functions, and all persons who are members of the department who shall serve subject to the orders of the chief of police;
C. To be the custodian of all lost, abandoned or stolen property in the city;
D. To make and prescribe such rules and regulations for the guidance of the members of the department as the chief of police shall deem fit, which rules shall require every member of the police department to conduct himself in a proper and law-abiding manner, and to avoid the use of unnecessary force;
E. To appoint members of the police reserve; provided, that such members shall comply with the rules and regulations of the police department and this chapter, and shall receive no compensation from the city unless such compensation is ordered by the city council;
F. To perform such other duties as the city council may determine by ordinance or resolution, or as directed by the city manager. (Ord. 2972 § 2(A), 1985)
2.32.040 Powers and duties.
It shall be the duty of the officers and members of the police department to see to the enforcement of all ordinances of the city, and all statutes effective in the city and to preserve order and to prevent infractions of the law, and to cite or arrest violators thereof. (Ord. 2972 § 2(C), 1985)
2.32.050 Limited commission officers.
The city manager or his or her designee may appoint city employees outside the police department as limited commission law enforcement officers with the limited commission to enforce some or all of the noncriminal laws as may be specified in the Kelso Municipal Code. These limited commissions may include the authority to investigate and issue citations for civil infractions. The limited commission may be revoked at any time by the city manager or his or her designee. The authority conferred upon the limited commission law enforcement officers shall not vest any such officer with any police civil service or police pension rights. (Ord. 3868 § 1, 2016)
