PAYMENT OF CLAIMS

3.40.010 Checking account established.
There is hereby established a checking account for the payment of all claims against the city of Kittitas. (Ord. 360, 1986).
3.40.020 Auditing officer designated.
The city clerk-treasurer is the auditing officer and the officer designated by statute, RCW 35.24.120 and 35.24.130, to pay claims; the clerk-treasurer shall be the auditing officer and the officer designated to issue warrants or checks prior to approval by the city council. (Ord. 453 § 1, 1992).
3.40.030 Bond.
The clerk-treasurer shall furnish an official bond for the faithful discharge of his/her duties in the amount of $250,000. (Ord. 453 § 2, 1992).
3.40.040 Review.
The city council shall review the documentation supporting claims paid and for the issuance of all warrants or checks at its next regularly scheduled public meeting. (Ord. 453 § 3, 1992).
3.40.050 Budget approval required.
No warrants or checks will be issued prior to city council approval for any claim not authorized by the adopted budget for the year in which the claim is paid (including budget amendments and city council approval prior to budget amendment for the year in which the claim is paid). (Ord. 453 § 4, 1992).
3.40.060 Voucher signed.
No warrants or checks will be issued prior to city council review unless the voucher for such claim has been signed by the employee of the department originating the claim and who is authorized by the mayor to sign such vouchers. (Ord. 453 § 5, 1992).
3.40.070 Disapproved claims.
If, upon review by the city council, it disapproves a claim or claims, the auditing officer and the officer designated to sign the checks or warrants shall jointly cause the disapproved claims to be recognized as receivables of the city and will pursue collection diligently until the amounts disapproved are collected or until the city council is satisfied and approves the claims. (Ord. 453 § 6, 1992).
3.40.080 Agent to receive claims.
(1) Pursuant to RCW 4.96.020 the city of Kittitas designates the mayor as its agent to receive claims for damages pursuant to Chapter 4.96 RCW during normal business hours. Any such claims may be left with the mayor or the mayor’s assistant at the address indicated below.
