HOURS OF OPERATION AND USE OF COUNTY PROPERTIES

2.04.010 Skagit County Commissioners—Office hours and meeting times.
(1) The office hours for the Commissioners’ Office shall be 8:00 a.m. to 4:30 p.m., Monday through Friday, except for holidays as set by the Board of County Commissioners.
(2) The Board of Skagit County Commissioners shall hold regular meetings at 1800 Continental Place, Mount Vernon, Skagit County, Washington, according to the following schedule unless otherwise noted on the weekly Skagit County Commissioners’ agenda posted on the Skagit County website:
(a) Regular meetings shall be held weekly on Monday, Tuesday, Wednesday, Thursday and Friday beginning at 8:00 a.m. or later as may be set for each day.
(b) Special meetings may be set and held in the manner provided for by law in RCW 42.30.080, as presently written or as it may be amended. Planned special meetings shall be held at the time and location noted on the weekly Skagit County Commissioners’ agenda posted on the Skagit County website.
(c) Any regular or special meeting may be adjourned from time to time as is expedient or desirable in order to properly transact the business of the County.
(3) Executive sessions may be held during any regular or special meeting as provided by law in RCW 42.30.110, as it is now written or may be amended.
(4) Any regular or special meeting may be canceled. Cancellations may be made by less than a quorum of the Board. If a quorum of members are absent, the Clerk of the Board or Assistant Clerk of the Board may declare the meeting canceled. If the weekly Skagit County Commissioners’ agenda does not set meetings for a particular day, any meetings that day shall be deemed canceled. (Ord. O20180004 (Exh. 1); Ord. 2.04.020 Skagit County Board of Health—Meeting times.
When there is a need for a meeting, the Skagit County Board of Health shall meet on Tuesday of each month at 1800 Continental Place, Mount Vernon, Skagit County, Washington, or at other times and places as may be determined by the Board of Health. 2.04.030 Hours—Closures.
Between the hours of 9:30 p.m. and 6:00 a.m. on County business days and all day on weekends and holidays, the complex of buildings and areas immediately outside the buildings on the following list of County properties, with the exclusion of the sidewalk adjacent to the public streets, is closed to public access:
(1) Downtown Mount Vernon Campus. Located around the County Courthouse, to include the Administration Building, the Courthouse Annex, the Public Defender’s Office, the Public Safety Building and adjacent parking lots:

All other County-owned properties, with the exclusion of the Skagit County Fairgrounds and all parks and recreation facilities, are closed to public access. Hours of operation and access to the public for the Skagit County Fairgrounds and all parks and recreation facilities shall be governed by SCC 9.41.050. (Ord. O20180004 (Exh. 1))
2.04.040 Exceptions to closure—Employees, County business, permission.
County employees, persons engaging in a County-authorized activity inside a County building, and persons who receive permission in advance and in writing from the Facilities Management Director, are exempt from application of SCC 2.04.030. (Ord. O20180004 (Exh. 1))
2.04.050 Structures prohibited on County properties.
No structure, including but not limited to any tent, tarpaulin, or any assembly of materials arranged with the purpose of screening observation of any portion of individuals who are inside, may be erected on County property except where permitted at a Skagit County campground. The County has the authority to remove any unauthorized structures. (Ord. O20180004 (Exh. 1))
2.04.060 Unattended personal property prohibited on County property.
No personal property shall remain unattended on any County property. Property left unattended which poses a safety risk may be destroyed. (Ord. O20180004 (Exh. 1))
2.04.070 Service animals permitted on County properties—Others excluded.
Service animals, as defined by RCW 49.60.040(24), are permitted on County properties including County buildings. All other animals are excluded from County buildings, except that animals on Skagit County Fairgrounds and all other parks and recreation property shall be governed by policies established by the Skagit County Parks and Recreation Director.
