2.17.010 Created.
There is created a planning and building department of the city, which shall be under the supervision of the city administrator. The planner shall be responsible to carry out the duties assigned to the planning and building department. The planner shall be appointed by the mayor. (Ord. 1205 § 1 (part), 2005).
2.17.020 Duties of planning and building department related to planning.
The planner shall supervise and control the following:
(a) Ensure compliance with statutory requirements relative to environmental issues;
(b) Direct preparation and review of environmental impact statements and technical reports and determine final action on environmental issues;
(c) City’s responsible official for SEPA compliance;
(d) Develop and implement block grant fund projects;
(e) Provide community economic development assistance;
(f) Provide staff to planning commission and hearing examiner;
(g) Coordinate with public works department to ensure departmental plans are compatible with the comprehensive land use plan;
(h) Represent city on regional land use planning issues at a staff level;
(i) Coordinate with other jurisdictions and agencies to resolve land use issues with neighboring jurisdictions;
(j) Develop and maintain the comprehensive land use plan;
(k) Provide assistance in annexation requests;
(l) Enforce the zoning ordinance;
(m) Oversee process for new developments;
(n) Oversee variance and special use requests;
(o) Provide support to hearing examiner;
(p) Charged with administering land development regulations. (Ord. 1205 § 1 (part), 2005).
2.17.030 Duties of planning and building department related to building.
(a) The planner shall have such job qualifications as the city administrator shall designate including those of building official. The duties of the building official shall include: issuing building permits, monitoring and enforcing compliance with city laws as they relate to buildings and construction, monitoring and enforcing compliance with Title 17 of this code as it relates to zoning restrictions, advising the mayor and council as to new developments in construction standards, enforcement and recommending improvements to the city’s standards and enforcement procedures, supervising building inspections and permit coordination, and such other duties as may from time to time be delegated to the building inspector by the city administrator.
(b) The building official shall maintain in his office all building permits issued, applications for building permits, nonconforming uses in the city, and certificates of occupancy issued by him, which shall be open to the public for inspection. The building permits, certificates of occupancy, and applications for building permits shall be issued as provided for in Title 14 of this code. The building official shall keep a record of each and every identifiable complaint of a violation of any of the provisions of this chapter and Title 17 of this code, the action taken consequent to any such complaint, which records shall be open to the public for inspection, unless exempted from disclosure by law.
