10.20.001 Purpose and intent.
The purpose of this chapter is to promote traffic safety and maintain streets free from hazardous and nuisance conditions by enforcing uniform parking regulations. (Ord. 578 § 1(A), 2007)
10.20.005 Authority.
This chapter may be enforced by any law enforcement officer or by any designated employee of the town of Twisp. (Ord. 578 § 1(A), 2007)
10.20.010 Loading zone created – Parking prohibited during certain hours.
Repealed by Ord. 578. (Ord. 227 § 1, 1978)
10.20.020 Police parking zone.
There is further created a police parking zone, located on the north side of Third Avenue, running east from Glovers Street for a distance of 30 feet. Parking shall be prohibited in said police parking zone at all times, except for official town of Twisp police department vehicles. Said zone shall be marked and designated by the painting of a yellow line along the north curb for the distance of the zone, as above described, and by signs declaring the same to be a police parking zone with parking prohibited. 10.20.090 Parking on certain streets prohibited.
From the dates of January 1st through December 31st, parking of vehicles on either side of Glover Street between the intersection of Glover Street with Twisp Avenue on the north and the intersection of Glover Street and SR 20 on the south or the town-owned area on the north side of East Twisp Avenue between the hours of 12:00 a.m. and 6:00 a.m. is hereby prohibited.
From the dates of January 1st through December 31st, parking of vehicles on the south side of Second Avenue between the intersection of Glover Street with Second Avenue on the west and the intersection of Glover Street and the alley on the east between the hours of 12:00 a.m. and 12:00 p.m. is hereby prohibited.
Any unattended vehicle that is in violation of this section may be immediately towed and impounded pursuant to the applicable laws of the state of Washington; provided, that the town’s authority to tow and impound given under this chapter may be exercised in addition to civil penalties imposed under this chapter. The registered owner shall be liable for all towing and impound fees and expenses incurred pursuant to this section. 10.20.110 Parking restrictions along Primary State Highway No. 20.
The town council has been informed and finds that parking of vehicles at certain locations on, along, and adjacent to the right-of-way of Primary State Highway No. 20 between the south town limits and the north town limits creates view obstruction and is hazardous to safe flow of traffic. Restrictions upon parking in certain locations along said highway would tend to alleviate such problems. (Ord. 578 § 1(C), 2007; Ord. 335 § 1, 1988)
10.20.120 Parking regulations at certain locations along Primary State Highway No. 20 – Sign posting.
There shall be posted or erected at locations to be designated by the chief of police of the town, in cooperation with the Department of Transportation of the State of Washington, at points on, along, and adjacent to the right-of-way line of Primary State Highway No. 20, between the south town limits and the north town limits, signs which shall face toward the highway and which shall prohibit parking within the areas between the signs and the P.S.H. 10.20.130 Parking and/or leaving unattended motor vehicles within the areas designated by posted signs at certain locations along Primary State Highway No. 20 prohibited.
Parking and/or leaving unattended motor vehicles within the areas designated by posted or erected signs as set forth in TMC 10.20.120 is hereby prohibited. (Ord. 335 § 3, 1988)

10.20.180 Sign placement regarding prohibited actions.
Appropriate signs shall be placed upon the above-described real property giving notice of the aforementioned prohibition. (Ord. 403 § 4, 1993)
10.20.190 Parking parallel with the curb on the north and south sides of Twisp Avenue.
Vehicle parking shall be parallel with the curb on both the north and south sides of Twisp Avenue from the west side of the intersection at Lincoln Street to the east side of the intersection at Johnson Street in the direction of the traffic. Any vehicle shall not be more than 12 inches from the curb line. (Ord. 578 § 1(A), 2007)
10.20.200 Angle parking on Glover Street.
Vehicle parking shall be angle parking on both the east and west sides of Glover Street from the south side of the intersection at East Twisp Avenue to the north side of the intersection at 4th Avenue in the direction of traffic. No vehicle shall be more than 12 inches from the curb line. No vehicle, the length of which extends beyond the white fog line, or if no fog line is apparent, the length of which extends into the traffic way or flow, shall be parked upon those portions of Glover Street as delineated in this section. 10.20.210 Three-hour parking on Glover Street.
The parking of vehicles on Glover Street on both the east and west sides of Glover Street from the south side of the intersection at East Twisp Avenue to the north side of the intersection at 4th Avenue shall be limited to three hours between the hours of 6:00 a.m. and 6:00 p.m., Monday through Friday, and not to include legal holidays. 10.20.220 Parking on 2nd Avenue.
Vehicle parking shall be angle parking on the north side of 2nd Avenue, a one-way street, from the east side of the intersection of State Route 20 to the west side of the intersection with Glover Street. Vehicle parking shall be parallel parking on the south side of 2nd Avenue from the east side of the intersection of State Route 20 to the west side of the intersection with Glover Street with the exception of a loading zone. Such vehicles shall be not more than 12 inches from the curb line. No vehicle, the length of which extends beyond the white fog line, or if no fog line is apparent, the length of which extends into the traffic way or flow, shall be parked upon those portions of 2nd Avenue as delineated in this section. 10.20.230 Parking on 3rd Avenue.
Vehicle parking shall be parallel on both the south and north sides of 3rd Avenue from the east side of the intersection of State Route 20 to the west side of the intersection with Glover Street. Such vehicles shall be not more than 12 inches from the curb. No vehicle, the length of which extends beyond the white fog line, or if no fog line is apparent, the length of which extends into the traffic way or flow, shall be parked upon those portions of 3rd Avenue as delineated in this section. 10.20.235 Double parking prohibited.
No vehicles shall double park or in any way park or stand in any street, roadway or thoroughfare not designated for parking within the town between the hours of 9:00 a.m. and 10:00 p.m. (Ord. 578 § 1(A), 2007)
10.20.240 Parking area on east side of Lincoln Street.
The town-owned area on the east side of Lincoln Street that lies between Second Avenue and Third Avenue will have designated parking for authorized town employees or town vehicles only Monday through Friday from 7:00 a.m. to 5:00 p.m., as well as “no parking” areas for wellhead protection. Parking of vehicles in a “no parking” area or designated parking area for town employees or town vehicles Monday through Friday from 7:00 a.m. to 5:00 p.m. is prohibited. Parking from 5:00 p.m. to 7:00 a.m. in town parking areas for town employees or town vehicles, and in other areas not designated as “no parking” shall be permitted. Any unattended vehicle that is in violation of this section may be immediately towed and impounded pursuant to the applicable laws of the state of Washington; provided, that the town’s authority to tow and impound given under this chapter may be exercised in addition to civil penalties imposed under this chapter. The registered owner shall be liable for all towing and impound fees and expenses incurred pursuant to this section. (Ord. 578 § 1(A), 2007)
10.20.245 Signs to be installed.
The public works superintendent of the town shall procure and cause to be installed proper signs such as may be necessary for carrying out the provisions of this chapter. (Ord. 578 § 1(A), 2007)
10.20.250 Definitions.
For the purposes of this chapter:
(1) “Vehicle” or “motor vehicle” shall mean any automobile, truck, motorcycle or other motorized vehicle, including any trailer or towed object.
(2) “Alley” shall mean the public right-of-way for the secondary access not intended for general use.
(3) “Registered owner” shall mean any person, firm or entity with legal possession and responsibility of a vehicle. (Ord. 578 § 1(A), 2007)
10.20.260 Registered owner responsible.
The current registered owner of any vehicle is assumed responsible and liable for any violations and/or expenses incurred pursuant to this chapter unless:
(1) There is a report of sale of such vehicle.
(2) The vehicle is stolen or taken without permission.
(3) The current actual owner can be identified and located, and ownership verified. (Ord. 578 § 1(A), 2007)
10.20.270 Impounding vehicles.
Except as provided in TMC 10.20.240, any unattended vehicle that is a hazard or is in violation of this chapter for a period of 24 consecutive hours, may be towed and impounded pursuant to the applicable laws of the state of Washington; provided, however, that the town’s authority to tow and impound given under this chapter may be exercised in addition to civil penalties imposed under this chapter. The registered owner shall be liable for all towing and impound fees and expenses incurred pursuant to this section. (Ord. 578 § 1(A), 2007)
10.20.280 Violation/penalty.
Any violation of this chapter shall constitute a civil infraction with a monetary penalty for each violation not to exceed $250.00. Each day or separate incident in which a violation occurs shall be deemed a separate offense. (Ord. 578 § 1(A), 2007)
10.20.290 Severability.
If any section, subsection, paragraph, sentence, clause or phrase of this chapter is declared unconstitutional or invalid for any reason, such decision shall not affect the validity of the remaining parts of this chapter. (Ord. 578 § 1(A), 2007)
