2.02.010 Meetings—Hours—Duration.
The official hours for county business conducted through meetings of the board of commissioners shall be Tuesdays, Wednesdays and Thursdays of each week between the hours of nine a.m. and five p.m.; provided, that such meetings may be continued for as long as necessary by a majority vote of the board. 2.02.020 Election, powers and duties of chair and vice chair.
A. Election. At the first regularly scheduled meeting in January of each year, the board of commissioners shall elect a chair and vice chair.
B. Powers and Duties of Chair.
1. Preside at all meetings and hearings of the board of commissioners.
2. Call the board of commissioners to order at the hour appointed.
3. Preserve order and decorum and in the interest of efficiency may impose time limits for testimony and comment by the public.
4. May participate in all deliberations of the board in the same manner as any other member.
5. May vote in all proceedings.
6. The chair shall have the same authority as the remaining board members.
C. The vice chair shall exercise the powers and duties of the chair in the event of the chair’s absence. (Ord. 2006-12 (part))
2.02.030 Quorum and voting.
A. Quorum. A majority of the board shall constitute a quorum for the transaction of any business at any meeting or hearing.
B. Voting. A board member may participate in a meeting or hearing of the board of commissioners through the use of any means of communication by which all board members participating can hear each other during the meeting or hearing. Participation by such means shall constitute presence in person at the meeting or hearing. Any meeting or hearing conducted through the use of conference telephone or electronic media must have a specific location identified where board members or the general public wishing to participate in the meeting or hearing can hear and be heard by all board members. The board may go into executive session during such a meeting, provided that the chair publicly announces the purpose for excluding the public and the time when the executive session will be concluded.
C. The vice chair shall exercise the powers and duties of the chair in the event of the chair’s absence. (Ord. 2006-12 (part))
2.02.040 Consent agenda.
The board of commissioners may establish a consent agenda. Items appearing on the consent agenda shall be noncontroversial in nature and have the unanimous consent of the board members voting on the item(s). All items identified as consent may be adopted in one motion. Prior to voting on the consent agenda, any board member shall be given an opportunity to remove any item from the consent agenda. If an item is removed from the consent agenda, it shall be considered separately immediately following the final vote on the consent agenda. (Ord. 2006-12 (part))
