No miscellaneous planning related permit or amendment specified in this chapter shall be issued or authorized unless or until such costs, charges, fees and expenses listed in Sections 2.94.020 and 15.04.030 shall have been paid in full. (Ord. 2004-08 § 8, 2004: Ord. A-3118 § 1(part), 1980).
2.94.020 Schedule of fees and charges.
In addition to all other applicable fees, planning service fees shall be charged. Planning service fees do not include costs of recording which shall additionally be imposed if recording is required. The following planning service fees shall apply:

* All deposits shall be held for a period of not to exceed three months from the date of completion of the project to allow for all billings related to the event to be received by the city and billed against the deposit. Deposits are meant to reimburse the costs involved. When costs exceed the original deposit, an additional deposit or payment will be required before any further work will be performed by the city or any permit, certificate of occupancy and/or final plat approval will be issued. The amount of the additional deposit shall be determined by the city. No interest shall accrue to any deposit.

The Walla Walla city manager is authorized to adopt planning service rates, fees and charges in addition to those listed above. 2.94.040 Schedule of fees and charges for city services rendered in connection with land development and subdivision.
Any person or persons seeking to subdivide or develop land in the city of Walla Walla is required to obtain the necessary development authorization and permits and pay the applicable charges and fees therefor. In addition, said person or persons shall pay the following charges and fees for the following described services. Said fees shall be paid in advance of work, and permits shall not issue until said fees are paid.
A. Improvement Inspection Services.
1. Sewers: two hundred fifty dollars per lot or parcel. Service includes inspection of pipe, grade, trench backfill, and service line connections, and a one-time video inspection of finished sewer line.
2. Water main: two hundred dollars per lot or parcel. Includes inspection of pipe, service lines, trench backfill, pressure testing, and one-time bacteriological testing.
3. Street/storm drain: three hundred dollars per lot or parcel. Includes inspection of subgrades, trench excavation, base material, pavement material, curbs and gutters, storm drain pipes and facilities, and street lights.
4. Other utilities (if in the public right-of-way): fifteen dollars per lot or parcel, includes inspection of trench and backfill.
5. Stormwater: actual costs incurred for construction stormwater site inspections. Includes inspection of temporary erosion and sediment control best management practices, structural stormwater facilities, stormwater drainage system components, and connections to the existing stormwater drainage system. Current city rates for construction stormwater site inspections will be provided upon request.
B. Additional Inspection, Testing or Services.
1. Sewer video inspection: fifty dollars for mobilization plus two dollars and fifty cents per foot of main to be inspected;
2. Water main pressure testing: fifty dollars per test;
3. Water main bacterial test: one hundred dollars per test;
4. Street sweeping: one dollar and fifty cents per centerline foot.
C. Improvement Plan and Specification Review for Subdivisions, PUDs, Short Plats, and Binding Site Plans.
