15.08.010 Park impact fee
A. The park impact fee set forth in Schedule A (Section 15.16.010), attached to this title, is generated from the formula for calculating impact fees set forth in the Parks Study, which is incorporated herein by reference. Except as otherwise provided in Sections 15.04.050, 15.04.060, and 15.04.070, all new residential developments in the City will be charged the park impact fee in Schedule A (Section 15.16.010).
B. The park impact fees in Schedule A will be reviewed annually to consider adjustments to the fees to account for increased costs of labor, construction materials and real property. The City Council intends that such review should occur concurrently with the annual review of the Capital Facilities Plan element of the City’s Comprehensive Plan.

15.08.030 School impact fees
A. The school impact fees applicable to developments within the Olympia School District service area set forth in OMC 15.16.030, attached to this title, are generated from the formula for calculating impact fees set forth in the School Study and the Olympia School District No. 111 Capital Facilities Plan, as the same may be amended from year to year. The School Study and the District’s Capital Facilities Plan, as amended, are incorporated herein by reference. Except as otherwise provided in OMC 15.04.050, OMC 15.04.060, or OMC 15.04.070, all new residential developments in the City within the Olympia School District service area will be charged the school impact fee in OMC 15.16.030.
B. The school impact fees applicable to developments within the North Thurston School District service area set forth in OMC 15.16.030, attached to this title, are generated from the formula for calculating impact fees set forth in the North Thurston School District Capital Facilities Plan, as the same may be amended from year to year. The North Thurston School District Capital Facilities Plan, as amended, is incorporated herein by reference. Except as otherwise provided in OMC 15.04.050, OMC 15.04.060, or OMC 15.04.070, all new residential developments in the City within the North Thurston School District service area will be charged the school impact fee in OMC 15.16.030.

15.08.040 Schedule adjustments
The adjustments in Schedule C (Section 15.16.030) reflect the legislative determination that while the full impact fees per dwelling unit or per square footage accurately characterize the cost of the school facilities required for each new development, as documented in the Schools Study, the Council has, as a matter of policy and at the request of District No. 111, decided to provide discretionary adjustments for local bond issues. The Council is authorized to reduce or to increase the adjustments as part of its annual review of the fee schedule, or at any other time, by adopting an amendment to the Olympia Municipal Code. No additional technical study is required for reductions to or increases in the amount of the adjustments.

15.08.050 Transportation impact fees
A. The transportation impact fees in Schedule D, Section 15.16.040, are generated from the formula for calculating impact fees set forth in the Transportation Study, a copy of which will be kept on file with the office of the City Clerk and is hereby adopted and incorporated by reference. Except as otherwise provided in OMC Sections 15.04.050 through 15.04.070, all new developments and changes in use in the City will be charged the transportation impact fees in Schedule D.
B. The transportation impact fees in Schedule D will be reviewed annually to consider adjustments to the fees to account for system improvement cost increases due to increased costs of labor, construction materials and real property. The City Council intends that such review should occur concurrently with the annual review of the Capital Facilities Plan element of the City’s Comprehensive Plan.
C. The cost of administering the impact fee program for transportation impact fees shall also include a one percent (1%) administrative fee per new P.M. (afternoon) peak hour trip generated. The administrative fee shall be deposited into an administrative fee account within the Transportation Impact Fee Fund. The administrative fee shall be used to defray the cost incurred by the City in the administration and update of the Transportation Impact Fee Program, including, but not limited to, review of independent fee calculations and the value of credits. The administrative fee is not creditable or refundable under OMC 15.04.070.
