The Herald, published daily in Everett, Snohomish County, Washington, is designated as the official newspaper of the city, in which shall be published verbatim all ordinances and other notices of the city required to be published as a matter of law; provided, however, that a summary of any ordinance, which summary shall be approved by the city council, may be published in lieu of the verbatim text; and provided further that there shall also be compliance with any printing and posting requirement of RCW 35A.12.160.
