POLICE RESERVE

2.36.060 Carrying of firearms.
2.36.010 Established.
There is created and established a police reserve force of up to twenty-five members. Each member shall be appointed by the chief of police of the city, with the approval of the city manager. The police reserve force shall function as a unit of the city civil defense system and under the supervision of the chief of police. (Prior code § 1.25.010)
2.36.020 Duties.
The duties of the police reserve force are to supplement the regular police force in the event of a major disaster affecting citizens of the city, to aid in the control of traffic and maintenance of order at parades, general policing of large assemblies of people, in case of a declared emergency to assist the regular police in the protection of life, property and the preservation of peace and order and to perform such other duties as the chief of police shall prescribe. 2.36.030 Membership.
A. To be eligible for membership in the police reserve force, each applicant must file an application with the chief of reserve police, indicate his willingness to serve an average minimum of twelve hours per month in the public service, meet the qualifications and requirements prescribed for membership in the reserve police force, complete the training program, be appointed by the chief of police and take an oath of office.
B. A member of the police reserve force shall:
1. Be a resident of the county;
2. Be trustworthy and of good moral character;
3. Not have been convicted of a felony or any offense involving moral turpitude.
C. The chief of police is authorized to furnish each member of the police reserve force with a membership identification card and police badge. The membership identification card is to be carried by such member at all times and the police badge is to be worn only when the reserve policeman is on official duty.
D. Membership of any person in the reserve police may be revoked at any time by the chief of police or the chief of reserve police. Any member of the reserve police may resign upon notification to the chief of police. Upon separation from the organization, all equipment issued to him by the city of the reserve force must be returned within five days. (Prior code § 1.25.030)
2.36.040 Chief of police.
A. The chief of police shall be the commanding officer of the police reserve force. He shall be responsible for establishing a training program, promulgating rules and regulations for their conduct, prescribing their uniform, and supervising their performance of duty. He shall select and appoint men to the police reserve force and may appoint such subordinate officers as he deems suitable and necessary.
B. No member of the police reserve force shall be regarded as a city employee for any purpose, subject to civil service rules and regulations, nor entitled to the benefits of the Police Pension Fund Act. (RCW 41.20) (Prior code § 1.25.040)
2.36.050 Powers.
Members of the police reserve force shall have all those powers vested in them by the chief of police while in the performance of officially authorized duties, but under no circumstances shall the reserve policeman exercise any power while not in the performance of duties ordered by the chief of police or his authorized representative. 2.36.060 Carrying of firearms.
No member of the police reserve force shall carry a firearm until he has received from the chief of police a certificate showing that he is qualified in the use of such firearm and unless he is on an assignment of duty in which the chief of police considers a firearm necessary. 2.36.070 Compensation.
Members of the police reserve force shall normally serve without compensation, but the city council may, in its discretion, pay all or part of the cost of furnishing uniforms and equipment and false arrest insurance when the appropriation therefor has been indicated as an item in the city budget for civil defense. (Prior code § 1.25.070)
2.36.080 Liability.
The city shall register all regular members of the police reserve officers as civil defense workers so that in the event of injury or death in the performance of duty, such reserve policeman will be eligible for compensation available for this purpose as established by the State Legislature and administered by the State Department of Emergency Management.
