BOARD OF COMMISSIONERS

2.10.040 Per diem compensation.
2.10.010 Meeting time.
(1) The regular meetings of the Board of Commissioners of the Lake Stevens Sewer District shall continue to be held on the second and fourth Thursdays of each calendar month, commencing at 9:00 a.m., in the James Mitchell Conference Room, located at 1106 Vernon Road, Lake Stevens, Washington.
(2) The Board of Commissioners may adjust this schedule, from time to time, as scheduling needs require, which would or could include holding regular meetings of the Board of Commissioners of the Sewer District during other hours at such times as the Board of Commissioners deems appropriate, and it may hold special meetings pursuant to RCW 42.30.080, as it determines to be in the interest of the Sewer District.
(3) Nothing in this section shall be deemed to restrict the powers of the Board of Commissioners as those powers are authorized by law. 2.10.020 Conduct of meetings.
All meetings of the Board of Sewer Commissioners of the District shall be held and conducted in the manner provided by Robert’s Rules of Order. [Res. 1 § 2, 1957.]
2.10.030 Compensation.
(1) The compensation to be paid to Commissioners of the District shall be the amount established in the Compensation Statute (RCW 57.12.010), and said compensation shall be adjusted without further action by the Board as the Compensation Statute is amended from time to time by the Washington State Legislature.
(2) Each of the Commissioners of the District shall be compensated and/or reimbursed for reasonable expenses as authorized by RCW 57.12.010 as it is now enacted or may hereafter be amended. [Res. 897 § 1, 2015; Res. 773, 2006; Res. 288 § 1, 1980; Res. 80, 1969; Res. 26, 1965.]
2.10.040 Per diem compensation.
(1) Commissioners should receive per diem compensation for every District meeting for which public notice was given that they physically attend;
(2) Commissioners should receive per diem compensation for undertaking “other official duties or services” of the District as directed (i.e., authorized) or ratified by the other Commissioners in an open, public meeting;
(3) Commissioners are responsible for filling out and turning in their own time records for per diem compensation – those duties may be delegated to staff;
(4) Any interpretation of the District’s per diem policies shall be made by the Board of Commissioners – staff shall not be responsible for interpreting per diem rules;
(5) In the event a Commissioner is paid the annual maximum per diem as set by the Legislature, that Commissioner shall still be required to continue to attend District meetings and perform other official duties and services of the District.

2.10.050 Electronic mail.
(1) The District shall provide Commissioners with an individualized electronic mail (“email”) address, enabling Commissioners to use the District’s web-based email system for District business. The District will bear all costs and expense related to District-related email distribution and retention. Commissioners will be encouraged to check their email on at least a weekly basis.
(2) Email will be retained by the District on the District’s server for a minimum of one year and a maximum of two years, unless applicable law requires a longer retention period. [Res. 807 §§ 1, 2, 2008.]
