FEDERAL REVENUE SHARING TRUST FUND

3.04.010 Established – Source of revenues.
There is established for the city a fund to be known as the federal revenue sharing trust fund, into which all revenues received by the city under the state and local Fiscal Assistance Act of 1972 (Title I, Public Law 92-512) shall be deposited. (Ord. 197 § 1, 1972).
3.04.020 Purposes.
The fund provided for and established in KMC 3.04.010 is designated as a trust fund pursuant to Title I, Public Law 92-512, and Title 31 Code of Federal Regulations, Chapter I(B), Part 51.40, for the following stated purposes, as specified in Part 51.31 of said Title 31 Code of Federal Regulations, Chapter I(B):
(1) Ordinary and necessary maintenance and operating expenses for:
(a) Public safety, including law enforcement, fire protection, and building code enforcement;
(b) Environmental protection, including sewage disposal, sanitation, and pollution abatement;
(c) Public transportation, including transit systems and streets and roads;
(d) Health;
(e) Recreation;
(f) Libraries;
(g) Social services for the poor or aged;
(h) Financial administration; and
(2) Ordinary and necessary capital expenditures authorized by law. (Ord. 197 § 2, 1972).
3.04.030 Expenditures – Administration.
The expenditures from and the administration of the federal revenue sharing trust fund shall be made in the manner provided by law, and specifically subject to the requirements of the state and local Fiscal Assistance Act of 1972 (Public Law 92-512). (Ord. 197 § 3, 1972).
3.04.040 Appropriations.
Appropriations from said fund shall be provided for in the annual budget of the city and any contemplated supplemental appropriations during any budget year shall be provided for by amendatory ordinances as provided by law. (Ord. 197 § 4, 1972).
3.04.050 Depository for entitlement funds.
The separate trust fund established in KMC 3.04.010 and further described in KMC 3.04.020 shall be the depository for all entitlement funds received from the United States Treasury Department under the act described in KMC 3.04.010. (Ord. 197 § 5, 1972).
