RECREATIONAL VEHICLE PARKING RESTRICTIONS

11.45.010 Chapter applicable during first 10 days of July annually and during city-wide celebrations.
Annual city-wide celebrations centered at Lake Sacajawea Park between June 30th and July 6th, inclusive, in each year, and other times, cause traffic congestion and hazardous situations for motor vehicles and pedestrians. Therefore, the following sections of this chapter shall apply to and be enforced during the first 10 days of July of each year, commencing in 1989, and during such other times of city-wide celebrations as determined by the city council of the city not less than two weeks prior to the commencement of such celebrations, and as set forth in signs appropriately placed and spaced. 11.45.020 Handicapped and disabled parking.
Only vehicles (as defined in WAC 296-150R-0020) bearing a special license plate or decal, as permitted by RCW 46.16.381 and 46.16.390, may be parked on the westerly side of Kessler Boulevard between Hemlock Street and Louisiana Street. 11.45.030 Motor vehicles and recreational vehicles – Special parking locations – Restrictions – Penalties.
During the time period described in LMC 11.45.010, within the area bounded by the easterly side of Kessler Boulevard, the northerly side of Washington Way, the westerly side of Nichols Boulevard and the southerly side of Louisiana Street, along 27th Avenue between Louisiana Street and Hemlock Street and along R.A. Long Boulevard, motor vehicles, including recreational vehicles as defined in WAC 296-150R-0020, may only be parked during the times and at the locations described in this section.
(1) Along the westerly side of Nichols Boulevard, between Hemlock Street and Louisiana Street, parking is prohibited.
(2) Along R.A. Long Boulevard, parallel to the northerly and southerly curbs except where indicated by yellow surface paint indicating that “no parking” is allowed, and except where there are city-maintained signs stating “no parking,” parking is permitted only by motor vehicles displaying “vendor permits” issued in connection with a city-wide celebration; recreation vehicles and combination vehicles with attached trailers are prohibited.
(3) Along the easterly side of 27th Avenue between Louisiana Street and Lilac Street, and between Hemlock Street and Harding Street, except where indicated by yellow surface paint indicating that “no parking” is allowed, and except where there are city-maintained signs stating “no parking,” parallel parking is permitted only by motor vehicles; recreational vehicles are prohibited.
(4) Along the easterly side of 27th Avenue between Lilac Street and Harding Street, except where indicated by yellow surface paint indicating that “no parking” is allowed, and except where there are city-maintained signs stating “no parking,” angle-only parking is allowed only by motor vehicles; recreational vehicles are prohibited.
(5) Along the westerly side of 27th Avenue between Lilac Street and Harding Street, except where indicated by yellow surface paint indicating that “no parking” is allowed, and except where there are city-maintained signs stating “no parking,” parallel parking only by recreational vehicles and combination vehicles with attached trailers displaying “vendor permits” issued in connection with a city-wide celebration is permitted; unattached motor vehicles not described as recreational vehicles are prohibited.
(6) Along the westerly side of Kessler Boulevard southerly of Hemlock Street for a distance of 75 feet, parking of emergency vehicles (fire, police and ambulance vehicles) only is permitted; all other vehicles are prohibited.
(7) Along the westerly side of Kessler Boulevard, commencing at a point 75 feet southerly of Hemlock Street and thence southerly for a distance of 100 feet, temporary parking for loading and unloading only is permitted; vehicles not engaged in loading or unloading are prohibited.
(8) Along the easterly side of Nichols Boulevard, between the crosswalks extended from Hemlock Street (a distance of approximately 123 feet), temporary parking for loading and unloading is permitted for a time period of 10 minutes per vehicle; vehicles not engaged in loading or unloading or vehicles that are parked in excess of 10 minutes are prohibited.
(9) Except as otherwise provided in this section, along the easterly side of Nichols Boulevard and the westerly side of Kessler Boulevard, vehicles may be parked only as provided in LMC 11.45.040; all other vehicles are prohibited.
The penalty for a violation of any of the provisions of this section shall be as provided in LMC 11.45.060. (Ord. 2955 § 2, 2006; Ord. 2892 § 1, 2004; Ord. 2859 § 2, 2003; Ord. 2366 § 1, 1989).
11.45.040 Recreational vehicles – Permits issued in conjunction with merchandise permits – Parking locations.
Recreational vehicles (as defined in WAC 296-150R-0020) and motor vehicles not licensed as recreational vehicles, owned or operated by holders of permits to operate and maintain temporary booths and/or shelters for the sale of merchandise on the westerly bank of Lake Sacajawea Park, may be parked parallel to the curb along the easterly side of Nichols Boulevard between Washington Way and Louisiana Street, and holders of permits to operate temporary booths or shelters on the easterly side of Kessler Boulevard between Hemlock Street and Hudson Street as indicated by appropriate signage, for a period of time coinciding with said permit. All such permits must be displayed and visible from the front passenger’s side of the vehicle. 11.45.050 Recreational vehicle parking prohibited.
Except as provided in LMC 11.45.020, 11.45.030 and 11.45.040, no person shall park a recreational vehicle (as defined in WAC 296-150R-0020) upon any of the streets or portions of streets hereinafter described:
(1) On Nichols Boulevard and Northeast Nichols Boulevard between Washington Way and Ocean Beach Highway.
(2) On Kessler Boulevard between Washington Way and Ocean Beach Highway. (Ord. 2955 § 4, 2006; Ord. 2859 § 4, 2003; Ord. 2366 § 1, 1989).
11.45.060 Parking violations – Monetary penalty and impoundment.
Any recreational vehicle or other motor vehicle parked in violation of this chapter shall be deemed to be in violation of Chapters 11.56 and 11.58 LMC, and the minimum fine for such violations shall be the sum of $50.00 for the first violation, and a minimum fine of $50.00 for each subsequent violation occurring within four hours thereafter. Further, vehicles parked in violation of this chapter may be impounded in accordance with the provisions of LMC 11.16.030(3). (Ord. 2859 § 5, 2003; Ord. 2826 § 3, 2002; Ord. 2366 § 1, 1989).
11.45.065 Parking prohibited in “Blast Zone” on July 4th.
Except as provided in LMC 11.45.030(6) and (7), parking of vehicles is prohibited on the westerly side of Kessler Boulevard between Washington Way and Hemlock Street on the fourth day of July. In addition to the penalties prescribed in this chapter, vehicles parked in such location may be impounded. (Ord. 2955 § 5, 2006; Ord. 2859 § 6, 2003).
11.45.070 Traffic infraction.
Each violation of this chapter shall be a traffic infraction as provided in Chapter 46.63 RCW. (Ord. 2366 § 1, 1989).
