2.62.010 Kittitas community parks, garden, and recreation committee established.

There shall be and is now a community parks, garden, and recreation committee to consist of not less than three members. (Ord. 12-001 § 1).

2.62.020 Appointments.

All members of the committee shall be appointed by the mayor and confirmed by the city council. The city council may ask the committee for its recommendations. Appointments shall be made without regard to age, race, sex or political affiliation. Members shall serve without compensation. A majority of the members shall be residents of the corporate city limits. Preference shall be given to residents of the corporate city limits. The first appointments to the committee created by this chapter shall be those individuals who were members of the board in existence at the time this chapter is adopted. (Ord. 12-001 § 1).

2.62.030 Terms of office.

Members of the committee shall be appointed to three-year terms, unless the appointment is to fill an unexpired term.

Members of the committee in existence shall have a term coinciding with the term of the predecessor committee. (Ord. 12-001 § 1).

2.62.040 Vacancies.

A vacancy shall occur upon the resignation, death or removal of a member. A vacancy shall also occur whenever a member is absent for four consecutive meetings and/or activities of the committee unless the absences are excused by action of the remaining members. (Ord. 12-001 § 1).

2.62.050 Officers, meetings and rules.

The committee shall have regular meetings each month and may from time to time provide for special meetings or executive sessions as needed. A majority of the members shall constitute a quorum for the transaction of business and a majority vote of those present shall be necessary to carry any proposition.

At the first regular meeting of each calendar year the committee shall elect from its members a chairperson who shall preside at meetings, a vice-chairperson who shall serve in the absence of the chairperson, a secretary to record proceedings, and an official spokesperson who shall preside over public relations and any and all news releases.

The committee may adopt rules necessary for the conduct of its business and shall keep a written record of its proceedings.

All meetings are open to the public. Robert’s Rules of Order shall be the parliamentary authority for all meetings. (Ord. 12-001 § 1).

2.62.060 Powers and duties.

The committee shall act as an advisory committee to the mayor and city council concerning the operations of the parks, garden, and recreation services. The committee shall respond to requests by the mayor and city council relating to the orderly and efficient management and operation of the parks, garden, and recreation services.

The committee shall operate according to written by-laws. By-laws may be updated as necessary through an amendment procedure. By-laws and/or amendments must be adopted by the committee and approved by the city council.

The committee shall develop user-related policies, rules and regulations as necessary to ensure quality service to parks and garden users. User-related policies must be adopted by the board and approved by the city council.

The board shall develop management-related policies necessary to ensure efficient operation of the parks and garden. Management-related policies must be adopted by the board and approved by city council.

The board shall have a representative attend at least one city council meeting per month to report on parks, garden, and recreational services issues. (Ord. 12-001 § 1).
