11.28.010 Police powers.

This chapter is declared to be an exercise of the police powers of the city, and for the following purposes:

(a)    To provide facilitation in the location of dwelling houses and places of residence;

(b)    To provide celerity of action reporting fires;

(c)    To provide easier identification of voters;

(d)    To provide an easier identification of the residences of water users, taps to main and breaking of pipes;

(e)    To provide for greater facilitation in the delivery of goods;

(f)    To provide easier and more accurate means of reporting violations of the law to the police;

(g)    To anticipate and provide for delivery of mail. (Ord. 515 §1, 1926).

11.28.020 Fixing numbers.

All structures in the city shall be identified by affixing, in a prominent place upon the structure so as to be easily seen from the street or avenue upon which the structure faces, a number; each numeral of which shall be no less than four inches in height and a proportional width, all numerals being uniform. The street number shall be assigned and provided by this chapter. (Ord. 1328 §1, 1992: Ord. 984 §1, 1975:Ord. 515 §2, 1926).

11.28.030 Application for number.

(a)    All structures in the city are required to and shall bear the street number assigned pursuant to this chapter. When a new structure is constructed or it is determined that an existing structure has not been assigned a street number, the owner or occupant shall apply to the city clerk-controller by written application for a number and shall affix it to the structure. If it is determined by the clerk-controller that an existing number does not conform with the numbering system established from time to time by the city, then the owner or occupant of the structure in question shall be so notified, shall be assigned the correct number, and shall carry forth the installation of the numerals as required by Section 11.28.020.

(b)    For purposes of this chapter, "structure" shall not include accessory buildings as those are defined in the zoning code of the city. (Ord. 1328 §2, 1992: Ord. 984 §2, 1975: Ord. 515 §3, 1926).

11.28.035 Assignment of number.

Upon receipt of an application for a building permit for a structure to be located within the corporate limits of the city, it shall be the responsibility of the city clerk-controller to assign that structure a street number determined pursuant to the system established by city ordinance. (Ord. 984 §4, 1975).

11.28.040 Numbering system--Point of beginning.

The intersection of Broad and Main Streets shall be the point from which all numbers shall run, being numbered therefrom east, west, north and south, the odd numbers running on the west side of the streets running north and south, and the even numbers on the opposite side of the street, and the even numbers on the north side of the streets running east and west, and the odd numbers on the opposite side. The numbers shall increase in an appropriate numerical progression, one step for every twenty-five feet by which the main entrance of the structure is separated from the center of that street intersection which is closest to the point of the beginning of the numbering system. Where this numbering scheme is not applicable, the city clerk-controller shall provide for numbers, and shall file a map with the office of city clerk-controller, showing the numbers to be used. 11.28.050 Failure to affix numbers.

When any person, firm, corporation or-association refuses to affix or fails to maintain numerals or numbers as required, they may be affixed by the director of public works, and the expense, including labor and materials, shall become a lien upon the property until paid. (Ord. 1328 §3, 1992: Ord. 515 §5, 1926).

11.28.060 Determination--Clerk-controller's decision.

In any situation which may arise, the city clerk-controller is authorizesd to decide what numbers shall be affixed and placed, and the location of such numbers. (Ord. 984 §5, 1975: Ord. 982 §1, 1975; Ord. 515 §6, 1926).

11.28.070 Avenues and streets designated.

All streets running in any easterly to westerly direction shall be known as avenues, retaining their present names or numbers. The streets running in a northerly to southerly direction shall be known as streets, retaining their present names or numbers. (Ord. 515 §7, 1926).

11.28.080 Penalty for violation.

Any person who removes or defaces any number or any numeral thereof placed upon structures denoting the structures' assigned street number or a sign installed displaying the name or number of streets or avenues shall upon a finding of commission or conviction be subject to penalty or punishment as provided in Section 1.08 M.M.C. (Ord. 1328 §4, 1992: Ord. 515 §8,1926).
