1. OVERVIEW

The Highlands Neighborhood is located north of NE 85th Street and is bounded by Interstate 405 to the east and the Cross Kirkland Corridor to the north and west (see Figure H-3).

Most of the area is developed with lower-intensity residential uses, with the southern portion of the neighborhood designated for townhouses and small apartment buildings. There are no commercial zones located within the neighborhood, although there are several nearby, including the Norkirk Industrial area to the southwest, Rose Hill Business District to the east, Totem Lake to the north, and downtown. The southern portion of the neighborhood is located within a one-half mile radius of the I-405/NE 85th Street Bus Rapid Transit (BRT) Station.
