2.84.010 Established – Membership.

There is hereby established an Okanogan County security committee (committee). Said committee shall consist of the department head of each county department or their designee. (Ord. 2024-2 Att. A, 2024; Ord. 2007-7, 2007).

2.84.020 Purpose.

The committee will research, coordinate, plan, and respond to requested directions from the board of commissioners as an advisory committee to the board of commissioners regarding security concerns within Okanogan County facilities. (Ord. 2024-2 Att. A, 2024; Ord. 2007-7, 2007).

2.84.030 Organization.

The administrative structure of the committee shall be as follows:

A. All meetings of the committee shall be covered by the latest edition of Robert’s Rules of Order;

B. A quorum shall consist of five members present;

C. The sheriff shall chair the first meeting of the committee. The committee shall organize and elect a chair and a secretary at the first meeting scheduled. The chair shall call for periodic meetings of the Okanogan County security committee;

D. Elections for chair and secretary shall be held once a year at the first meeting of the year. (Ord. 2024-2 Att. A, 2024; Ord. 2007-7, 2007).

2.84.040 Policy recommendations.

The committee will develop policy recommendations to the board of commissioners based on defined security needs to ensure the safety of officials, county personnel and visitors conducting business within county facilities. (Ord. 2024-2 Att. A, 2024; Ord. 2007-7, 2007).

2.84.050 Duties.

The committee will develop a plan with appropriate standards to recommend to the board of commissioners and, after its adoption, will monitor the effectiveness of the plan and make recommendations for amendments to the plan as needed. The purpose of the plan is to provide a safe and secure environment within county facilities for the public, employees and officials, including without limitation the following areas:

A. Security policy and procedures manual;

B. Persons subject to screening;

C. Courthouse security officers;

D. Weapons in courthouse facilities;

E. Movement of prisoners;

F. Duress alarms;

G. Closed-circuit video surveillance;

H. Restricted access to offices;

I. After-hours security;

J. Structural design of facilities;

K. Incident reporting; and

L. Other identified security issues. (Ord. 2024-2 Att. A, 2024; Ord. 2007-7, 2007).
