2.05.010 Commissioners.

The governing body of the District shall be by a Board of Commissioners consisting of three members, or five members as provided in RCW 57.12.015, or more, as provided in the event of merger or consolidation. The Board shall annually elect one of its members as President and another as Secretary.

The Board of Commissioners shall conduct the business of the District as a corporate body in regular open public meetings, except as otherwise allowed by law. No Commissioner of the District shall conduct or direct any District business except by a regular, special or emergency meeting of the Board of Commissioners. The Board shall by resolution adopt rules governing the transaction of its business and shall adopt an official seal. All proceedings shall be by resolution recorded in a book kept for that purpose which shall be a public record.

No Commissioner shall be employed full time by the District. The Commissioners shall be compensated as allowed by law. Commissioners shall be reimbursed for reasonable expenses actually incurred in connection with the District business, as allowed by law. [Res. 635 (Exh. A § 10.1), 1997.]

2.05.020 Conflicts of interest.

Commissioners and employees of the District shall disclose any potential conflicts of interest relating to the business activities of the District. [Res. 635 (Exh. A § 10.02), 1997.]

2.05.030 Superintendent/General Manager – Responsibilities and limitations.

The Superintendent shall be the administrator of the District and responsible for the day-to-day operations of the District. All instructions and decisions made by the Superintendent shall be final, but appeals from such instructions or decisions may be made to the Board of Commissioners in writing at any regular meeting of the Board. Where this chapter requires approval by permission or decision of or instructions from the Superintendent, the Superintendent shall be guided solely by the laws and regulations of the State of Washington, the Code and policies and procedures of the District, as well as generally recognized engineering standards and practices, the operation demands and requirements of the sewer works, the peculiarities of construction topography, soil condition, or other relevant special factors affecting the specific decision to be made by the Superintendent and the specific requirements of this chapter. 2.05.040 Executive Administrative Assistant.

2.05.050 Accounting Director.

2.05.060 Entry on property.

The Superintendent and other duly authorized employees or representatives of the District bearing proper credentials and identification shall be permitted upon all properties for the purpose of inspection, observation, measurement, sampling, and testing in accordance with the provisions of this administrative code.
