2.60.010 Library/library board established.
There shall be and is now a public library for the city. There shall be and is now a Kittitas public library board of trustees (board) to consist of not less than five members. (Ord. 05-788 § 2).
2.60.020 Appointments.
All members of the board shall be appointed by the city council. City council may ask the board for its recommendations. Appointments shall be made without regard to age, race, sex or political affiliation. Members shall serve without compensation. Majority membership of the board shall be residents of the corporate city limits. No person shall be appointed to the board for more than two full consecutive terms.
The first appointments to the board created by this chapter shall be those individuals who were members of the board in existence at the time this chapter is adopted. (Ord. 05-788 § 2).
2.60.030 Terms of office.
Members of the board shall be appointed to five-year terms, unless the appointment is to fill an unexpired term.
Members of the board in existence shall have a term coinciding with the term on the predecessor board. (Ord. 05-788 § 2).
2.60.040 Vacancies.
A vacancy shall occur upon the resignation, death or removal of a board member. A vacancy shall also occur whenever a board member is absent for three consecutive meetings and/or activities of the board unless the absences are excused by action of the remaining board members. (Ord. 05-788 § 2).
2.60.050 Officers, meetings and rules.
The board shall have regular meetings each month and may from time to time provide for special meetings or executive sessions as needed. A majority of the board shall constitute a quorum for the transaction of business and a majority vote of those present shall be necessary to carry any proposition.
At the June regular meeting of each calendar year the board shall elect from its members a chairperson who shall preside at meetings, a vice-chairperson who shall serve in the absence of the chairperson, and a secretary to record proceedings.
The board may adopt rules necessary for the conduct of its business and shall keep a written record of its proceedings.
All meetings are open to the public. Roberts Rules of Order shall be the parliamentary authority for all meetings. (Ord. 05-788 § 2).
2.60.060 Powers and duties.
The board shall act as an advisory board to the mayor and city council concerning the operations of the Kittitas public library. The board shall respond to requests by the mayor and city council relating to the orderly and efficient management and operation of the library.
The board shall operate according to written by-laws. By-laws may be updated as necessary through an amendment procedure. By-laws and/or amendments must be adopted by the board and approved by the city council.
The board shall develop user-related policies, rules and regulations as necessary to ensure quality service to library patrons. User-related policies must be adopted by the board and approved by city council.
The board shall develop management related policies necessary to ensure efficient operation of the library. Management-related policies must be adopted by the board and approved by city council.
The board shall have a representative attend at least one city council meeting per month to report on library issues. (Ord. 05-792; Ord. 05-788 § 2).
