ELECTION OF COUNCIL

1.88.010 City elections – When held.

The next general city election shall be held on the second Tuesday of March, in the year of 1951, and general city elections shall be held biannually thereafter on the second Tuesday of March. (Ord. 396 § 1, 1949).

1.88.020 Council – Election.

A. The city council of the city of Ritzville shall be comprised of seven councilmen; one shall be elected from each ward in the city of Ritzville and there shall be two councilmen elected from the city of Ritzville at large.

B. If it is necessary for a primary to be held, voting shall be restricted to the electors residing in each ward in the election of council positions from each ward. At the general election, the election of the councilman from each ward shall be voted upon by all of the electors residing in the city of Ritzville. (Ord. 756 § 2, 1986; Ord. 396 § 2, 1949).

1.88.030 1951 election – Officers to be elected – Terms.

At the next general election to be held in 1951, there shall be elected:

One councilman from Ward No. Three, for a term of four years or until his successor is elected and qualified.

One councilman from Ward No. Five, for a term of four years or until his successor is elected and qualified.

One councilman at large, for a term of four years or until his successor is elected and qualified. (Ord. 396 § 3, 1949).

1.88.040 1953 election – Officers to be elected – Terms.1

At the general election to be held in the year of 1953, there shall be elected:

One councilman from Ward No. One, for a term of four years or until his successor is elected and qualified.

One councilman from Ward No. Two, for a term of four years or until his successor is elected and qualified.

One councilman from Ward No. Four, for a term of four years or until his successor is elected and qualified.

One councilman at large, for a term of four years or until his successor is elected and qualified.

One mayor, for a term of four years or until his successor is elected and qualified.

One treasurer, for a term of four years or until his successor is elected and qualified. (Ord. 396 § 4, 1949).

1.88.050 Expiration of term prior to election – Continue to serve.

Any person whose term of office shall expire prior to the holding of the elections as herein provided shall continue to hold office until his successor is elected and qualified. (Ord. 396 § 5, 1949).

1.88.060 Laws of state – Adopted.

The provisions of RCW Title 29A insofar as they are applicable to the city of Ritzville, are hereby adopted and made a part of this chapter. (Ord. 1092 § 45, 2005; Ord. 396 § 7, 1949).

1.88.070 Ward council positions – Vacancies filled.

In the event that a vacancy exists in one of the ward council positions, either because of the lack of filing by a candidate or because a vacancy has been created by resignation or disqualification, and if the council or mayor is unable to find a person within the ward willing to fill said vacancy or file, then, in that event, the mayor may appoint, subject to confirmation by the council, a person outside the ward to fill the vacant position until such time as the position can be filled by a person residing within the ward or by the election of a resident from the ward at the next general election.
