10.40.010 Definitions.
For the purpose of this chapter:
(1) “Operator” means and includes every individual who shall operate a vehicle as the owner thereof or as the agent, employee or permittee of the owner.
(2) “Person” means and includes any individual, firm, copartnership, or corporation.
(3) “Street” means any public street, avenue, road, boulevard, highway or other public place located in the city and established for the use of vehicles.
(4) “Truck” means any of various motor vehicles with a weight capacity in excess of 10,000 pounds, or exceeding seven and one-half feet in width, or exceeding 20 feet in length, designed for carrying or pulling loads, or truck-trailer combinations, including without limitation those commonly known as “semi-trucks.”
(5) “Vehicle” means every device capable of being moved upon a public highway and in, upon, or by which any persons or property is or may be transported or drawn upon a public highway, including bicycles. The term does not include devices other than bicycles moved by human or animal power or used exclusively upon stationary rails or tracks.
(6) “Public parking lot” means any parking lot which is owned by or leased by the city and intended to be used for public parking. (Ord. 2768 § 1, 2003; Ord. 2403 § 1, 1994; Ord. 2299 § 2, 1992; Ord. 1651 § 1, 1975; Ord. 1496 § 1, 1967).
10.40.012 Display of city-issued parking permits.
City vehicles shall be clearly marked as city vehicles or have a city-issued parking permit prominently displayed on the dashboard or hung from the rear view mirror. In instances where the city has issued a parking permit to city employees or other persons for city purposes on personal vehicles, such permit shall be prominently displayed on the dashboard or hung from the rear view mirror. 10.40.015 Designation of parking zones.
(1) Parking zones may be designated on any street or lot where parking is to be restricted. The city shall fix the time limitations for legal parking in such zones, and the hours during the day and night when the time limitations shall be effective, and shall indicate the time limitations by appropriate signs posted in proximity to said parking spaces in said zones.
(2) When a block or street is designated with more than one time restriction, the shorter of the time restrictions shall control only for that limited portion of the block or street as designated. (Ord. 2990 § 2, 2011; Ord. 2299 § 1, 1992).
10.40.018 Fifteen-minute parking zones established.
There are established zones to be known as 15-minute parking zones on the following streets and avenues:
(1) On the east and west sides of 2nd Street S.W. between West Meeker Avenue and West Pioneer Avenue;
(2) On the north side of West Pioneer Avenue between 4th Street S.W. and 2nd Street S.W.;
(3) On the east side of Meridian immediately north of East Stewart Avenue, the first 20 feet of parallel parking area;
(4) On the north side of West Stewart immediately east of 2nd Street N.W., the first 20 feet of parallel parking area;
(5) On the east side of Meridian immediately north of the railroad right-of-way, the first 20 feet of parallel parking area;
(6) On the south side of East Main between 2nd Street S.E. and South Meridian, 20 feet of parallel parking area;
(7) On the south side of West Main immediately west of South Meridian, the first 20 feet of parallel parking area;
(8) On the south side of East Meeker immediately east of South Meridian, the first 20 feet of parallel parking area;
(9) On the south side of West Meeker immediately east of the public alley right-of-way located between West Meeker and West Pioneer, the first 20 feet of parallel parking area;
(10) On the east side of South Meridian immediately north of East Pioneer Way, the first 20 feet of parallel parking area;
(11) On the north side of West Pioneer immediately to the east of the north/south alleyway, 20 feet of parallel parking area;
(12) On the east side of 2nd Street S.W. immediately south of West Pioneer, two diagonal stalls;
(13) On the east side of South Meridian starting 170 feet south of East Pioneer Way, 20 feet of parallel parking area;
(14) On the west side of South Meridian immediately north of 4th Avenue S.E., the first 20 feet of parallel parking area;
(15) On the west side of South Meridian, immediately south of the intersection with 4th Avenue S.W., 20 feet of the parallel parking area.
Established zones shall be posted with parking signs specifying parking restriction, time of day if not at all hours and days of week if not every day. Fifteen-minute parking sign design and placement shall conform to urban parking signs and placement per the MUTCD. 10.40.019 One-hour parking zones established.
There are established zones to be known as one-hour parking zones on the following streets and avenues:
(1) On the north side of West Pioneer Avenue between 6th Street S.W. and 7th Street S.W.;
(2) On the east side of 7th Street S.W. between West Main and West Pioneer Way; and
(3) The north side of West Main from 8th Street N.W. east to 7th Street N.W.
Established zones shall be posted with parking signs specifying parking restriction, time of day if not at all hours and days of week if not every day. One-hour parking sign design and placement shall conform to urban parking signs and placement per the MUTCD. 10.40.020 Two-hour parking zones established.
There are established zones to be known as two-hour parking zones on the following streets and avenues:
(1) On the east side of 2nd Street S.W. south of West Pioneer Way, all but two diagonal stalls abutting Pioneer Park;
(2) On the east side of 2nd Street S.W., south of West Pioneer Avenue to the beginning of the library grounds;
(3) Two-hour parking zone in the public parking lot located between West Pioneer Avenue on the south and West Meeker Avenue on the north and 2nd Street S.W. to the west; and
(4) All of the parking stalls on the south side of Elm Place west of South Meridian.
Established zones shall be posted with parking signs specifying parking restriction, time of day if not at all hours and days of week if not every day. Two-hour parking sign design and placement shall conform to urban parking signs and placement per the Manual on Uniform Traffic Control Devices. 10.40.022 Three-hour parking zones established.
There are established zones to be known as three-hour parking zones on the following streets and avenues:
(1) On the north and south sides of West Stewart Avenue from 3rd Street N.W. to North Meridian;
(2) On the south side of East Stewart from North Meridian to 2nd Street N.E.;
(3) On the north and south sides of 4th Avenue S.W. from 3rd Street S.W. to South Meridian;
(4) On the north and south sides of 4th Avenue S.E. from South Meridian to 2nd Street S.E.;
(5) On the north and south sides of West Main from 3rd Street S.W. to South Meridian;
(6) On the north and south sides of East Main from 2nd Street S.E. to South Meridian;
(7) On the north and south sides of West Meeker from 3rd Street S.W. to South Meridian;
(8) On the north and south sides of East Meeker from 2nd Street S.E. to South Meridian;
(9) On the east and west sides of Meridian Street from River Road to 5th Avenue S.W.;
(10) On the east side of Meridian Street from 5th Avenue S.W. to 7th Avenue S.W.;
(11) On the south side of West Pioneer Avenue between 4th Street S.W. and South Meridian;
(12) On the east and west sides of 3rd Street S.W. between West Main south to 4th Avenue S.W.;
(13) On the south side of East Pioneer from 2nd Street S.E. to South Meridian;
(14) On the north side of 4th Avenue S.W. from 3rd Street S.W. to 4th Street S.W.;

10.40.023 Four-hour parking zones established.
There are established zones to be known as four-hour parking zones on the following streets and avenues Monday through Friday from 9:00 a.m. to 6:00 p.m.:
(1) On the east and west sides of 7th Street S.W. between West Pioneer Avenue and 4th Avenue S.W.;
(2) On the east and west sides of 2nd Street S.E. north of 4th Avenue S.E. to East Pioneer;
(3) The north and south sides of 3rd Avenue N.W. starting at approximately 175 feet west of 7th Street N.W. to 9th Street N.W.;
(4) On the east and west sides of 8th Street N.W. from 2nd Avenue N.W. to 3rd Avenue N.W.;
(5) On the south side of East Pioneer between 2nd Street S.E. and 3rd Street S.E.;
(6) On the north side of 4th Avenue S.E. between 3rd Street S.E. and 2nd Street S.E.;
(7) On the north and south sides of 2nd Avenue N.W from 8th Street N.W to 9th Street N.W.;
(8) On the south side of West Pioneer from 7th Street S.W. to 9th Street S.W.;
(9) On the north side of 4th Avenue S.W. from 7th Street S.W to 9th Street S.W.;
(10) On the east and west sides of 9th Street S.W. from 4th Avenue S.W to West Pioneer;
(11) On the west side of 8th Street N.W. from West Main to 2nd Avenue N.W.;
(12) On the south side of West Main from 8th Street N.W. to 9th Street N.W.;
(13) The east and west sides of 8th Street S.W. from West Main to West Pioneer; and

10.40.024 Eight-hour parking zones established.
The following areas are hereby designated as eight-hour parking zones from 7:00 a.m. to 5:00 p.m. (excluding holidays and weekends):
(1) The north and south sides of 3rd Avenue N.W. from 7th Street N.W. extending approximately 175 feet to the west;
(2) The west side of 7th Street N.W. from 3rd Avenue N.W. south to West Main;
(3) The north and south sides of 2nd Avenue N.W. between 7th Street N.W. and 8th Street N.W.;
(4) On the north side of West Main between 5th Street S.W. and 6th Street S.W.;
(5) On the east side of 7th Street N.W from 3rd Avenue N.W to 2nd Avenue N.W.;
(6) On the east side of 6th Street N.W. from 2nd Avenue N.W. south to West Main; and
(7) On the east side of 6th Street S.W., approximately 200 feet of parallel parking area just north of West Pioneer. (Ord. 3307 § 1, 2024; Ord. 3005 § 6, 2012; Ord. 2990 § 8, 2011; Ord. 2879 § 1, 2007; Ord. 2776 § 2, 2004).
10.40.026 Additional parking zones.
Additional parking zones may be established by resolution of the city council as traffic conditions require. Additional parking zones have been established on the following streets and avenues:
(1) Striped stalls are reserved for city employees and city-owned vehicles within the public parking lot located south of West Pioneer Avenue and west of 3rd Street S.W. Monday through Friday, 7:30 a.m. to 5:00 p.m., except those designated for permit parking only by PMC 10.40.028(1)(a)(iv);
(2) On the south side of West Meeker Avenue from 4th Street S.W. to 3rd Street S.W. for city police vehicles;
(3) On the west and east sides of 4th Street S.W. from West Pioneer Avenue to West Meeker Avenue for city police vehicles;
(4) On the south and north sides of Elm Place from Meridian Street west to its end at Pioneer Park during the hours the farmer’s market is open;
(5) On the east side of 2nd Street S.W. from West Pioneer south to its end; provided, the parks and recreation department director is authorized to issue parking permits for individuals visiting the activity center. Such permits are nontransferable and shall be prominently displayed on the dashboard or hung from the rear view mirror and valid only on weekdays between the hours of 8:00 a.m. and 5:00 p.m.;
(6) All stalls on the south side of 107 North Meridian, which are not otherwise designated by sign, shall be reserved for parking by permit only during weekdays from 7:00 a.m. to 9:00 p.m. At all other times, parking shall be unrestricted;
(7) Parking is prohibited in the parking lot located south of the Puyallup City Library, west of the Pioneer Park Pavilion, east of 3rd Street S.W. and north of 4th Avenue S.W. between the hours of 1:30 a.m. and 8:00 a.m. except for city vehicles or other vehicles with a city-issued parking permit displayed in the manner as required in PMC 10.40.012;
(8) Puyallup City Hall Parking Hours. The city-owned parking lot and parking garage immediately adjacent to the Puyallup City Hall shall be open to the public for the purposes of parking vehicles during the following hours, unless otherwise designated by the city manager or designee:
(a) Surface Lot: 7:00 a.m. to 11:00 p.m., Monday through Sunday and by permit between 11:00 p.m. and 7:00 a.m.;
(b) P1 Garage: 7:00 a.m. to 11:00 p.m., Monday through Sunday;
(c) P2 Garage: 5:00 p.m. to 11:00 p.m., Monday through Friday, and 7:00 a.m. to 11:00 p.m., Saturday and Sunday;
(9) Parking is prohibited in the parking lot located east of 2nd Street S.E., north of East Meeker, west of 3rd Street S.E., and south of East Main Avenue between the hours of 2:00 a.m. and 8:30 a.m. except for city vehicles or other vehicles with a city-issued parking permit displayed in the manner as required in PMC 10.40.012;
(10) The city manager or city’s parks and recreation director, or a designee of either, may authorize and establish reasonable conditions for use of a public parking lot for community-wide events such as festivals, parades, and other similar special events;
(11) On the west side of 3rd Street S.E., south of 14th Avenue S.E., the first 60 feet of available on-street parking south of the intersection of 14th Avenue S.E. and 3rd Street S.E. shall be reserved for emergency service vehicles (fire and EMS) only.
Established additional parking zones shall be posted with parking signs specifying parking restriction, time of day if not at all hours, and days of week if not every day. Parking restriction signs shall be placed in close proximity of restricted parking areas or stalls. 10.40.028 Parking permits in restricted parking zones.
(1) Authority for Administration of Restricted Parking Zone Permits. Notwithstanding the provisions of this chapter regulating time limits or prohibiting parking to the contrary, the city manager, or designee, is authorized to issue parking permits to allow parking within the following zones, streets, or parts of streets otherwise subject to time limits or prohibited parking designations established in this chapter.
(a) The city manager, or designee, is authorized to issue parking permits for the following area(s) in the city:
(i) Two-hour parking zone as defined in PMC 10.40.020(7), which states: “On the east and west side of 4th Street N.W. starting 450 feet south of River Road to 6th Avenue N.W. – easterly leg”;
(ii) Striped stalls within the city-owned parking lot generally located at 201 2nd Street S.E. between Meeker Avenue East and Pioneer East shall be designated for permit parking only;
(iii) Parking within the city-owned parking lot located west of 2nd Street S.E., north of Meeker Avenue East, and south of East Main Avenue shall be designated for permit parking only;
(iv) Portions of the stalls within the city-owned parking lot generally located at 330 3rd Street S.W. between West Pioneer and 4th Avenue S.W. shall be designated for permit parking only;
(v) All areas within the four-hour parking zones established in PMC 10.40.023; and
(vi) Upon such other conditions that would serve a public interest on streets, public lots or parts thereof as approved by ordinance or resolution of the city council.
(b) The city manager, or designee, is authorized to process applications and requests for parking permits and implement rules and regulations for the issuance, use, and revocation of such parking permits.
(c) In residential areas the following vehicles shall not be issued a permit under this subsection:
(i) A truck with a gross vehicle weight rating (GVWR) in excess of 24,000 pounds, or being in excess of 22 feet in length;
(ii) A trailer having a GVWR in excess of 10,000 pounds or being in excess of 20 feet in length;
(iii) A commercial vehicle having a width of 96 inches (eight feet) or more;
(iv) Any truck or trailer not having a current and valid truck or trailer license;
(v) Any truck, trailer or other motor vehicle which constitutes a street or driveway sight distance obstruction or impairs the movement of emergency vehicles along the street; or
(vi) Any recreational vehicle of 24,000 pounds GVWR or being greater than 28 feet in length regardless of GVWR.
(d) In any restricted parking zone, the city may issue permits or other means of identification, maintain lists of vehicles owned or used by residents, or adopt any other reasonable means of distinguishing vehicles that may validly be parked in any restricted parking zone from other vehicles. The establishment of restricted parking zones shall not limit parking of vehicles displaying a card or decal issued pursuant to RCW 46.16.381.
(2) Abuse of Privileges in Restricted Parking Zones. No person shall, for any valuable consideration, offer or agree to authorize or permit another person to park a vehicle in any restricted parking zone. No person shall for any valuable consideration transfer or authorize the use of any permit or other identification issued by the city authorizing a vehicle to park in any restricted parking zone.
(a) Any person to whom a permit or other authorization is granted to park in a restricted parking zone shall be strictly liable for compliance with its terms and conditions and for complying with this section. Any such permit or other authorization issued shall be revoked if any person to whom such permit is issued or authorization granted shall:
(i) Offer or agree to authorize or permit another person to park a vehicle in any restricted parking zone for monetary or any other consideration;
(ii) Transfer for money the use of any permit or other identification issued by the city authorizing a vehicle to park in any restricted parking zone;
(iii) Allow another person to do either of the actions described in subsection (2)(a)(i) or (ii) of this section; or
(iv) Allow a permit or other authorization issued to him to be so used.
(b) No new permit may be issued or other authorization granted to any such person found to have abused his or her restricted parking zone privilege, as defined herein, for a period of one year.
(c) Any authorization or permit granted to park within a restricted zone shall be valid for use only within the parking zone for which the authorization was issued.
(3) Violation – Penalty. It shall be unlawful for any person, firm, or corporation to violate or fail to comply with any of the provisions of this section or the conditions of any permit issued under authority of this section, and such violation shall constitute a Class 1 civil infraction as defined in Chapter 1.02 PMC. A second or subsequent violation of this section shall constitute a misdemeanor, punishable by a fine of a sum not exceeding $1,000 or by imprisonment not exceeding 90 days or by both such fine and imprisonment. Each day of violation shall be considered a separate offense. (Ord. 3096 § 2, 2015; Ord. 2990 § 10, 2011; Ord. 2850 § 1, 2006).
10.40.030 Time limits.
It is unlawful for any person to cause, allow, permit or suffer any vehicle registered in the name of, or operated by such person to be parked in any public parking lot and/or established parking zone for a period longer than that designated for such established zones. The time limitations on parking shall be posted with parking signs specifying parking restriction, time of day if not all hours and days of week if not every day. Parking restriction signs shall be placed in close proximity of restricted parking areas or stalls and conform to urban parking signs and placement per MUTCD. 10.40.050 Impounding violating vehicles.
In the event that any person causes, allows, permits or suffers any vehicles registered in the name of or operated by such person to be parked in any public parking lot and/or any established parking zone for a period of more than six consecutive hours at any one time on weekdays between the hours of 9:00 a.m. and 6:00 p.m., such vehicle may be impounded and removed from any restricted parking area under the direction of an authorized police officer of the city. 10.40.060 Parking violations deemed infractions.

10.40.062 Overtime parking – Penalties.
Repealed by Ord. 2700. (Ord. 2299 § 2, 1992; Ord. 1901 § 1, 1981).
10.40.064 Obstructing justice – Penalty.
It shall be an infraction for a person to avoid or attempt to avoid the time limits set forth in this chapter by erasing chalk marks which are placed on automobile tires by a parking enforcement officer, and it shall be an infraction for any person to aid, abet, or assist in such action. Any person who commits a violation of this section shall be subject to a penalty in the amount of $75.00. (Ord. 2700 § 8, 2001; Ord. 2299 § 2, 1992; Ord. 1901 § 1, 1981).
10.40.068 Parking in established parking zones – Penalty.

10.40.070 West and East Stewart Avenue.
No parking of vehicles shall be allowed at any time on the north and south side of West Stewart Avenue from 6th Street N.W. to 3rd Street N.W. No parking of vehicles shall be allowed at any time on the north side of East Stewart Avenue between Meridian Street and 2nd Street N.E. (Ord. 2443 § 1, 1995; Ord. 1328 § 1, 1959).
10.40.075 West Valley Avenue.
No parking of vehicles shall be allowed at any time on the north and south side of West Valley Avenue from North Meridian to the city’s westerly corporate limits. (Ord. 2624 § 1, 1999).
10.40.080 North and south side of East Main Avenue/East Stewart Avenue.
No parking of vehicles shall be allowed at any time on the north and south side of East Main Avenue/East Stewart Avenue (East Main transitions into East Stewart) between 2nd Street N.E. to 15th Street N.E. (Ord. 2443 § 1, 1995; Ord. 1328 § 2, 1959).
10.40.085 8th Street N.W.
No parking of vehicles shall be allowed at any time on the east side of 8th Street N.W. from 2nd Avenue N.W. to West Main. (Ord. 3307 § 1, 2024).
10.40.090 North and South Meridian Street.
No parking of vehicles shall be allowed at any time along either side of North Meridian Street between River Road and Valley Avenue. No parking of vehicles shall be allowed at any time along the east side of South Meridian Street between 7th Avenue S.W. to 39th Avenue S.W. No parking of vehicles shall be allowed at any time along the west side of South Meridian Street between 9th Avenue S.W. to 39th Avenue S.W. (Ord. 2443 § 1, 1995; Ord. 1328 § 3, 1959).

10.40.110 North and south side of East Pioneer Avenue.
No parking of vehicles shall be allowed on the north side of East Pioneer Avenue from 5th Street S.E. to Shaw Road. No parking of vehicles shall be allowed on the south side of East Pioneer Avenue from 4th Street S.E. to Shaw Road. (Ord. 2443 § 1, 1995; Ord. 1285 § 1, 1956).
10.40.115 Truck parking prohibited on 23rd Avenue N.W. and 5th Street S.E.
No parking of any truck, as defined in PMC 10.40.010, will be allowed at any time on the following portions of city streets:
(1) 23rd Avenue N.W. between 7th Street N.W. and the SR 161 overpass; or
(2) 5th Street S.E. between 31st Avenue S.E. and 35th Avenue S.E. (Ord. 2989 § 2, 2011; Ord. 2768 § 2, 2003).
10.40.117 Temporary restricted parking.
The city manager or designee is authorized to establish temporary restricted parking throughout the city as determined to be necessary in the discretion of the city manager or designee in order to address conditions related to health, safety, and welfare including for the purpose of accommodating special and community events, emergency events, construction activity, roadway maintenance under PMC 11.08.100, nuisance and/or criminal behaviors, as well as any safety, sanitation and health-related concerns. In addition to the penalties contained in this chapter, this section may also be enforced as provided in Chapter 5.80 PMC and/or RCW 46.55.113. (Ord. 3289 § 2, 2023).
10.40.120 Restricted parking areas – Time limits – Penalty.
Unless otherwise provided, a violation of any of the provisions of this chapter shall be an infraction punishable by a fine of $35.00. In the event that a person fails to respond to a notice of a violation issued pursuant to this chapter or fails to pay a fine imposed pursuant to this chapter within 30 days of the date of issuance of the infraction or imposition of the fine, a $25.00 penalty shall be added to the initial fine.
