LITTERING ON PUBLIC ROADS

10.16.010 Objects falling from vehicles prohibited.
No vehicles shall be driven or moved on any public highways of Skagit County unless vehicle is so constructed or loaded as to prevent any of its load from dropping, sifting, leaking or otherwise escaping therefrom, except that sand may be dropped for the purpose of securing traction, or water may be sprayed on roadways in the cleaning and maintaining of such roadways by public authority having such jurisdiction. Any person operating a vehicle from which any glass or objects have fallen or escaped which would constitute an obstruction or injure a vehicle or otherwise endanger travel upon such public highway, shall immediately cause the said highway to be cleaned of all such glass or objects. It shall be unlawful for any person to throw or drop any glass objects, debris or any waste from any moving vehicle upon the right-of-way of any public highway in Skagit County.
10.16.020 Throwing debris or garbage on road prohibited.
No person shall throw garbage, debris or any other waste material from any vehicle or otherwise from or near any public highway of Skagit County upon said highway right-of-way or upon private or public property adjoining said highway on either side of said right-of-way, except duly designed dumping places as set out and so marked and authorized by the Commissioners of this County or otherwise permitted by the owners of adjoining private property or by constituted public authority.
10.16.030 Placing of signs, foreign objects upon public highway prohibited.
No person shall place any signs, indicators, advertisements, stakes, posts or any other foreign objects or objects upon a public highway or right-of-way of any public highway in this County without the express permission, in writing, of the Board of County Commissioners and any such foreign objects now upon the said highways or public highway rights-of-way as above designated are declared herewith illegal.
10.16.040 Destruction of authorized signs prohibited.
No person shall mutilate, destroy, move, change or alter in any manner whatsoever, any sign or signs erected along a public highway, by public authority for the purpose of admonition, direction or otherwise.
10.16.050 Evidence.
Identification of the owner and location of any garbage, debris, waste material or other foreign matter of any nature found upon private or public property adjoining or on any public highway of this County shall be considered as prima facie evidence of its having been illegally deposited upon said public or private property or public highway by the said identified owner of said debris, waste material, etc., as designated above.
10.16.060 Penalty.
Any person, company, firm or corporation violating any of the provisions of this Chapter shall be deemed guilty of a misdemeanor and shall be subject upon conviction to a fine of not more than fifty dollars ($50.00) or imprisonment for ninety (90) days in the Skagit County Jail for each such violation.
10.16.070 Repeal.
If any local ordinance, code, words, rules or regulations previously passed that are in conflict with this Chapter, they are hereby repealed, superseded and declared void.
10.16.080 Effective date.
This Chapter shall take effect and be in force from and after its passage, the welfare of the County of Skagit requiring such action. (Res. 680, 1948; 23 CJ 261)
