80.05 User Guide
This chapter is a mechanism for designating areas particularly suited for equestrian uses and activities normally not permitted within the City. This chapter also contains regulations that govern the nature and extent of equestrian uses and activities in these designated areas.
Various places on the Zoning Map contain an “EQ” within dashed lines. This indicates that the area has been designated as an Equestrian Overlay Zone where special regulations apply. These special regulations add to and in some cases supersede the other regulations of this code.
If you are interested in proposing that an area or structure be designated as an Equestrian Overlay Zone, or if you wish to participate in the City’s decision on a proposed designation, you should read KZC 80.10 through 80.15.
If you are interested in conducting an equestrian use or activity in an area designated as “EQ” or if you wish to participate in the City’s decision on a proposed use or activity in an area designated as “EQ” you should read KZC 80.20 through 80.45.
80.10 Designation – Required Review
The City will review and decide upon each application to designate an area as an Equestrian Overlay Zone on the Zoning Map using the quasijudicial rezone provisions of Chapter 130 KZC.

80.15 Designation – Criteria
The City may approve the designation of an area as an Equestrian Overlay Zone only if it finds that:
1. The applicable criteria of Chapter 130 KZC are met; and
2. The area is sufficiently close to an equestrian-related public park so as to permit convenient utilization of that park; and
3. The area is, or is part of, an area where equestrian-related uses and activities are an integral part of the character of the area.
80.20 Effect – General
If the City enacts an ordinance designating an area as an Equestrian Overlay Zone, an “EQ” will be placed on the area on the Zoning Map. This will have the following effects:
1. At the option of the applicant, equestrian uses and activities may either be included under the applicable provision of Chapter 115 KZC, regarding the keeping of animals in residential zones, or under KZC 80.25 through 80.45.
2. Equestrian-related commercial uses and activities may be proposed under KZC 80.25 through 80.45.
3. The other requirements of this code apply to the subject property unless they conflict with a specific provision of KZC 80.20 through 80.45. Where a conflict exists, the provisions of this chapter govern.
80.25 Effect – Review for Equestrian Uses or Activities
The City will review and decide upon a proposal to keep horses or to conduct an equestrian-related use or activity using Process IIB, described in Chapter 152 KZC.
80.30 Effect – Criteria for Conducting Equestrian Uses or Activities
The City may approve a proposal to keep horses or to conduct an equestrian-related use or activity only if it finds that:
1. The keeping of horses as proposed will not adversely affect surrounding uses; and
2. The facility is designed in a manner that will provide a sanitary and healthful environment for the horses; and
3. The facility complies with all applicable state and local health regulations; and
4. The nature of the proposed use or activity will be compatible with the equestrian character of the area and with nearby properties.
80.35 Effect – Factors To Be Considered for Equestrian Uses and Activities
In reviewing a proposed use or activity in relation to the criteria provided in KZC 80.30, the City shall consider the following factors:
1. The number of animals proposed.
2. The size of the subject property.
3. The proximity to an equestrian public park.
4. The abutting uses.
5. The nature of the facility.
6. The arrangement of structures and enclosures for housing the horses, roaming and grazing area, and storage areas.
7. Hours of operation.
8. Traffic impacts.
80.40 Effect – Standards and Requirements for Equestrian Uses and Activities
As part of any equestrian use or activity approved under this chapter, the City shall establish requirements for the following elements:
1. Signs, which should be as small as possible and may not be backlit.
2. Parking.
3. Any other element of the subject property where this code does not establish sufficient or relevant requirements.
