SPEED LIMITS ON CITY STREETS

10.10.010 Maximum speed limit of 25 miles per hour unless otherwise posted.
A. The maximum speed limit for all City streets is established as 25 miles per hour except where a lower or greater maximum lawful speed is established by ordinance of the City Council upon the recommendation made by the Director after the completion of an engineering and traffic investigation pursuant to the authority granted in WAC 308-330-270 and RCW 46.61.415.
B. The City Engineer is authorized to implement a temporary speed limit reduction for City roadways during active construction or repair when it is deemed appropriate to enhance safety to the public. Such reduction shall require a traffic engineering study and the City Engineer shall then issue a written authorization for such reduction. The construction zone speed limit shall:
1. Not be less than 25 miles per hour for arterial streets and 20 miles per hour for local streets;
2. Not extend outside the signed construction project traffic control limits;
3. Not occur outside the active construction or repair activity limits; and
4. Be removed when the road project is completed to the point where normal traffic flow can reasonably be accommodated.
C. No speed limit on City streets other than 25 miles per hour shall be enforced unless the speed limit is posted by signs pursuant to Chapter 46.61 RCW and Chapter 308-330 WAC.

10.10.020 City to maintain list of City streets with posted speed limits other than 25 miles per hour.
The Director shall file with the City Clerk a list of all City streets where the maximum speed limit thereon has been posted at a speed other than 25 miles per hour. This list shall be made available to the public during all normal business hours. The maximum speed limit on all City streets not included in this list is 25 miles per hour as specified in UPMC 10.10.010.

10.10.030 Setting maximum speed limits in excess of or less than 25 miles per hour on certain streets.
The City Council sets maximum speeds on City streets as follows:
A. Grandview Drive: Cirque Drive West to 27th Street West – 30 miles per hour.
B. Grandview Drive: 64th Street West to Cirque Drive West – 30 miles per hour.
C. Bridgeport Way West from the south City limits to Cirque Drive – 35 miles per hour.
D. Bridgeport Way West from 35th Street West to Cirque Drive West – 30 miles per hour.
E. Bridgeport Way West from 35th Street West to north City limits – 35 miles per hour.
F. 67th Avenue West from Bridgeport Way to 19th Street West – 35 miles per hour.
G. Orchard Street West: Hanna Pierce Road to 64th Street West – 40 miles per hour.
H. 27th Street West: Bridgeport Way to Regents Boulevard – 35 miles per hour.
I. Regents Boulevard: 27th Street West to 67th Avenue West – 35 miles per hour.
J. 40th Street West: Drexler Drive West to 67th Avenue West – 35 miles per hour.
K. Cirque Drive West: Grandview Drive West to Bridgeport Way West – 30 miles per hour.
L. Cirque Drive West: Bridgeport Way West to Orchard Street – 35 miles per hour.
M. 64th Street West: Grandview Drive West to Chambers Creek Road West – 30 miles per hour.
N. Chambers Creek Road West: south City limits to 64th Street – 30 miles per hour.
O. Chambers Creek Road West: 64th Street West to Chambers Lane West – 30 miles per hour.
P. Chambers Creek Road West: Chambers Lane West to Bridgeport Way West – 30 miles per hour.
Q. Chambers Creek Road West: Chambers Creek Road West to Bridgeport Way West – 30 miles per hour.
R. Grandview Drive from 27th Street West to 19th Street West – 25 miles per hour.

10.10.040 Traffic-control devices.
The Director is directed to post City streets with the proper traffic-control devices to regulate the maximum speed limits that are set by the City Council by ordinance.

10.10.050 School zones.
The Director is directed to mark school zone speed limits pursuant to RCW 46.61.440.

10.10.060 Infractions and penalties.
Any person traveling on any City street at a speed in excess of the maximum speed limit shall have committed a traffic infraction and shall be liable for monetary penalties as set forth in Chapter 46.63 RCW, WAC 308-330-403, and WAC 308-330-700 through 308-330-710.

10.10.070 Enforcement.
The Pierce County sheriff, all deputy sheriffs and such other police officers as the City may from time to time designate to provide law enforcement services for the City shall enforce the provisions of this chapter.
