TRUCK ROUTES

10.20.010 Purpose.
The purpose of this chapter is to regulate the kinds and classes of traffic on certain streets within the City of Maple Valley in order to promote efficient movement of vehicles while preserving the integrity of City streets and residential neighborhoods and protecting the safety of drivers and pedestrians. 10.20.020 Definitions.
Terms used in this chapter are defined as follows:
A. "Semitrailer" means that term as defined in RCW 46.04.530, as now or hereafter amended, which definition is: "‘Semitrailer' includes every vehicle without motive power designed to be drawn by a vehicle, motor vehicle, or truck tractor and so constructed that an appreciable part of its weight and that of its load rests upon and is carried by such other vehicle, motor vehicle, or truck tractor."
B. "Trailer" means that term as defined in RCW 46.04.620, as now or hereafter amended, which definition is: "‘Trailer' includes every vehicle without motive power designed for being drawn by or used in conjunction with a motor vehicle constructed so that no appreciable part of its weight rests upon or is carried by such motor vehicle, but does not include a municipal transit vehicle, or any portion thereof."
C. "Truck" means "motor truck" as defined in RCW 46.04.310, as now or hereafter amended, which definition is: "‘Motor truck' means any motor vehicle designed or used for the transportation of commodities, merchandise, produce, freight, or animals."
D. "Truck tractor" means that term as defined in RCW 46.04.650, as now or hereafter amended, which definition is: "‘Tractor' means every motor vehicle designed and used primarily for drawing other vehicles and not so constructed as to carry a load other than a part of the weight of the vehicle and load so drawn."
E. "Vehicle" means that term as defined in RCW 46.04.670, as now or hereafter amended, which definition is: "‘Vehicle' includes every device capable of being moved upon a public highway and in, upon, or by which any persons or property is or may be transported or drawn upon a public highway, including bicycles. The term does not include power wheelchairs or devices other than bicycles moved by human or animal power or used exclusively upon stationary rails or tracks. Mopeds shall not be considered vehicles or motor vehicles for the purposes of Chapter 46.70 RCW. Bicycles shall not be considered vehicles for the purposes of Chapter 46.12, 46.16, or 46.70 RCW. Electric personal assistive mobility devices are not considered vehicles or motor vehicles for the purposes of Chapter 46.12, 46.16, 46.29, 46.37, or 46.70 RCW." (Ord. O-06-331 § 1).
10.20.030 Restrictions.
A. Operation of Trucks, Truck Tractors, Truck and Trailer Combinations, and/or Truck Tractor and Semitrailer Combinations. Except as set forth in MVMC 10.20.040, Exemptions, and MVMC 10.20.050, Authorized routes, no trucks, truck tractors, truck and trailer combinations, and/or truck tractor and semitrailer combinations shall operate on any City of Maple Valley streets. 10.20.040 Exemptions.
The following types of operation of certain trucks, truck tractors, truck and trailer combinations, and/or truck tractor and semitrailer combinations ("large truck operation") that otherwise would be subject to the restrictions set forth in this chapter are exempt from the restrictions:
A. Large truck operation conducted by businesses located outside of the City's corporate boundaries that use non-truck route roadways in the City, specifically including but not limited to Wax Road, to get to and from their business, provided the travel, to and from their business, is within one mile of the City's corporate limits;
B. Large truck operation conducted by businesses located within the City's corporate boundaries that use non-truck route roadways in the City to get to and from their business, provided such businesses only use non-truck route roadways, to and from their business, to reach an authorized truck route or as otherwise set forth in this chapter; and
C. Municipal vehicles, authorized buses, and authorized solid waste and recycling disposal vehicles. (Ord. O-06-331 § 1).
10.20.050 Authorized routes.
A. Operation of Certain Trucks, Truck Tractors, Truck and Trailer Combinations, and/or Truck Tractor and Semitrailer Combinations. It is the purpose of this chapter to restrict truck traffic in the City of Maple Valley to the maximum extent possible to the state highway system or to authorized truck routes, and to prohibit truck traffic on City arterials and streets except where no alternative state highway route or authorized truck route is available. In furtherance of this purpose, all trucks, truck tractors, truck and trailer combinations, and/or truck tractor and semitrailer combinations over eight feet in width, over 30 feet in length, or over 32,000 pounds licensed gross vehicle weight shall be restricted to the state highway system or one of the following authorized routes while traveling to and from locations within the City of Maple Valley; provided, that when such locations are not immediately adjacent to a state highway route or an authorized truck route, vehicles described in this chapter shall use the shortest and most direct City arterial route between the nearest state highway route or authorized truck route and such departure location or destination location, and such vehicles may not use City nonarterial streets except when traveling directly between such locations and the nearest arterial, state highway, or authorized truck route:
1. Route 1 – Kent Kangley Road from State Route 169 to the east City limits of Maple Valley ("City limits");
2. Route 2 – Summit Landsburg Road from Kent Kangley Road to the east City limits;
3. Route 3 – 216th Avenue SE from the south City limits to State Route 516;
4. Route 4 – Witte Road from State Route 169 to the north City limits;
5. Route 5 – SE 231st Street from State Route 169 to Witte Road. (Ord. O-06-331 § 1).
10.20.060 Enforcement.
Violation of any of the provisions of this chapter is a traffic infraction and shall be assessed a basic penalty of not less than $101.00. (Ord. O-06-331 § 1).
