STREETS AND BUILDINGS – NAMES AND NUMBERS

7.04.010 South, east, west and north – Designated.
All that portion of the city lying and being southeast of the main line of the Northern Pacific Railway is to be termed south.
That portion of the city lying and being northeast of Division Street shall be termed as east.
All that portion of the city lying and being southwest of Division Street shall be termed west.
All that portion of the city lying and being northwest of the Northern Pacific Railway shall be termed as north. (Ord. 257 § 1, 1920).
7.04.020 “Streets” and “Avenues” – Designated.
All thoroughfares running north and south, as said directions are indicated in RCC 7.04.010 shall be designated as “streets” and those running east and west shall be designated as “avenues.” (Ord. 257 § 1, 1920).
7.04.030 Block numbers – General provisions.
Blocks within said city shall be numbered as follows:
The Northern Pacific right-of-way shall be used as a base line for numbering structures on streets and Division Street shall be used as a base line for numbering structures on avenues, blocks to be numbered consecutively in each direction from said base lines.
Even numbers shall be used to designate buildings on north side of the avenues and west side of the streets. Odd numbers shall be used to designate buildings on south side of avenues and east side of streets. (Ord. 257 § 1, 1920).
7.04.040 House numbers – Who assigns.
The assigning of numbers to houses shall be made by some competent person appointed by the city and after all buildings now in said city shall be numbered, buildings erected in the future shall receive their numbers under the direction of the chairman of streets and public improvement. (Ord. 257 § 1, 1920).
7.04.050 Names of streets and avenues – Changed and designated.
The names of the streets of the city of Ritzville shall be changed, transposed and fixed as follows:
Railroad Street (on southeasterly side of N. P. right-of-way) to Market Avenue; Third Street and Front Street in Northern Pacific Addition to First Avenue; Fourth Street and Oak Street in Greene and Prouty’s Second Addition to Second Avenue; Fifth Street to Third Avenue; Sixth Street to Fourth Avenue; Seventh Street to Fifth Avenue; Eighth Street to Sixth Avenue; Plum Street to Seventh Avenue; Cherry Street to Eighth Avenue; High Street to Ninth Avenue; Franklin Street to Tenth Avenue; Euclid Street to Eleventh Avenue; Brooke Street to Twelfth Avenue; Queen Street to Thirteenth Avenue; King Street to Fourteenth Avenue; Hill Street to Fifteenth Avenue; E Street to Division Street; D Street to Washington Street; C Street to Adams Street; B Street to Jefferson Street; A Street to Jackson Street; Adams Street to Lincoln Street; Earl Street to Grant Street; Orr Street to Lewis Street; Short Street to Clarke Street; Douglass Street to Benton Street; Zent Street to Whitman Street; Turley Street to Stevens Street; Cannon Street to Ferry Street; F Street to Columbia Street; G Street to Palouse Street; H Street to Chelan Street; I Street to Cascade Street; J Street to Pacific Street; K Street to Spokane Street; Railroad Street on northwesterly side of N.
