TEMPORARY USE AND RENTAL OF DISTRICT FACILITIES

2.50.010 Purpose.

The purpose of the facility use and rental program shall be to:

(1) Make District-owned facilities available to the public for rental;

(2) Provide for the appropriate uses of the District facilities and protection of the assets for future generations;

(3) Provide a mechanism for review and approval of potential rentals; and

(4) Establish priorities and fees for rentals. [Res. 1006 § 1, 2021.]

2.50.020 Definitions.

“District facilities” are defined as rooms, buildings and spaces that are owned or operated by the District.

“Use deposit” is a refundable amount that may be required for certain types of rentals to ensure that the District facility is kept in good condition or to pay for unpermitted rental time. All or a portion of the use deposit may be retained by the District, if an inspection of the facility reveals that damage beyond normal wear and tear occurred during the permitted rental, or the renter has failed to vacate or continued usage of the facility beyond the permitted rental time. 2.50.030 Review, approval, and authority.

(1) The Board of Commissioners shall review the facility rental policies and procedures periodically and make changes, as necessary.

(2) The District staff shall develop administrative procedures, forms, and public information to support the priorities and fees.

(3) New facilities shall be added to the inventory of available spaces for rental with Commissioner approval.

(4) Fees and nonrefunded deposits shall be used for the following purposes:

(a) Repair, maintenance, or improvements to the rental facility;

(b) Purchase, repair, replace, and maintain rental equipment; or

(c) Purchase supplies necessary for rentals. [Res. 1006 § 3, 2021.]

2.50.040 Rental application review.

The authority and process for reviewing rental applications shall be:

(1) The General Manager or designee shall be responsible for reviewing and approving rental of District facilities. [Res. 1006 § 4, 2021.]
