10.20.010 Parking prohibited.
A. Parking is hereby prohibited at all times on the paved pedestrian walkway which extends approximately 465 feet on the south side of N.E. 155th Place, from Juanita Drive to 70th Avenue N.E.
B. Parking is hereby prohibited at all times on the paved pedestrian walkway which extends approximately 3,696 feet on the east side of 81st Avenue N.E., from N.E. 145th Street to N.E. 158th Street.
C. Parking is hereby prohibited at all times on the paved pedestrian walkway which extends approximately 1,056 feet on the south side of N.E. 182nd Street, from 68th Avenue N.E. to 73rd Avenue N.E.
D. Parking is hereby prohibited at all times on the paved pedestrian walkway on the west side of 71st Avenue N.E., from N.E. 185th Street, north to the end of the road, for approximately 1,580 feet.
E. Notwithstanding the adoption of the Model Traffic Ordinance pursuant to Chapter 10.05 KMC, the following State statutes, RCW 46.61.570 (Stopping, standing, or parking prohibited in specified places – Reserving portion of highway prohibited) and 46.61.575 (Additional parking regulations), as may be amended, are hereby adopted as part of this chapter. The penalty set forth in KMC 10.20.060 shall apply to any violations of RCW 46.61.570 and 46.61.575. [Ord. 19-0494 § 1; Ord. 99-0076 § 1; Ord. 99-0064 § 1.]
10.20.015 Parking and standing prohibited in bicycle lanes and travel portion of streets.
A. No person shall stop, stand, or park any portion of a vehicle in, on, or straddling any marked bicycle lane, marked shared bicycle and pedestrian lane, or marked bicycle lane buffer zone, or transit lane, or the marked travel portion of any street, except when necessary to avoid conflict with other moving traffic, or at the direction of a police officer or traffic control device. For the purposes of this section, the marked travel portion of a street shall be defined as the area between the left and right edges of the traveled way when any longitudinal pavement markings are present, and the edges of the traveled way shall be defined as follows:
1. In an area where a marked yellow centerline, median, or center lane is present, relative to the direction of travel the left edge of the traveled way is the centerline, median, or left edge of the center lane, and the right edge of the traveled way is the right edge of the rightmost travel lane or turn lane;
2. In an area with two travel directions and where no marked yellow centerline, median, or center lane is present, relative to the direction of travel the left edge of the traveled way is the center of the road and the right edge of the traveled way is the rightmost marked solid white line; or
3. In an area with only one travel direction, relative to direction of travel the left edge of the traveled way is the left edge of the leftmost travel lane and the right edge of the traveled way is the right edge of the rightmost travel lane.
B. Regulations in subsection A of this section do not apply to:
1. The driver of any vehicle which is disabled in such a manner and to such extent that it is impossible to avoid stopping and temporarily leaving the vehicle in such a position. The driver shall nonetheless arrange for the prompt removal of the vehicle.
2. The driver of any vehicle that is following the direction of a police officer, traffic control flagger, traffic control sign, traffic control signal, or other official traffic control device.
3. The driver of a public transit vehicle who temporarily stops the vehicle upon the street for the purpose of and while actually engaged in receiving or discharging passengers at a marked transit vehicle stop zone, or to the driver of a vehicle when actually engaged in the collection of solid waste, recyclables, or yard waste under authority of the City, so long as the vehicle is not parked or left for a longer time than reasonably necessary.
4. The driver of a City-owned or approved vehicle or public utility vehicle that is being used to provide a service for the public.
5. The driver of an emergency vehicle.

10.20.020 Overnight parking prohibited in residential areas.
A. It is unlawful to park or otherwise leave between the hours of 12:01 a.m. and 6:00 a.m. on any street or highway in the City of Kenmore, within or abutting an area classified as residential in the City’s zoning ordinances (zones R-1 through R-48), the following types of trailers and/or vehicles:
1. Trailers designed to be drawn by a motor vehicle, except recreational trailers; and
2. Buses and trucks used for business purposes, excluding pickup or panel trucks of one ton or less rated capacity.
B. It is not necessary that restricted parking or other traffic signs be erected for the purpose of enforcing this section. [Ord. 98-0040 § 1.]
10.20.030 Parking next to mail boxes.
No person shall park directly adjacent to a curbside, next to any clearly visible residential mail box between 10:00 a.m. and 3:00 p.m. on any day of scheduled mail delivery by the United States Postal Service. [Ord. 98-0040 § 3.]
10.20.035 Overnight parking prohibited along N.E. 175th Street from 65th Avenue N.E. to 68th Avenue N.E.
A. No person shall park any vehicle or trailer along N.E. 175th Street between 65th Avenue N.E. and 68th Avenue N.E., Kenmore, Washington, between the hours of 12:00 midnight and 6:00 a.m. of any day.
B. This ordinance shall not apply to law enforcement or fire-aid vehicles responding to emergency calls.
C. One or more signs referencing “No Overnight Parking” shall be erected prior to the enforcement of this section. [Ord. 04-0203 § 1.]
10.20.040 Limited period parking zones.
The city manager or designee is authorized to establish maximum periods for parking of motor vehicles in City-owned parking lots and on City streets that are not State highways. Except for motor vehicles displaying a permit issued under KMC 10.20.050, it shall be illegal to park a motor vehicle in excess of the maximum time period. The city manager or designee shall place at conspicuous places appropriate signs stating the maximum time periods of parking at the established locations. [Ord. 16-0419 § 1.]
10.20.050 Permit exemption from maximum parking period.
To achieve City business purposes, the city manager or designee may issue parking permits in order to exempt motor vehicles from the maximum time period restrictions of KMC 10.20.040. The permits shall be valid for the time period in which they are issued and may be renewed. When properly displayed according to instructions provided by the city manager or designee, the permit shall entitle the motor vehicle to be parked without complying with the maximum time period. All other parking regulations shall continue to apply to the motor vehicle displaying the permit. [Ord. 16-0419 § 2.]
10.20.060 Violation – Penalty.
A. Unless otherwise set out in applicable law or court rule, any person who violates the provisions of KMC 10.20.010, 10.20.015, 10.20.020, 10.20.030 or 10.20.040 shall be guilty of an infraction. The maximum penalty for any violation of KMC 10.20.010, 10.20.015, 10.20.020 or 10.20.030 shall be a fine of not more than $350.00, and the maximum penalty for any violation of KMC 10.20.040 shall be a fine of not more than $50.00.
B. Unless otherwise set forth in applicable law or court rule, any person who violates the provisions of KMC 10.20.035 shall be guilty of a civil infraction.
