UTILITY LOW-INCOME PROGRAM

There shall be a discount applied to rates for services provided to residential customers qualifying as low-income citizens. [Ord. 40-02; Ord. 03-16 § 1; Ord. 2024-29 § 1].
3.29.020 Special residential rates – Discounts for low-income citizens.
The discounts shall be set forth in the city of Richland fee schedule. [Ord. 40-02; Ord. 12-07; Ord. 03-16 § 1; Ord. 2024-29 § 1].
3.29.030 Special residential rates – Qualification as low-income citizen.
A. The special residential rate for low-income citizens specified in RMC 3.29.020 will be available to each person who shows satisfactory proof that he or she meets all of the following criteria:
1. Has a maximum annual income that falls within one of the following ranges of the federal poverty level (FPL) established by the federal Office of Management and Budget (OMB) and the area median income (AMI) established by the United States Department of Housing and Urban Development (HUD):

151% FPL – 80% AMI |
2. Is the sole occupant or the head of a household;
3. Resides in a dwelling unit served directly by the city’s utility; and
4. Is billed in his or her name by the city’s utility.
B. All information presented in support of such application shall be verified by the applicant who shall provide such other data as deemed appropriate upon forms and in a manner determined by the finance director or designee. [Ord. 40-02; Ord. 03-16 § 1; Ord. 2022-29 § 7; Ord. 2024-29 § 1].
