17.64.010 Purpose.

The following fees and costs shall be paid by every applicant toward defraying the city's costs in connection therewith, including publication and advertising costs, and no application shall be deemed filed or accepted until and unless the total amount specified accompanies the particular application. 17.64.020 Processing fees and costs.

(a)    The fees and costs to be paid by any applicant toward defraying the city's costs in connection with the processing of an application under this title shall be in such amount as may be from time to time established by written resolution of the Montesano city council. In establishing the fees and the costs to be collected, the council shall be deemed appropriate, including but not limited to the cost of publication and advertising, posting and staff preparation. No application shall be deemed filed or accepted until and unless the full amount specified in the resolution accompanies the particular application.

(b)    In addition to the fees established pursuant to the authority granted in subsection (a) of this section, the applicant shall be responsible for all costs actually incurred in publishing any and all notices required by the provisions of this code and shall, upon filing the application, deposit with the office of the clerk-controller such sum as may be estimated to constitute the actual cost of publication deemed required by the administrator. In the event the actual costs of publication are less than the amount deposited, the excess shall be returned to the applicant within thirty days of the day of the termination of the proceedings. In the event the actual costs of publication exceed the amount deposited, then in that event, the applicant shall, upon presentation of a statement for said excess costs, immediately reimburse the city for the moneys in question. Payment of such sum may be a condition placed upon the issuance or implementation of any approval granted.

(c)    Where a permit is approved and issued, the administrator shall determine the permit issuance fees established pursuant to the provisions of any applicable ordinance or resolution which shall apply to that particular permit. The permit shall not be effective until the applicable fees are paid. (Ord. 1366 (part), 1995).
