CODE OF CONDUCT

2.40.040 Conflict of interest.
2.40.010 Purpose.
This code of conduct will safeguard against conflict of interest by its officers, employees and agents in the selection, award or administration of contracts supported with CDBG funds. (Res. 98-568).
2.40.020 Compliance.
The efficient, fair and professional administration of federal funds must be in compliance with 24 CFR 85.36 and other applicable federal and state standards, regulations and laws. (Res. 98-568).
2.40.030 Applicability.
This chapter applies to all officers, employees or agents of the city of Kittitas engaged in the award or administration of contracts supported by federal grant funds. (Res. 98-568).
2.40.040 Conflict of interest.
No officer, employee or agent of the city of Kittitas shall participate in the selection, award or administration of a contract supported by federal grant funds if a conflict of interest, real or apparent, would be involved. Such a conflict would arise when an organization employs or is about to employ any of the following who has a financial or other interest in the firm selected for award:
(1) The employee, officer or agent;
(2) Any member of his/her immediate family;
(3) His/her partner. (Res. 98-568).
2.40.050 Solicitations.
No officer, employee or agent of the city of Kittitas shall solicit or accept gratuities, favors or anything of monetary value from contractors, potential contractors or subcontractors. (Res. 98-568).
2.40.060 Violation – Penalty.
To the extent permitted by federal, state and local laws or regulations, violation of these standards may cause penalties, sanctions or other disciplinary actions to be taken against the city of Kittitas officers, employees or agents, contractors, potential contractors, subcontractors or their agents. (Res. 98-568).
2.40.070 Council rules.
(1) The council has the statutory power to organize and regulate its internal affairs and shall determine its rules of proceedings. Pursuant to this authority, the council will adopt its rules of proceedings by motion or resolution. Violation of the rules of proceedings shall constitute disorderly conduct by such member.
(2) RCW 35.23.270, as now enacted or hereafter amended, is adopted by reference. (Ord. 07-004 § 1).
