8.40.010 Five-minute parking zone.
A. Parking Zone – North Washington Street. The city council of the city of Ritzville does ordain that a five-minute parking zone during the hours of 9:00 a.m. until 5:00 p.m., Monday through Friday, be established at the following location on North Washington Street in Ritzville, Washington:
1. The first parking spot south of the corner of Washington Street and Main Avenue on the west side of North Washington Street and adjacent to the east side of Lot 5, Block Ten, Original Town of Ritzville.
B. Parking Zone – North Washington Street. The city council of the city of Ritzville does ordain that a five-minute parking zone during the hours of 8:00 a.m. until 5:00 p.m., Monday through Friday, be established at the following location on North Washington Street in Ritzville, Washington:
1. The fourth and fifth parking spot north of the corner of Washington Street and Main Avenue on the east side of North Washington Street and adjacent to the east side of Lot 1, Block Four, Original Town of Ritzville.
C. Parking Zone – West Railroad Avenue. The city council of the city of Ritzville does ordain that a five-minute parking zone during the hours of 8:00 a.m. until 5:00 p.m., Monday through Friday, be established at the following location on West Railroad Avenue in Ritzville, Washington:
1. The second parking spot east of the corner of Adams Street and Railroad Avenue on the northwest side of West Railroad Avenue and fronting Lot 9, Block Ten, Original Town of Ritzville. (Ord. 2153 § 3, 2021; Ord. 2087 § 1, 2015; Ord. 2014 § 5, 2007).
8.40.020 Fifteen-minute parking zones.
A. Parking Zone – West Main Avenue. The city council of the city of Ritzville does ordain that a 15-minute parking zone during the hours of 9:00 a.m. until 8:00 p.m., Monday through Saturday, be established at the following location on West Main Avenue in Ritzville, Washington:
1. The sixth parking spot west of the corner of Washington Street and Main Avenue on the north side of West Main Avenue and fronting Lot 8, Block Three, Original Town of Ritzville.
a. The duration of this parking zone shall be for so long as the medical business adjacent thereto is in operation.
B. Parking Zone – West Main Avenue. The city council of the city of Ritzville does ordain that a 15-minute parking zone during the hours of 9:00 a.m. until 8:00 p.m., Monday through Saturday, be established at the following location on West Main Avenue in Ritzville, Washington:
1. The third parking spot east of the corner of Washington Street and Main Avenue on the south side of West Main Avenue and adjacent to the north side of Lot 2, Block Nine, Original Town of Ritzville.
a. The duration of this parking zone shall be for so long as the grocery business adjacent thereto is in operation. (Ord. 2153 § 3, 2021; Ord. 2087 § 1, 2015; Ord. 2054 § 1, 2011; Ord. 2048 § 1, 2011; Ord. 2022 § 1, 2008; Ord. 2014 § 6, 2007).
8.40.030 Thirty-minute parking zones.
A. Parking Zone – North Adams Street. The city council of the city of Ritzville does ordain that a 30-minute parking zone be established at the following location on North Adams Street in Ritzville, Washington:
1. The second through the fourth parking spot north of the corner of Adams Street and Main Avenue on the west side of Adams Main Avenue and fronting Lot 5 and 6, Block Two, Original Town of Ritzville.
B. Parking Zone – West Main. The city council of the city of Ritzville does ordain that a 30-minute parking zone be established at the following location on West Main Avenue in Ritzville, Washington:
1. The first parking spot west of the corner of Adams Street and Main Avenue on the north side of West Main Avenue and fronting Lot 6, Block Two, Original Town of Ritzville. (Ord. 2153 § 3, 2021).
8.40.040 RV and bus parking area.
A. The purpose of this section is to establish a RV and bus parking area for the convenience of these vehicles.
B. The city council of the city of Ritzville does establish a RV and bus parking area on the north side of Broadway Avenue between Jefferson and Adams Streets, located on the following described property in the city of Ritzville: Blocks Six through Ten, Lot 47, Second Railroad Addition Original Ritzville. (Ord. 2153 § 3, 2021).
8.40.050 Fire hydrant no parking zone.
The city council of the city of Ritzville does ordain that a no parking zone be established within 15 feet of any fire hydrant in Ritzville, Washington:
A. Except when necessary, to avoid conflict with other traffic, or in compliance with law or the directions of a police officer or official traffic control device, no person shall stand or park a vehicle, whether occupied or not, except momentarily to pick up or discharge a passenger or passengers, within 15 feet of a fire hydrant in Ritzville, Washington. (Ord. 2153 § 3, 2021).
8.40.055 Fire hydrant no parking zone violation – Penalty.
Any person violating the fire hydrant no parking zone shall be guilty of an infraction, and subject to a fine of $100.00. (Ord. 2153 § 3, 2021).
8.40.060 Senior center parking space.
A. The purpose of this section is to establish a senior center parking space for the convenience of senior citizens.
B. The city council of the city of Ritzville does establish a senior center parking space immediately in front of the Gritman Senior Center, 118 West Main, located on the following-described property in the city of Ritzville: Block Four, Lot 10, Original Ritzville. The same shall be for senior parking exclusively during the hours of 8:00 a.m. through 5:00 p.m., Mondays through Fridays of each week. (Ord. 2153 § 3, 2021; Ord. 883 §§ 1 – 4, 1993. 8.40.070 Parking areas – East Adams Rural Hospital parking areas.
A. Purpose. The purpose of this section is to establish and reserve parking areas around East Adams Rural Hospital for its patients and employees to facilitate the use of the hospital for a clinic.
B. The city council of the city of Ritzville does establish a parking area around East Adams Rural Hospital as follows:
1. Patient parking from 8:00 a.m. to 5:00 p.m. Monday through Friday being the first four parking spots west of the corner of Washington Street and Tenth Avenue on the north side of West Tenth Avenue. (Ord. 2153 § 3, 2021; Ord. 908 §§ 1 – 3, 1995. Formerly 8.40.040).
8.40.080 Loading and unloading zones.
The city council of the city of Ritzville does ordain that the following time limits be established for loading and unloading zones:
A. No person shall stop, stand, or park a vehicle for any purpose or length of time other than for the expeditious unloading and delivery or pickup and loading of materials, freight or passengers in any place designated as a loading zone during the hours when the provisions applicable to loading zones are in effect. In no case shall the stop in a loading zone for loading and unloading of passengers and personal baggage exceed 10 minutes, nor the loading or unloading of materials exceed 30 minutes. 8.40.090 Violation – Penalty.
Any person violating these parking space restrictions shall be guilty of an infraction and subject to a fine of $25.00. (Ord. 2153 § 3, 2021).
