18.10.010 Connection to public water supply required.
The owner of each house, building or property used for human occupancy, employment, recreation or other purpose, situated within the city’s established water service boundary, and that has a public water supply line within 300 feet of the property line, is hereby required at his expense to have the necessary water service line, water meter and fire protection system installed to provide the required water supply to the property. The water supply connection shall be made and approved prior to occupancy being approved for the building. [Ord. 34-91].
18.10.020 Private water supply permitted – When.
When public water supply is not available within 300 feet of the property line under the provisions of RMC 18.10.010, the building water plumbing may be connected to a private water system complying with the provisions of this title. But, in any event, the building shall be connected with either a public or approved private water supply system. [Ord. 34-91].
18.10.030 Private systems to be discontinued when public water supply available.
When a public water supply line becomes available within 300 feet of the property served by a private water system, a direct connection shall be made to the public water system within 90 days after official notice to do so, in compliance with this title. As soon as such connection is made, any private water supply system shall be disconnected from the building supply, or if the private water supply is to be used as an auxiliary water supply on the premises, an approved cross-connection backflow prevention assembly shall be installed in compliance with RMC 18.13.040. 18.10.040 Installation and operation of private systems.
A private water supply system shall not be installed or operated until all applicable state and local permits have been obtained. The system shall be operated under the guidelines set forth by the Washington State Department of Health and the Benton County health district. [Ord. 34-91].
