COUNTY PARKING LOTS

10.12.010 Description.
Skagit County now owns certain facilities appurtenant to the County Courthouse, hereafter designated as Parking Lots 1 through 11 and more particularly described as follows:
(1) Parking Lot No. 1: The existing parking lot lying N of the old Courthouse building and S of the Courthouse Annex and located on that portion of Government Lot 7 in Section 19, Township 34 N, R 4 E.W.M., lying N of Kincaid Street, W of Third, S of Myrtle Street, and E of Second Street, as said streets are located and established in the City of Mount Vernon, Skagit County, Washington. (Located immediately N of the old Skagit County Courthouse.)
(2) Parking Lot No. 2: Lot 4 and the E 16 feet of Lot 3, Block 2, Riverside Addition to Mount Vernon, Skagit County, Washington. (Located at the SW corner of the intersection of Kincaid Street and South Third Street.)
(3) Parking Lot No. 3 (Freeway Lot): Lots 1 through 4 and 7 and 8, Block 22, Gates Second Addition to Mount Vernon. (Located W of I-5, E of Fourth Street and N of Gates Street.)
(4) Parking Lot No. 4 (Blade): Lots 5, 6, 7 and 8 less West 6 feet, Block 13, Gates Second Addition to Mount Vernon. (Located W of Third Street, N of Myrtle Street, and E of Masonic Building, S of Gates Street.)
(5) Parking Lot No. 5: The covered parking area located at the N end of the County Administration Building, adjacent to Myrtle Street.
(6) Parking Lot No. 6 (Sheriff): Lots 3 and 4, Block 14, Gates Second Addition to Mount Vernon. (Located W of Burlington Northern Railroad Tracks, N of Public Safety Building, E of Third Street and S of Gates Street.
(7) Parking Lot No. 7 (District Court): Portion of Government Lot 7 described as follows: Beginning 30 ft. N and 104 ft. W of SE corner Lot 7, Section 19, then W parallel with N line of Kincaid Street 81.5 ft. to the N at right angle 123 ft., then E 81.5 ft., then S 123 ft. to the point of beginning less portion to city for road. Beginning SE corner of Lot 7 located in center of Kincaid Street, then Northerly along E line of government Lot 7, 30 ft. to the N boundary of Kincaid Street, then W 17.57 ft. to the point of beginning, then Northerly 214.5 ft. along line Westerly of parallel to and distant 17.57 ft. measured at right angle from E line Lot 7, then W 7 ft. more or less, then Northwesterly along N line of Myrtle Street extending 73.5 ft. more or less. Beginning 153.5 ft. N and 104 ft. W of SE corner of Lot 7, Section 19, then W to E line of 3rd Street, then N 21 ft., then E to a point N of the true point of beginning, then S to the true point of beginning. (Located N of Kincaid Street, W of Burlington Northern Railroad Tracks, South of Public Safety Building, and E of Third Street.)
(8 Parking Lot No. 8 (Kincaid): Lots 1 through 10, Block 3, Riverside Addition to Mount Vernon. (Located S of Kincaid Street, E of 3rd Street, N of Broadway Street, W of 4th Street.)
(9) Parking Lot No. 9 (Grainery): Lots 4, 5, 6, 7, and 8, Block 15, Second Addition to Mount Vernon. (Located W of Fourth Street, E of Burlington Northern Railroad Tracks, N of Gates Street.)
(10) Parking Lot No. 10 (Alf Christianson): Portion in NW 1/4, SW 1/4 of Section 20, Township 34, Range 4, between Gates Street and Kincaid Street, beginning on SW corner of Kincaid Street E of Railroad Right-of-Way then E 190′ then N 210′ then E 30′ then N 100′ then Northwesterly 230′ then S TPB. (Located S of Gates Street, N of Kincaid Street, W of I-5, and E of the Burlington Northern Railroad Tracks.)
(11) Parking Lot No. 11 (Public Works): (1111 Cleveland Street) That portion of the Southeast 1/4 of the Southeast 1/4 of Section 19, Township 34 North, Range 4, W.M., described as follows: Beginning at a point on the S line of said subdivision which is 210 ft. E of the intersection of the E line of First Street with said S line of the SE 1/4 of the SE 1/4; then N 20 degrees E to the S line of Milwaukee Street, as established; thence E along the S line of Milwaukee Street to the intersection of said S line with the W line of Cleveland Avenue, as established; thence S along the W line of Cleveland Avenue to the S line of the SE 1/4 of the SE 1/4; thence W 12 rods, more or less, to the point of beginning, EXCEPT the N 100 feet thereof and EXCEPT the S 50 ft. thereof. (Located N of West Section Street, W of Cleveland Avenue and E of the Puget Power Section Street Substation.)
(12) Parking Lot No. 12 (Parks and Recreation): Lots 7 and 8, Block 11, Gates Second Addition to Mount Vernon. (Located W of Third Street, N of Montgomery, and E of Brakefield Elite.) (Ord. 15501 (part), 1994; Res. 10093 (part), 1984: Res. 9653 (part), 1983)
10.12.020 Official controls.
In order to facilitate the efficient and most effective use of said parking facilities, the following official controls are hereby adopted:
(1) Parking Lot No. 1 (U-Shaped): Parking in Parking Lot No. 1 shall be reserved for use by private citizens at such times as said citizens are doing business at the Skagit County Governmental Offices. Between the hours of 7:30 a.m. and 4:30 p.m., on all days when the Courthouse is officially open for business, parking shall be limited to one (1) hour.
(2) Parking Lot No. 2 (Mental Health): Parking shall be reserved for use by private citizens for the purpose of doing business at the Skagit County Governmental Offices. Between the hours of 8:30 a.m. and 4:30 p.m., on all days when the Courthouse is officially open for business, parking shall be limited to one (1) hour.
(3) Parking Lot No. 3 (Freeway): Parking shall be limited to County employees renting space at a fee determined by the Board of County Commissioners.
(4) Parking Lot No. 4 (Blade): Parking shall be reserved for use by private citizens doing business at the Skagit County Governmental Offices between the hours of 7:30 a.m. and 4:30 p.m., on all days when the Courthouse is officially open for business. Also, parking shall be reserved for jury parking when the need arises. Parking shall be limited to one (1) hour.
(5) Parking Lot No. 5: Parking shall be reserved for the County Commissioners, Public Works Director and Auditor.
(6) Parking Lot No. 6 (Sheriff): Parking shall be limited to Skagit County Sheriff Vehicles.
(7) Parking Lot No. 7 (District Court): Parking shall be reserved for use by private citizens doing business at the Skagit County Governmental Offices between the hours of 7:30 a.m. and 4:30 p.m., on all days when the Courthouse is officially open for business. Also, parking shall be reserved for jury parking when the need arises.
(8) Parking Lot No. 8 (Kincaid): no change.
(9) Parking Lot No. 9 (Grainery): Parking shall be limited to County employees renting space at a fee determined by the Board of County Commissioners.
(10) Parking Lot No. 10 (Alf Christianson): Parking shall be reserved for Skagit County owned vehicles, spaces 1 through 27, except for spaces 28 through 41 which shall be limited to County employees renting space at a fee determined by the Board of County Commissioners.
(11) Parking Lot No. 11 (Public Works): Parking in spaces 1 through 10 shall be limited to one (1) hour and reserved for use by private citizens doing business at the Public Works governmental office. Spaces 11 through 16 shall be limited to Public Works County vehicles, spaces 17 through 36 shall be limited to County employees renting space at a fee determined by the Board of County Commissioners. start here

10.12.030 Enforcement.
In the event of a violation of any of the specific controls contained in this Chapter, Skagit County may in its discretion, cause the offending vehicle to be impounded at the expense of the registered owner thereof. (Res. 9653 (part), 1983)
10.12.040 Effective date.
This Chapter shall be effective at such time as signs have been posted at the entrances of said parking lots, clearly setting forth the official controls pertaining to each, together with the enforcement provisions as contained in this Chapter. (Res. 9653 (part), 1983: Ord. 6552, 1975; 42 CJ 572)
