11.50.010 On-street parking regulations – Purpose.
In addition to other parking, stopping and standing provisions of this title and those contained in the MTO, this chapter is enacted to regulate the parking of motor vehicles in congested areas of the city. The purpose of this chapter is to designate specific areas of public streets in the city where the parking of motor vehicles is limited, prohibited, or regulated as to the time permitted for such parking, and to impose penalties for the violation of such regulations. The limitations, prohibitions and motor vehicle parking time limits provided by this chapter are intended to reduce traffic obstructions, to provide for the orderly flow of traffic and to encourage economic development and business success in the “downtown” area of the city by providing for limited free on-street parking for customers of stores and shops in the “downtown” area of the city in order to achieve a rapid movement of motor vehicles into and out of the “downtown” area. 11.50.020 Parking prohibited.
No person shall park a motor vehicle upon any of the streets or portions of streets adjacent or next to curbs which are painted yellow, or upon any of the streets or portions of streets hereinafter described:
(1) 27th Avenue, from Douglas Street to Colorado Street (east side);
(2) 15th Avenue, from Broadway Street to Washington Way (east side);
(3) Douglas Street, from 27th Avenue to 30th Avenue (north side);
(4) 20th Avenue, from Kessler Boulevard to Nichols Boulevard;
(5) Washington Way, from Kessler Boulevard to Nichols Boulevard;
(6) Louisiana Street, from Kessler Boulevard to Nichols Boulevard. (Ord. 3403 § 1, 2019; Ord. 3180 § 1, 2011; Ord. 2829 § 1, 2002; Ord. 2508 § 15, 1993).
11.50.025 Parking prohibited during 9:00 p.m. to 5:00 a.m. on specified streets and avenues.
No person shall park a motor vehicle upon the following designated streets or portions of streets adjacent or next to curbs between 9:00 p.m. and 5:00 a.m.:
(1) 15th Avenue on the easterly side between Hudson Street and Delaware Street;
(2) 15th Avenue on the westerly side between Hudson Street and a point that is 140 feet northerly of Delaware Street. (Ord. 3180 § 1, 2011; Ord. 2833 § 2, 2002; Ord. 2719 § 1, 1999; Ord. 2673 § 1, 1997; Ord. 2658 § 1, 1997).
11.50.027 Parking prohibited during 12:00 midnight to 5:00 a.m. on specified streets and avenues.
No person shall park a motor vehicle upon the following designated streets or portions of streets adjacent or next to curbs between the hours of 12:00 midnight and 5:00 a.m.:
(1) Washington Way between 15th Avenue and Vandercook Way;
(2) 15th Avenue between Washington Way and Hudson Street. (Ord. 3180 § 1, 2011; Ord. 2834 § 1, 2002).
11.50.030 Designation of on-street parking spaces – Preparation and maintenance of maps.
(1) The city engineer shall prepare maps of that portion of the city bounded by 16th Avenue, 11th Avenue, Washington Way and Fir Street. Each block within said area shall be separately mapped and shall bear the block number assigned by existing plats. All on-street parking spaces abutting each such block shall be shown thereon and shall be numbered. The numbering of said parking spaces shall, as to each block, begin with the parking space located nearest the west southwest corner and proceed in a clockwise fashion until all parking spaces lying adjacent to the curbs have been numbered.
(2) Parking spaces so mapped and numbered may be referred to by a combination of the block number and the parking space number. Such maps shall contain a “key” that describes the parking limitations that are applicable to each parking space, and, by block and space number, each parking space shall be identified as to the limitations applicable to such parking space. Such maps shall be maintained in a current condition at all times so that by an examination of such a map, a person making the examination can readily determine the location of all on-street parking spaces within a mapped area and the limitations which are applicable to such spaces. All modifications of the city manager pursuant to LMC 11.50.060 shall be shown on such maps. (Ord. 3180 § 1, 2011; Ord. 2508 § 15, 1993).
11.50.040 Basic time limitations applicable to on-street parking.
Motor vehicles may be parked on the public streets of the city without charge; provided, however, that between the hours of 8:00 a.m. and 6:00 p.m. on all days except Sundays and legal holidays, except as provided in LMC 11.50.045, and except as provided in Chapter 11.65 LMC, no person shall park a motor vehicle for more than two hours in any of the parking spaces in the area of the city bounded by the following description:
1. Commencing at the intersection of the southerly side of Florida Street to its intersection with the westerly side of 16th Avenue; thence northerly along the westerly side of 16th Avenue to its intersection with the southeasterly side of Washington Way; thence northeasterly along the southeasterly side of Washington Way to its intersection with the easterly side of 11th Avenue; thence southerly along the easterly side of 11th Avenue to its intersection with the southerly side of Michigan Street; thence westerly along the southerly side of Michigan Street to its intersection with the easterly side of 12th Avenue; thence southerly along the easterly side of 12th Avenue to its intersection with the northerly side of Broadway; thence easterly along the northerly side of Broadway to its intersection with the easterly side of 11th Avenue; thence southerly along the easterly side of 11th Avenue to its intersection with the southerly side of Hudson Street; thence westerly along the southerly side of Hudson Street to its intersection with the easterly side of 12th Avenue; thence southerly along the easterly side of 12th Avenue to its intersection with the southerly side of Florida Street; thence westerly along the easterly projection of the southerly side of Florida Street to the centerline of 12th Avenue and the point of beginning of this description, all of which are situated within Plats of Longview number 2, 10, 11, Cowlitz County, Washington.
2. Block 76 westerly of 12th Avenue to its intersection with Fir Street on the northerly end and Delaware Street on the southerly end.
Notwithstanding the provisions set forth above in this section, the parking time limits described below shall be applicable to the following specified parking spaces located within said area:
(1) Fifteen minutes in the following parking spaces:
(a) Block 52, space 1;
(b) Block 69, space 21;
(c) Block 81, space 16;
(d) Block 82, spaces 9 and 10;
(e) Block 85, space 37;
(f) Block 86, space 42;
(g) Block 87, spaces 5 through 9, and space 49;
(h) Block 96, space 10;
(i) Block 98, space 5;
(j) Block 113, spaces 14 and 18.
(2) Thirty minutes in the following parking spaces:
(a) Block 66, space 2;
(b) Block 69, spaces 11 and 12;
(c) Block 82, spaces 5 through 8;
(d) Block 87, spaces 21 through 24;
(e) Block 97, spaces 1 through 3.
(3) One hour in the following parking spaces:
(a) Block 54, space 2;
(b) Block 78, spaces 10 and 11;
(c) Block 79, spaces 53 through 55;
(d) Block 81, spaces 13 through 15, and 31 through 33;
(e) Block 82, spaces 35 through 38;
(f) Block 85, spaces 3 through 7, 16 through 19, 38 and 39;
(g) Block 87, spaces 50 through 56;
(h) Block 88, spaces 4, 5, and 15 through 18;
(i) Block 99, spaces 6, 7, and 8;
(j) Block 113, space 16.
(4) Four hours in the following parking spaces:
(a) Block 112, spaces 16 through 25.
(5) Ten hours in the following parking spaces:
(a) Block 69, spaces 22 through 28;
(b) Block 78, spaces 12 through 24, and space 29;
(c) Block 79, spaces 32 through 52;
(d) Block 81, spaces 17 through 30;
(e) Block 82, spaces 15 through 34 and 39 through 42;
(f) Block 83, spaces 13 through 16;
(g) Block 84, spaces 1 and 12 through 17;
(h) Block 85, spaces 12 through 15;
(i) Block 88, spaces 6 through 14;
(j) Block 95, spaces 15 through 19;
(k) Block 98, spaces 1 through 4, and 12 through 15;
(l) Block 99, spaces 1 through 5;
(m) Block 125, spaces 1 through 6;

(6) Parking prohibited except for business conducted at Longview police department:
(a) Block 87, spaces 10 through 16. 11.50.045 Time limits for parking in spaces reserved for disabled persons – Spaces designated.
(1) It is a parking infraction for motor vehicles that are lawfully parked in parking spaces designated for handicapped persons to be parked in such spaces for more than four successive hours between the hours of 8:00 a.m. and 6:00 p.m. except Sundays and legal holidays.
(2) Parking spaces, designated for motor vehicles permitted to be parked in handicapped spaces, are the following parking spaces, all of which are situated within Plats of Longview number 2, 10, 11, Cowlitz County, Washington:
(a) Block 52, space 4;
(b) Block 54, space 1;
(c) Block 78, space 3;
(d) Block 79, spaces 7 and 24;
(e) Block 80, space 7;
(f) Block 81, space 7;
(g) Block 82, space 11;
(h) Block 87, space 13;
(i) Block 113, space 15;
(j) Block 115, space 9;

11.50.070 Overtime parking – Civil infraction – Penalty.
The parking of a motor vehicle in an on-street parking space in excess of the time limits set forth in this chapter as applicable to such parking space is a parking infraction. The penalty for parking a motor vehicle for a period of time in excess of the time permitted in this chapter, during any calendar quarter period of time, is $30.00 for the first violation, $50.00 for the second violation, $75.00 for the third violation and $100.00 for the fourth and all subsequent violations. 11.50.080 Additional penalty for failure to pay penalty for parking infraction.
In the event that the penalty imposed for a parking infraction is not paid within 15 calendar days following the date of issuance thereof, an additional penalty of $40.00 shall be imposed. (Ord. 3180 § 1, 2011; Ord. 2819 § 4, 2001; Ord. 2755 § 4, 1999; Ord. 2508 § 15, 1993).
11.50.090 Chain parking.
When a motor vehicle is moved out of one parking space anywhere in the 1100, 1200, 1300 or 1400 blocks of Commerce Avenue, or anywhere in the 1200 or 1300 blocks of Broadway, the 1400 block of Fifteenth Avenue or the 900 block of Twelfth Avenue and into another parking space on either side of the street within the same block, on the same calendar day, the two or more continuous parkings of such motor vehicle shall be considered as one continuous parking. For the purposes of this section, “block” means that portion of a street including both sides thereof, lying between two intersections. It is the intent of this section to limit the parking of a motor vehicle to a maximum of two hours’ parking time in any one block. The time begins when the motor vehicle is first parked in the block; thereafter, the motor vehicle has a total time of two hours in which it may be parked in the block, regardless of how many times the motor vehicle may leave the block during the maximum two-hour period of time.
