TRUCK AND BUS OPERATION AND PARKING REGULATIONS

10.50.010 Parking of buses, trucks, truck tractors, truck trailers or truck semi-trailer combination on public street or right-of-way.
No person shall park a truck, truck tractor, truck trailer, bus, or truck semi-trailer combination, weighing over 15,000 pounds licensed gross weight, upon any public street or public right-of-way, except temporarily for the purpose of making a pick-up or delivery of goods, materials, equipment, or persons, or for the purpose of allowing an operator or passenger to make a brief rest stop, lasting no more than one hour. Gross weight shall be computed in accordance with RCW 46.16.111, as amended, which section is incorporated herein by this reference. (Ord. 90-6 § 1, 1990).
10.50.020 Operation of vehicles on designated truck routes.
No person or corporation shall operate a truck, truck tractor, truck trailer, bus, or truck tractor and semi-trailer combination over eight feet in width, over 15 feet in length, and over 15,000 pounds licensed gross weight on any street or public right-of-way in the city which is not designated as a truck route in TMC 10.50.060, except that:
A. School buses, emergency vehicles, public utility vehicles, and solid waste disposal vehicles are exempt from this section;
B. Any truck or combination of truck trailer may travel via the most direct route to another location within the city for the exclusive purpose of pick-up or delivery, or emergency repair;
C. Any truck may be driven via the most direct route possible from a truck route to the place of business or residence of the driver in the city; provided, that any such truck shall be parked off the public right-of-way. (Ord. 90-6 § 1, 1990).
10.50.030 Engine compression brakes.
Engine compression brakes shall not be used at any time on city streets by trucks or truck trailers, except public safety emergency vehicles. Signs notifying the public of this prohibition shall be posted at city entrances, at such places as shall be designated by the public works director. (Ord. 90-6 § 1, 1990).
10.50.040 Hazardous materials.
A. Hazardous materials are those materials defined as dangerous wastes, per RCW 70.105.010, as amended, including “extremely hazardous waste” as defined therein, and those materials defined as hazardous substances or hazardous materials by RCW 70.102.010, as amended, and includes those substances or materials identified as such under regulations or guidelines adopted by the State Department of Ecology, or under regulations adopted pursuant to the Federal Hazardous Materials Transportation Act, the Resource Recovery and Conservation Act, the Comprehensive Environmental Response Compensation and Liability Act, the Federal Insecticide, Fungicide and Rodenticide Act, the Occupational Safety and Health Act Hazardous Communication Standards, and the State Hazardous Waste Act, and includes substances composed of radioactive components or both radioactive and hazardous components, and which are regulated by the State Department of Ecology.
B. All vehicles transporting hazardous materials shall be restricted to the state highway system or to one of the designated truck routes while traveling to and from locations within the city limits of the city. (Ord. 90-6 § 1, 1990).
10.50.050 Penalties.
A. Any person violating this chapter shall be guilty of a civil infraction and upon conviction thereof shall be fined not more than $500.00. Each time a vehicle is used contrary to this chapter such occasion shall constitute a separate offense within the meaning of this chapter.
B. The city shall have a lien against the vehicle used contrary to this chapter in the amount of the fine imposed and shall foreclose on said lien according to law, including costs and attorney’s fees, if the fine is not paid as required.
C. In his discretion, the officer may issue a notice of infraction and release the driver upon his signature, or he may require the driver or owner to deposit with the municipal court clerk a sum not to exceed $500.00 prior to release of the vehicle as a guaranty of an appearance in court. 10.50.060 Truck routes.
Route #1 West – West First Avenue (SR 220) west bound from South Elm Street (SR 22) to the corporate city limits.
East – West First Avenue (SR 220) east bound from the corporate city limits to South Elm Street (SR 22).
Route #2 North – South Elm Street (SR 22) from corporate city limits north bound to Buena Way (SR 22). Buena Way (SR 22) north bound to the corporate city limits.
South – Buena Way south (SR 22) from the corporate city limits to South Elm Street (SR 22). South Elm Street (SR 22) south to the corporate city limits.
Route #3 East – Asotin Avenue east bound from Buena Way (SR 22) to East First Avenue.
West – Asotin Avenue west bound from East First Avenue to Buena Way (SR 22).
Route # 4 East – West Second Avenue east bound from South Elm Street (SR 22) to East First Avenue. East First Avenue east bound from West Second Avenue to the corporate city limits.
West – East First Avenue west bound from the corporate city limits to West Second Avenue. West Second Avenue west bound to South Elm Street (SR 22).
Route #5 North – South “L” Street north from the corporate city limits to North “L” Street. North “L” Street north from South “L” Street to the corporate city limits.
South – North “L” Street south from the corporate city limits to South “L” Street. South “L” Street south bound to the corporate city limits.
Route #6 South – Division Street south bound from West Second Avenue to the corporate city limits.
North – Division Street north bound from the corporate city limits to West Second Avenue.
Route #7 East – East Third Avenue east bound from Division Street to its end.
West – East Third Avenue north from its end to Division Street.
Route #8 South – South “E” Street south from East First Avenue to South “G” Street. North – South “E” Street north to South “G” Street to East First Avenue.
Route #9 North – South “G” Street north from the corporate city limits to East First Avenue.
South – South “G” Street south from East First Avenue to the corporate city limits.
