17.85.010 Purpose.

The general purpose of this chapter is to provide requirements for off-street parking within the city. These provisions apply only to new construction, expansion or enlargement. (Ord. 778 § 2 (Exh. A), 2017).

17.85.020 Location of off-street parking.

Off-street parking facilities shall be located as specified in this chapter.

A. For single-family dwellings, off-street parking facilities shall be located on the same lot in which the buildings they are required to serve are located, but not in any required yard area.

B. For uses other than single-family dwellings and for dwellings in conjunction with other uses, parking facilities shall be no more than 600 feet from the building they are required to serve and not in any required yard area.

C. For required parking spaces and related ingress/egress not located on the same lot as the use they are appurtenant to, there shall be a recorded easement. Said instrument shall include the particulars relating to reservation of the area(s) for parking and maneuvering space for the use and shall be reviewed and approved by the permit administrator prior to acceptance, recordation or alteration or extinguishment of the same. 17.85.030 Expansion and enlargement.

Whenever any building is enlarged in height or ground coverage, additional off-street parking shall be provided only for the extent of the modification (calculated by square footage, additional employees, etc.) in accordance with the use requirements of this chapter; provided, however, if the modification does not increase the number of parking spaces required by greater than 10 percent, no additional parking spaces need to be provided (e.g., a 1,000-square-foot retail building is expanded 200 square feet. The table of minimum parking standards requires one space per 200 square feet, placing the existing building in legal nonconformance because it has only two off-street parking places. The parking standard requires one new parking space since the expansion totals 200 square feet and additional required parking exceeds 10 percent. While the building remains in legal nonconformance, the expansion project complies with current zoning provisions). (Ord. 778 § 2 (Exh. A), 2017).

17.85.040 Mixed uses.

In the case of mixed uses or occupancies, the total requirement for off-street parking shall be the sum of the requirements for the various uses computed separately. (Ord. 778 § 2 (Exh. A), 2017).

17.85.050 Uses not specified.

In the case of a use not specifically mentioned in TMC 17.85.060 and 17.85.070, the requirements for off-street parking shall be determined by the planning commission. The determination shall be based upon the most comparable use listed or the specific needs based upon the number of employees, customers, etc. (Ord. 778 § 2 (Exh. A), 2017).

17.85.060 Joint use.

The administrator may authorize the joint use of parking facilities for the following uses or activities under the conditions specified in this section:

A. Up to 50 percent of the parking facilities required by this chapter for a theater, bowling alley, dancehall, bar or restaurant, may be supplied by the off-street parking facilities referred to in this chapter as daytime use. For the purposes of this chapter, daytime uses are banks, offices, retail outlets, personal services, shops, clothing and furniture stores, etc.

B. Up to 50 percent of the off-street parking facilities required by this chapter for any building or uses specified as daytime uses may be supplied by parking facilities provided by uses referred to in this chapter as nighttime uses. For the purposes of this chapter, nighttime uses are auditoriums incidental to schools, churches, bowling alleys, dancehalls, theaters, bars and restaurants.

C. The building or use which wishes to utilize joint parking shall be within 800 feet of the parking facility.

D. The hours of operation for uses which are utilizing joint use of off-street parking shall not substantially conflict.

E. A properly drawn legal instrument, executed by the parties participating in joint uses of off-street parking facilities, shall be filed with the planning commission for prior approval. The instrument shall grant the users the right to use the facilities as may be appropriate and necessary to meet the conditions of this chapter.

F. Said instrument shall include a caveat that said easement shall not be amended, revised or extinguished without the approval of the city. (Ord. 778 § 2 (Exh. A), 2017).

17.85.070 Minimum parking standards table.

17.85.075 Parking configuration.

A. Required parking spaces shall be a minimum of nine feet by 19 feet in size, except, when required to be accessible to the disabled or upon approval of the zoning administrator, up to 20 percent of required parking may be a minimum of eight feet by 16 feet in size for compact-car-only parking, provided such spaces are adequately marked to indicate the limitation of their use.

B. Required off-street parking spaces and their maneuvering spaces (excluding driveways) shall not be located in any required setback area. Parking lot driveways shall not be located in intersection clear vision areas and comply with other requirements elsewhere in this code.

C. Parking spaces for single-family dwellings may be configured in tandem. (Ord. 778 § 2 (Exh. A), 2017).
