10.04.010 Continuous parking.
No person shall park or stop any motor vehicle and/or anything that can be towed by a motor vehicle on any street in the city of Kittitas for a period longer than 72 hours. (Ord. 97-545 § 2).
10.04.020 Parallel and angle parking.
(1) On Main Street all motor vehicles and/or anything that can be towed by a motor vehicle shall be parked at an angle of 60 degrees to the curb or sidewalk and with the right front wheel within 12 inches of the curb or sidewalk.
(2) Except on Main Street, the south side of First Avenue between Pierce Street and Lewis Street, the east side of Okanogan Street from the north half of Fifth Avenue to Seventh Avenue, the south side of Second Avenue from Main Street east to the alley and the north side of Third Avenue from Pierce Street east to the alley every motor vehicle and/or anything that can be towed by a motor vehicle stopped or parked upon a street shall be so stopped or parked with the right hand wheels of such vehicle parallel to and within 24 inches of the sidewalk or curb. 10.04.030 Stopping, standing or parking prohibited in specified places.
No person shall stand or park a motor vehicle and/or anything that can be towed by a motor vehicle in any of the following places, except when necessary to avoid conflict with other traffic or in compliance with the directions of a police officer or traffic control device:
(1) On the roadway side of any vehicle stopped or parked at the edge or curb of a street;
(2) On a sidewalk or street planting strip;
(3) Within any intersection;
(4) On a crosswalk;
(5) Between a safety zone and the adjacent curb or within 30 feet of points of the curb immediately opposite the ends of a safety zone, unless official signs or markings indicate a different no parking area opposite the ends of a safety zone;
(6) Alongside or opposite any street excavation or obstruction when stopping, standing, or parking would obstruct traffic;
(7) Upon any bridge;
(8) On any railroad track;
(9) Within 50 feet of the rail or railroad crossing;
(10) In front of a public or private driveway or within five feet of the end of the curb radius leading thereto;
(11) Within 15 feet of a fire hydrant;
(12) Within 20 feet of a crosswalk;
(13) Within 30 feet upon the approach to any flashing signal, stop sign, yield sign, or traffic control signal located at the side of a roadway;
(14) Within 20 feet of the driveway entrance to any fire station;
(15) In any alley except to load or unload merchandise or goods;
(16) No truck, car or motor vehicle and/or anything that can be towed by a motor vehicle is to block any traffic lane more than 15 minutes at any one time;
(17) No motor vehicle and/or anything that can be towed by a motor vehicle shall be parked less than three feet from the front or rear of any lawfully parked motor vehicle and anything that can be towed by a motor vehicle or less than one foot from any motor vehicle and/or anything that can be towed by a motor vehicle lawfully parked at an angle. 10.04.040 Railway trains.
No railway train shall block any crossing longer than 15 minutes except in the case of an emergency or the train is broken down and cannot move under its own power. (Ord. 97-545 § 5).
10.04.050 U turns.
It shall be unlawful for the operator of any motor vehicle to make a U turn in the middle of the block on any street in the city of Kittitas. (Ord. 97-545 § 6).
10.04.060 Crossing double line.
It shall be unlawful for the operator of any motor vehicle to cross any double line for the purpose of parking other than to enter the driveway of a public or private place or business. (Ord. 97-545 § 7).
10.04.070 Throwing or dropping materials from vehicle.
It shall be unlawful for any person to throw, drop or deposit any bottle, object or material from any vehicle. (Ord. 97-545 § 8).
10.04.080 Pierce Street – Parking, west side.
(1) There shall be no parking from the fire hydrant on the west side of Pierce Street at the north end of that street (which is used as the base point for all measurements herein contained) south for 20 feet. From 20 feet south of said hydrant to 403 feet south of said hydrant all parking shall be at an angle of 45 degrees from the curbline with the following areas reserved for special use as described; from 147 feet six inches south of said hydrant to 165 feet three inches south of said hydrant shall be reserved for disabled persons to park in, and from 267 feet three inches to 288 feet six inches south from said hydrant shall be reserved for emergency vehicles only when signed as such.
(2) Parking from 450 feet to 848 feet south of said hydrant shall be parallel parking with the following restrictions:
(a) From 605 feet to 635 feet south of said hydrant shall be a no parking area to allow access to the fire hydrant in that area.
(b) From 635 feet to 673 feet south of said hydrant shall be reserved as parking for disabled persons. (Ord. 387 § 1, 1988).
10.04.085 Mason Street – Parking, west side.
There shall be no parking on the west side of Mason Street from Seventh Avenue to the end of the pavement north. (Ord. 06-024 § 1).
10.04.090 Stop signs designated.
(1) The Kittitas city council approves and adopts for the city of Kittitas’ streets, the said plan of “Stop Signs Designated,” at intersections, as per the following listing and as shown on the city map attached to the ordinance codified in this chapter.
(2) A complete stop is required in accordance with Washington State law at the following intersections, which shall be marked with a stop sign as designated by the Washington State Manual of Uniform Traffic Control Devices:
(a) Mason, Spokane, Okanogan, King, Pierce, Main, Lewis and Clark Streets and Sacajawea Court at Patrick Avenue (formerly Fourth Avenue).
(b) Mason, Spokane and Okanogan Streets at Second Avenue.
(c) North King, North Pierce, North Lewis and North Clark Streets at First Avenue.
(d) South Pierce and South Lewis Streets at Railroad Avenue.
(e) Pierce Street and Third Avenue (four-way stop).
(f) Second Avenue at Mason Street.
(g) Second Avenue at Lewis Street.
(h) Railroad, First, Second and Third Avenues at Main Street.
(i) Third Avenue at King Street.
(j) Fifth and Sixth Avenues at Pierce Street.
(k) Third and Fifth Avenues at Spokane Street.
(l) Fifth and Seventh Avenues at Okanogan Street.
(m) Second Avenue at Clark Street and Third Avenue at Clark Street.
(n) Alpine Drive at No. 81 Road.
(o) Tony and Jennie Circles at Alpine Drive.
(p) Dan and Barbara Lane at Rainier Drive.
(q) Emergency access North Mason Street.
(r) Emergency access North Spokane Street.
(s) Seventh Avenue and Spokane Street (four-way stop).
(t) Eighth Avenue and Spokane Street.
(u) Benton and Patrick Avenue.
(v) Second Avenue and Benton (four-way stop).
(w) Pacific Loop at North Clark (both ends).
(x) Second Avenue and Pierce Street (four-way stop).
(y) South Clark at First Avenue.
(z) First Avenue and Pierce Street (four-way stop).
(aa) Second Avenue and King Street (four-way stop).
(bb) Rainier Drive at Alpine Drive (four-way stop).

10.04.100 Snow plowing.
The following policy is established:
(1) The city will attempt to provide the following minimal snow removal level of service within available budget, manpower, equipment, and other limitations.
(2) The city has classified city streets based on the street function, traffic volume, and importance to the welfare of the community. Those streets classified as “snow plow routes” will be plowed first, subject to available budget, manpower, equipment and other limitations. These are high volume routes, which connect major sections of the city and provide access for emergency fire, police, and medical services and which provide access to schools. The following snow plow routes will be plowed upon the accumulation of two inches of snow or more:
(a) I-90 North on Main Street to Patrick Avenue;
(b) First Avenue to Pierce Street;
(c) First Avenue from Main Street to East Kittitas;
(d) Patrick Avenue west city limits to No. 81 Road;
(e) Alpine Drive south on Rainier Drive to Barbara Lane;
(f) Okanogan Street from Patrick Avenue to school entrance.
Snow removal on all other city streets will occur only when snow accumulations reach a minimum depth of four inches.
(3) The public works supervisor will decide when to begin snow removal operations subject to the priorities in this section and available budget, manpower, equipment and other limitations. (Res. 07-021; Res. 519, 1996).
10.04.110 School zone area.
(1) It is determined upon the basis of an engineering and traffic investigation that the speed permitted by state law upon the following streets is excessive for safe operation of vehicles and it is declared that the maximum speed limit shall be as hereinafter set forth on those streets or parts of streets herein when signs are erected giving notice thereof. The following areas are established and designated as the school zone for the city of Kittitas:
(a) Patrick Avenue west of Main Street to the end of the marked school zone.
(b) Mason Street from Patrick Avenue north to the dead end cul-de-sac.
(c) Mason Street from Seventh Avenue north to the dead end.
(d) Spokane Street from Patrick Avenue to the cascade irrigation ditch.
(e) Okanogan Street from Patrick Avenue to Eighth Avenue.
(f) Pierce Street from Patrick Avenue to the cascade irrigation ditch.
(g) Seventh Avenue from Okanogan Street west to the Kittitas school property.
(h) Fifth Avenue from Spokane Street east to the Kittitas school property.
(2) It shall be unlawful for the operator of any vehicle to operate within the school zone at a speed in excess of 20 miles per hour when signs are erected giving notice of reduced speed or indicating reduced speed “when flashing.”
(3) Any violation of this section will be subject to penalty pursuant to RCW 46.61.440. (Ord. 22-012; Ord. 16-016 § 1; Ord. 10-001 § 1; Ord. 06-023 § 1; Ord. 98-574 §§ 1 – 4).
10.04.115 Compression brakes prohibited.
No person shall use motor vehicle brakes within the city limits of the city which are in any way activated or operated by the compression of the engine of any such motor vehicle or any unit or part thereof. It shall be an affirmative defense to prosecution under this section that said compression brakes were applied in an emergency and were necessary for the protection of persons or property. 10.04.120 Penalty for violation.
Any person, firm or corporation who or which violates any of the provisions of this chapter shall be punishable by a fine of not less than $25.00 nor more than $250.00 (unless another penalty is specifically provided herein. All violations of KMC 10.04.115 shall be subject to a penalty of no less than $200.00). (Ord. 19-009 § 1; Ord. 97-545 § 9).
