SNOW REMOVAL

12.16.010 Purpose.
Snow removal and sanding are performed within 24 hours of snow accumulation to allow emergency access to all areas of town. Roads must be cleared and kept as wide as possible. Secondarily, garbage trucks, water and sewer repair vehicles, and school buses must navigate our streets efficiently and safely. (Ord. 1293 § 1, 2019).
12.16.020 Policy reference.
The city council may, from time to time, adopt by resolution specific procedures, priorities, and conditions by which the city performs snow removal and sanding. (Ord. 1293 § 1, 2019).
12.16.030 Prohibited actions.
The following actions are prohibited in the city of Soap Lake:
A. No person, firm, or corporation shall move, in any manner, snow from any lot, building, structure, driveway, sidewalk, or other private property into the public right-of-way of any highway, street, or alley. Snow sliding from roofs of buildings or structures upon any street, sidewalk or alley shall be construed to have been removed by the owner or tenant thereof and the same shall be immediately removed by truck or other vehicle from such street, sidewalk, or alley at the expense of the owner or tenant.
B. No person, firm, or corporation shall interfere, by action or omission, with the operation of city snowplows or sanders. This includes, but is not limited to, blocking or obstructing city snowplows from plowing street travel lanes, parking cars in such a manner so as to block or obstruct access from a street or section of a street, and/or blocking, obstructing or preventing city snowplows from proceeding down a highway, street, or alley. 12.16.040 Penalty.
Violation of this chapter shall constitute a civil infraction and shall be subject to the following penalties as referenced in Chapter 1.10 SLMC:

Each day in which any violation shall continue shall be deemed a separate offense. (Ord. 1293 § 1, 2019).
12.16.050 Exceptions.
A. This chapter shall not apply to city snow removal or street maintenance operations.
B. On commercial lots with structures abutting sidewalk and without open property available for depositing snow accumulation, snow may be piled in and between planter strips along the curb; provided, that a minimum four-foot walkway is maintained and no other reasonable option for disposal is available.
