ABANDONED VEHICLES

10.64.010 Vehicle.
“Vehicle” as used in this section shall include all of the following: camper, commercial vehicle, farm tractor, farm vehicle, garbage truck, moped, motor home, motor vehicle, motorcycle, motor-driven cycle, trailer, park trailer and travel trailer. [Ord. 744 §1, 2001].
10.64.020 Seventy-two-hour parking.
No person who owns or has possession, custody or control of any vehicle shall park or leave standing such vehicle upon the improved portion of any street or alley within the city of Palouse for a period in excess of 72 consecutive hours. [Ord. 744 §2, 2001].
10.64.030 Enforcement.
Enforcement of this chapter shall be undertaken by an enforcement officer when a complaint has been made by an identifiable person who resides, owns property, or is employed within the city of Palouse of a vehicle that is in violation of this chapter and the enforcement officer shall follow those procedures set forth in this chapter. A law enforcement officer who discovers a vehicle that is in violation of PMC 10.64.020 may also follow those procedures set forth in this chapter. [Ord. 744 §3, 2001].
10.64.040 Notice to remove.
A. A law enforcement officer or person authorized by the chief of police discovering or receiving a complaint of a vehicle in violation of this chapter in accordance with PMC 10.64.030 shall attach to the vehicle a readily visible notification sticker. The sticker shall contain the following information:
1. The date and time the sticker was attached;
2. The identity of the officer;
3. A statement that if the vehicle is not removed within 48 hours from the time the sticker is attached, the vehicle may be removed at the owner’s expense under PMC 10.64.050; and
4. The address and telephone number where additional information may be obtained.
B. If the vehicle has registration plates, the officer shall check the records to learn the identity of the last owner of record. The officer or his department shall make a reasonable effort to contact the owner by telephone in order to give the owner the information on the notification sticker. [Ord. 744 §4, 2001].
10.64.050 Vehicle removal authorization.
Once a vehicle has been parked or left standing upon the improved portion of any street or alley for a period in excess of 72 consecutive hours and has had a readily visible notification sticker attached to such vehicle and has remained for an additional 48 consecutive hours for a total of 120 consecutive hours, the city police department may cause the vehicle to be towed away at the owner’s expense as provided and authorized by this chapter or Chapter 46.55 RCW.
