CHAPTER 20.14
DEVELOPMENT STANDARDS

20.14.010 Residential Single Family District (R-1).

Development in this district shall meet all of the applicable provisions of the Zoning Code, all other rules, regulations and provisions of the City, and shall comply with the following:

A. Minimum lot area:

1. 7,200 square feet for a single-family dwelling

2. 8,640 square feet for a duplex dwelling or less if corner lot

B. Minimum lot width at the building line: sixty-five (65) feet. Corner lots shall observe a minimum lot width at the building line of seventy-five (75) feet.

C. Minimum lot depth: ninety (90) feet.

D. Maximum building height: two stories or thirty-five (35) feet.

E. Minimum public street frontage: each residential lot shall front on a public street for a least twenty (20) feet.

F. Maximum lot coverage:

1. Thirty-five (35) percent of an interior lot and forty (40) percent of a corner lot for all buildings; and

2. Rear yard open space must be a minimum of 1,000 square feet.

G. Minimum setback distances:

1. Front yard: twenty-five (25) feet from the front property line or fifty-five (55) feet from the center line of the street, whichever is greater. Buildings on corner lots shall observe a front yard setback from both front property lines; and

2. Side yard: six (6) feet from side property line; and

3. Rear yard: thirty (30) feet from rear property line.

H. Maximum density shall not exceed six units per acre.

I. Parking shall be provided in accordance with Chapter 20.46, and all other applicable provisions of the Land Use Code and other City regulations.

J. Detached garages and other residential accessory buildings not exceeding nine hundred (900) square feet or sixty (60) percent of the floor area of the principal structure’s various floors, excluding basement areas, whichever is greater.

K. Rooms for rent are limited to 4 or less rooms, and shall not be self contained dwellings.

L. Fences shall meet the following standards:

1. Front yard: forty-eight (48) inches maximum height;

2. Side yard: six (6) feet maximum height;

3. Rear year: six (6) feet maximum height.

M. Swimming Pools shall meet the following standards:

1. Above ground pools must be located outside of required front yard setbacks and be set back at least five (5) feet from rear and side property lines;

2. In ground pools must be located outside of the required front yard setback and observe a five (5) foot setback from rear and side property lines. All in ground pools shall be completely enclosed by a fence of not less than five (5) feet in height. (Ord 09-262 §1; Ord 08-243 §2; Ord 06-186 (Ex A))

20.14.020 Residential Multifamily District (R-M).

Development in this district shall meet all of the applicable provisions of the Zoning Code and all other rules, regulations and provisions of the City, and shall comply with the following:

A. Minimum lot area:

1. 6,000 square feet for a single-family dwelling

2. 7,200 square feet for a duplex dwelling.

3. 8,640 square feet for the first two units plus 1,000 additional square feet for each additional unit.

B. Minimum lot width at the building line: sixty-five (65) feet. Corner lots shall observe a minimum lot width at the building line of seventy-five (75) feet.

C. Minimum lot depth: ninety (90) feet.

D. Maximum building height: three (3) stories or forty-five (45) feet.

E. Minimum public street frontage: each residential lot shall front on a public street for a least twenty (20) feet.

F. Maximum lot coverage: Thirty-five (35) percent of an interior lot or forty (40) percent of a corner lot for all buildings.

G. Minimum setback distances:

1. Front yard: twenty (20) feet from the front property line or fifty-five (55) feet from the center line of the street, whichever is greater. Buildings on corner lots shall observe a front yard setback from both front property lines; and

2. Side yard: six (6) feet from side property line; and

3. Rear yard: twenty-five (25) feet from rear property line.

H. Maximum density shall not exceed 12 units per acre, except as provided for in as a Planned Development.

I. Parking shall be provided in accordance with Chapter 20.46, and all other applicable provisions of other City regulations.

J. Detached garages and other residential accessory buildings not exceeding nine hundred (900) square feet or sixty (60) percent of the floor area of the principal structure’s various floors, excluding basement areas, whichever is greater.

K. Rooms for Rent are limited to 4 or less rooms, and shall not be self contained dwellings.

L. Fences shall meet the following standards:

1. Front yard: forty-eight (48) inches maximum height;

2. Side yard: six (6) feet maximum height;

3. Rear year: six (6) feet maximum height.

M. Swimming Pools shall meet the following standards:

1. Above ground pools must be located outside of required front yard setbacks and be set back at least five (5) feet from rear and side property lines;

2. In ground pools must be located outside of the required front yard setback and observe a five (5) foot setback from rear and side property lines. All in ground pools shall be completely enclosed by a fence of not less than five (5) feet in height. (Ord 08-243 §2; Ord 07-201 §4 (Ex C); Ord 06-186 (Ex A))

20.14.030 Performance standards – Residential Multifamily (R-M).

All development of multifamily dwellings shall comply with the following performance standards:

A. Open Space/Recreation: Multifamily development shall provide common open space/recreation areas on-site for use and enjoyment of owners and residents within the development, according to the following minimum provisions:

1. The area required for open space/recreation shall be at least 15% of the overall site area not including critical areas and buffers or perimeter landscaping.

2. Usable open space includes open play areas and outdoor recreational features, trails and paths, community gardens, and other similar types of areas. It shall be located and designed to be conveniently accessible to all residents from the interior of the development, and it shall be at a grade and with dimensions suitable for recreation use.

3. The open space/recreation areas shall be consistently maintained and shall be preserved through appropriate legal measures ensuring the continuation of the open space/recreation area, and prohibiting current and future owners from partitioning the open space/recreation areas and from converting the areas to other uses.

4. Open space/recreation areas do not include the following: parking lots, driveways, private/public street rights-of-way, required storage areas, etc.

B. Buffering/Landscaping: Multifamily development shall provide landscaping as described in Chapter 20.48 Landscaping, and when multi family development is occurring adjacent to an R-1 Residential Density district, a sight-obscuring fence shall be placed in addition to the landscaping provisions.

C. Refuse Storage: All outdoor trash, garbage and refuse storage areas shall be located outside of required yard areas, and shall be screened on all sides from public view and at a minimum, be enclosed with a sight-obscuring wood, concrete or masonry wall or fence and landscaping on all sides.

D. General Storage: Storage of personal property and materials, of residents as well as managers and owners of the development, shall be located outside of required front yard areas, and it shall be entirely within an enclosed building.

E. Vehicle Storage: Storage of recreational vehicles, boats, and similar off-road vehicles not used for daily transportation, of residents as well as managers and owners of the development, shall be prohibited unless a fully enclosed building is provided on-site specifically for that purpose. 20.14.040 Business District (B-D).

Development in this district shall meet all of the applicable provisions of the Zoning and all other rules, regulations and provisions of the City, and shall comply with the following:

A. Minimum lot area: no minimum lot area or dimensions

B. Maximum building height: gross floor area of all buildings are no greater than six (6) times the lot area

C. Maximum lot coverage: no minimum

D. Minimum setback distances:

1. Front yard: zero (0) feet from the side property line; and

2. Side yard: zero (0) feet from the side property line; and

3. Rear yard: zero (0) feet from the rear property line when improved access (alley, street); 5’ without established access.

E. When the lot is adjacent on the side property line to land in a residential zone, the side yard setback shall be fifteen (15) feet from the side property line, and provided further that when the lot is adjacent on the rear property line to land in a residential zone, the rear yard setback shall be twenty-five (25) feet from the rear property line.

F. Refuse Storage: All outdoor trash, garbage and refuse storage areas shall be located outside of required yard areas, and shall be screened on all sides from public view and at a minimum, be enclosed with a sight obscuring high wood, concrete or masonry wall or fence and landscaping on all sides.

G. General Storage: Storage of materials and merchandise, other than for display purposes, shall be located outside of required front yard areas, and it shall be entirely within an enclosed building.

H. Parking shall be provided in accordance with Chapter 20.46.

I. Landscaping shall be provided in accordance with Chapter 20.48.

J. Signs shall be governed according to the provisions of Chapter 20.50. (Ed. Note: the reference to the Sign Code, Chapter 20.50, was corrected during compilation.)

K. Single and multi family dwellings, shall not occupy grade level commercial street frontage;

L. Security fences, meeting the following standards:

1. That a maximum height limitation of six (6) feet be observed within any required setback area; and

2. That a maximum height limitation of eight (8) feet be observed outside of any required setback area. (Ord 06-186 (Ex A))

20.14.050 Light Industrial (L-I).

Development in this district shall meet all of the applicable provisions of the Zoning Code and all other rules, regulations and provisions of the City, and shall comply with the following:

A. Minimum lot area: no minimum lot area or dimensions.

B. Maximum building height: gross floor area of all buildings are no greater than six (6) times the lot area

C. Maximum lot coverage: no minimum

D. Minimum setback distances:

1. Front yard: zero (0) feet from the side property line; and

2. Side yard: zero (0) feet from the side property line; and

3. Rear yard: zero (0) feet from the rear property line when improved access (alley, street ); ten (10) feet without established access.

E. When the lot is adjacent on the side property line to land in a residential zone, the side yard setback shall be fifteen (15) feet from the side property line, and provided further that when the lot is adjacent on the rear property line to land in a residential zone, the rear yard setback shall be twenty-five (25) feet from the rear property line.

F. Refuse Storage: All outdoor trash, garbage and refuse storage areas shall be located outside of required yard areas, and shall be screened on all sides from public view and at a minimum, be enclosed with a sight obscuring high wood, concrete or masonry wall or fence and landscaping on all sides.

20.14.060 General Industrial District (G-I).

Development in this district shall meet all of the applicable provisions of the Zoning Code and all other rules, regulations and provisions of the City, and shall comply with the following:

A. Minimum lot area: no minimum lot area or dimensions.

B. Maximum building height: gross floor area of all buildings are no greater than six (6) times the lot area

C. Maximum lot coverage: no minimum

D. Minimum setback distances:

1. Front yard: zero (0) feet from the side property line; and

2. Side yard: zero (0) feet from the side property line; and

3. Rear yard: zero (0) feet from the rear property line when improved access (alley, street ); ten (10) feet without established access.

E. When the lot is adjacent on the side property line to land in a residential zone, the side yard setback shall be twenty (20) feet from the side property line, and provided further that when the lot is adjacent on the rear property line to land in a residential zone, the rear yard setback shall be twenty-five (25) feet from the rear property line.

F. Refuse Storage: All outdoor trash, garbage and refuse storage areas shall be located outside of required yard areas, and shall be screened on all sides from public view and at a minimum, be enclosed with a sight obscuring high wood, concrete or masonry wall or fence and landscaping on all sides.

K. Manufacturing, assembling, warehousing, repairing, fabricating, processing, or other handling of products or equipment shall meet the following standards:

1. Activities are conducted entirely within a building or behind a view obscuring fence of not less than six (6) feet in height, and;

2. No unreasonable dissemination of dust, smoke, visible gas, noxious fumes, noise, or vibrations beyond the boundaries of the site are permitted.

L. Security fences, provided:

1. That the maximum height limitation of six (6) feet be observed within any required setback area; and

2. That a maximum height limitation of eight (8) feet be observed outside of any required setback area. (Ord 06-186 (Ex A))

20.14.070 Large scale retail – Aesthetic standards.

Large Scale Retail Development shall satisfy the following aesthetic design standards:

A. Facades and Exterior Walls.

1. Guideline. Facades should be articulated to reduce the massive scale and the uniform, impersonal appearances of large retail buildings and provide visual interest that will be consistent with the City’s identity, character and scale. The intent is to encourage a more human scale that residents of the City will be able to identify with the City’s character, history and ambience.

2. Standard.

a. Facades greater than 100 feet in length, measured horizontally, shall incorporate wall plane projections or recesses having a depth of at least 3% of the length of the facade and extending at least 20 percent of the length of the facade. No uninterrupted length of any facade shall exceed 100 horizontal feet.

b. Ground floor facades that face public streets shall have arches, display windows, entry areas, awnings, or other such features along no less than 60 percent of their horizontal length.

B. Smaller Retail Stores.

1. Guideline. The presence of smaller retail stores creates a "friendlier" appearance by creating variety, breaking up large expanses, and expanding the range of a site’s activities. Windows and window displays of such stores should be used to contribute to the visual interest of exterior facades. The standards presented in this section are directed toward those situations additional, smaller stores, with separate, exterior customers entrances are located in principal buildings. Where principal buildings contain additional, separate owned stores which occupy less than twenty five thousand (25,000) square feet of gross floor area, with separate, exterior customer entrances.

2. Standard.

a. The street level facade of such stores shall be transparent between the height of three feet and eight feet above the walkway grade for no less than 60 percent of the horizontal length of the building facade of such additional stores.

b. Windows shall be recessed and should include visually prominent sills, shutters, or other such forms of framing.

C. Detail Features.

1. Guideline. Buildings should have architectural features and patterns that provide visual interest, at the scale of the pedestrian, reduce massive aesthetic effects, and recognize local character.

2. Standard. Building facades must include a repeating pattern that shall include no less than three (3) of the following elements. At least one (1) of these elements shall repeat horizontally. All elements shall repeat at intervals of no more than thirty (30) feet, either horizontally or vertically. The elements should be integral parts of the building fabric, and not superficially applied trim or graphics, or paint:

a. Color change

b. Texture change

c. Material Module change

d. Expression of architectural or structural bay through a change in plan no less than 12 inches in width, such as an offset, reveal, or projecting rib.

D. Roofs.

1. Guideline. Variations in roof lines should be used to add interest to, and reduce the massive scale of, large buildings. Roof features should complement the character of adjoining neighborhoods.

2. Standards. Roofs shall have no less than two (2) of the following features:

a. Parapets concealing flat roofs and rooftop equipment such as HVAC units from public view. The average height of such parapets shall not exceed 15% of the height of the supporting wall and such parapets shall not at any point exceed one-third of the height of the supporting wall. Such parapets shall feature three dimensional cornice treatment;

b. Overhanging eaves, extending no less than 3 feet past the supporting walls;

c. Sloping roofs that do not exceed the average height of the supporting walls, with an average slope greater than or equal to 1 feet of vertical rise for every 3 feet of horizontal run and less than or equal to 1 foot of vertical rise for every 1 foot of horizontal run; or

d. Three or more roof slope planes.

E. Materials and Colors.

1. Guideline. Exterior building materials and colors comprise a significant part of the visual impact of a building. Therefore, they should be aesthetically pleasing and compatible with materials and colors used in adjoining neighborhoods.

2. Standard.

a. Predominant exterior building materials shall be high quality materials. These include, without limitation: brick, wood, sandstone, other native stone, and tinted or textured concrete masonry units.

b. Facade colors shall be low reflectance, subtle, neutral or earth tone colors. The use of high intensity colors, metallic colors, black or fluorescent colors is prohibited.

c. Building trim and accent areas may feature brighter colors, including primary colors, but neon tubing shall not be an acceptable feature for building trim or accent areas.

d. Predominant exterior building materials should not include smooth-faced concrete block, tilt-up concrete panels, or pre-fabricated steel panels.

F. Entryways.

1. Guideline. Entryway design elements and variations should give orientation and aesthetically pleasing character to the building.

2. Standard. Each principal building on a site shall have clearly defined, highly visible customer entrances featuring no less than three (3) of the following elements: canopies or porticos, overhangs, recesses/projections, arcades, raised corniced parapets over the door, peaked roof forms, arches, outdoor patios, display, architectural details such as tile work and moldings which are integrated into the building structure and design, and integral planters or wing walls that incorporate landscaped areas and/or places for sitting. Additional retail units located in a principal building shall have at least one exterior customer entrance, which shall conform to the above requirements.

G. Back and Side Facades.

1. Guideline. All facades of a building which are visible from adjoining properties and/or public streets should contribute to the pleasing scale feature of the building and encourage community integration by featuring characteristics similar to the front facade.

2. Standard. All building facades which are visible from adjoining properties and/or public streets shall comply with the requirements of the facade standards set out in Section 20.14.070(A).

20.14.080 Large scale retail – Site standards.

Large Scale Retail Development shall satisfy the following Site design standards:

A. Entrances

1. Guideline. Large retail buildings should feature multiple entrances. Multiple building entrances reduce walking distances from cars, facilitate pedestrian and bicycle access from public sidewalks, and provide convenience where certain entrances offer access to individual stores, or identified departments of a store. Multiple entrances also mitigate the effect of the unbroken walls and neglected areas that often characterize building facades that face bordering land uses.

2. Standard. At least two (2) sides of a large retail establishment shall feature customer entrances. The two (2) required sides shall be those planned to have the highest level of public pedestrian activity, and one (1) of the sides shall be that which most directly face a street with pedestrian access. The other of the two (2) sides may face a second street with pedestrian access, and/or a main parking lot area. All entrances shall be architecturally prominent and clearly visible from the abutting public street. Movie theaters are exempt from this requirement.

B. Parking Lot Orientation.

1. Guideline. Parking areas should provide safe, convenient, and efficient access. They should be distributed around large buildings in order to shorten the distance to other buildings and public sidewalks and to reduce the overall scale of the paved surface. If buildings are located closer to streets, the scale of the complex is reduced, pedestrian traffic is encouraged, and architectural details take on added importance.

2. Standard. No more than sixty (60) percent of the off-street parking area for the lot, tract or area of land devoted to the large retail establishment shall be located between the front facade of the large retail establishment and the abutting streets (the "Front Parking Area"). The Front Parking Area shall be determined by drawing a line from the front corners of the building to the nearest property corners. If any such line, when connected to the plane of the front facade of the building, creates an angle that is greater than one hundred eighty (180) degrees, then the line shall be adjusted to create an angle of one hundred eighty (180) degrees when connected to the plane of the front facade of the building. If any such line, when connected to the plane of the front facade of the building, creates an angle that is less than ninety (90) degrees when connected to the plane of the front facade of the building, then the line shall be adjusted to create an angle of ninety (90) degrees when connected to the plane of the front facade of the building. Parking spaces in the Front Parking Area shall be counted to include all parking spaces within the boundaries of the Front Parking Area, including (i) all partial parking spaces if the part inside the Front Parking Area boundary lines constitutes more than one-half (1/2) of said parking space, and (ii) all parking spaces associated with any pad sites located within the Front Parking Area boundaries.

Parking Lot Orientation

C. Back Sides.

1. Guideline. The rear or sides of buildings often present an unattractive view of blank walls, loading areas, storage areas, HVAC units, garage receptacles, and other such features. Architectural and landscaping features should mitigate these impacts.

2. Standard. The minimum setback for any building facade shall be thirty five (35) feet from the nearest property line. Where the facade faces adjacent residential uses, an earthen berm, no less than 6 feet in height, containing at a minimum evergreen trees planted at intervals of 20 feet on center, or in clusters or clumps shall be provided

D. Outside Storage, Trash Collection, and Loading Areas.

1. Guideline. Loading areas and outdoor storage areas exert visual and noise impacts on surrounding neighborhoods. These areas, when visible from adjoining properties and/or public streets, should be screened, recessed or enclosed. While screens and recesses can effectively mitigate these impacts, the selection of inappropriate screening materials can exacerbate the problem. Appropriate locations for loading and outdoor storage areas include areas between buildings, where more than one building is located on a site and such buildings are not more than 40 feet apart, or on those sides of buildings that do not have customer entrances.

2. Standards.

a. Areas for outdoor storage, truck parking, trash collection or compaction, loading, or other such uses shall not be visible from abutting streets.

b. No areas for outdoor storage, trash collection or compaction, loading, or other such uses shall be located within 20 feet of any public street, public sidewalk, or internal pedestrian way.

c. Loading docks, truck parking, outdoor storage, utility meters, HVAC equipment, trash collection, trash compaction, and other service functions shall be incorporated into the overall design of the building and the landscaping so that the visual and acoustic impacts of these functions are fully contained and out of view from adjacent properties and public streets, and no attention is attracted to the functions by the use of screening materials that are different from on inferior to the principal materials of the building and landscape.

d. Non-enclosed areas for the storage and sale of seasonal inventory shall be permanently defined and screened with walls and/or fences. Materials, colors, and design of screening walls and/or fences and the cover shall conform to those used as predominant materials and colors on the building. If such areas are to be covered, then the covering shall conform to those used as predominate materials and colors on the building.

E. Pedestrian Flows.

1. Guideline. Pedestrian accessibility opens auto-oriented developments to the neighborhood, reducing traffic impacts and enabling the development to project a friendlier, more inviting image. This section sets forth standards for public sidewalks and internal pedestrian circulation system that can provide user-friendly pedestrian access as well as pedestrian safety, shelter, and convenience within the center grounds.

2. Standards.

a. Sidewalks at least 8 feet in width shall be provided along all sides of the lot that abut a public street.

b. Continuous internal pedestrian walkways, no less than 8 feet in width shall be provided for the public sidewalk or right-of-way to the principal customer entrance of all principal buildings on the site. At a minimum, walkways shall connect focal points of pedestrian activity such as, but not limited to, transit stops, street crossings, building and store entry points, and shall feature adjoining landscaped areas that include trees, shrubs, benches, flower beds, ground covers, or other such materials for no less than 50 percent of their length. Said walkways shall provide weather protection features such as awnings or arcades within 30 feet of all customer entrances.

c. Sidewalks, no less than 8 feet in width, shall be provided along the full length of the building along any facade featuring a customer entrance, and along any facade abutting public parking areas. Such sidewalks shall be located at least six (6) feet from the facade of the building to provide planting beds for foundation landscaping, except where features such as arcades or entryways are part of the facade.

d. All internal pedestrian walkways shall be distinguished from driving surfaces through the use of durable, low maintenance surface materials such as pavers, bricks, or scored concrete to enhance pedestrian safety and comfort, as well as the attractiveness of the walkways.

e. Pedestrian walkways shall provide access from the parking area to the primary building in such manner that pedestrian using walkways will be required to traverse the vehicular parking aisle to the minimum extent possible. Such walkways shall be located so that no customer entrance is farther than one hundred (100) feet from the nearest walkway. The walkways shall feature adjoining landscaped areas that include trees, shrubs, benches, flowerbeds, ground cover or similar materials to enhance the appearance of the walkway areas.

F. Central Features and Community Spaces.

1. Guideline. Buildings should offer attractive and inviting pedestrian scale features, spaces, and amenities. Entrances and parking lots should be configured to be functional and inviting with walkways conveniently tied to logical destinations. Bus stops and drop-off/pick-up points should be considered as integral parts of the configuration. Pedestrian ways should be anchored by special design features such as towers, arcades, porticos, pedestrian light fixtures, bollards, planter walls, and other architectural elements that define circulation ways and outdoor spaces. Examples of outdoor spaces are plazas, patios, courtyards, and window shopping area. The features and spaces should enhance the building and the center as integral parts of the community fabric.

2. Standard. Each retail establishment subject to these standards shall provide at least two (2) of the following:

a. patio/seating area

b. pedestrian plaza with benches

c. transportation center

d. window shopping walkway

e. outdoor playground area

f. kiosk area

g. water feature

h. clock tower, or other such other deliberately shaped area

i. and/or a focal feature or amenity that enhances such community and public spaces.

Any such areas shall have direct access to the public sidewalk network and such features shall not be constructed of materials that are inferior to the principal materials of the building and landscape

G. Lighting and Glare:

1. Guideline. Exterior lighting shall ensure security and safety of the premises, employees, and patrons, but shall not adversely impact adjoining properties and uses.

2. Standard.

a. All lighting shall meet Washington State Energy Codes.

b. Illuminated signage and exterior building lighting shall be compatible with the architecture of the project and shall not detract from the visibility of surrounding buildings.

c. Landscape and architectural lighting shall be used to illuminate building facades, building entrances, and feature or courtyard spaces.

d. Night lighting shall be provided for all pedestrian walkways and where stairs, curbs, ramps, and crosswalks occur.

e. All outdoor lighting fixtures shall be designed, shielded, aimed, located and maintained to shield adjacent properties and to not produce glare onto adjacent properties or roadways. Parking lot light fixtures and light fixtures on buildings shall be full cut-off fixtures.

f. Maximum overall height of fixtures shall be not more than 18 feet in or within 100 feet of a residential district, and not more than 28 feet in nonresidential districts.

g. Flashing, revolving, or intermittent exterior lighting visible from any property line or street shall be prohibited. High intensity light beams, such as, but not limited to, outdoor searchlights, lasers or strobe lights shall be prohibited.

h. Display lighting shall be turned off within thirty (30) minutes after close of business and shall remain off until sunrise or the opening of the business on the following day, whichever comes first. Provided, there are no time restrictions regarding lighting required for security and safety.

H. Delivery/Loading Operations.

1. Guideline. Delivery and loading operations should not disturb adjoining neighborhoods, or other uses.

2. Standard. No delivery, loading, trash removal or compaction, or other such operations shall be permitted between the hours of 10:00 p.m. and 7:00 a.m. unless there is established sound barriers between all areas for such operations which shall effectively reduce noise emissions to a level of 45 db, as measured at the lot line of any adjoining property.
